Aadhaar Guide — Enrolment, Updates, Authentication and Locked Records
Quick Reply: An Aadhaar problem usually blocks something else — a bank account, a ration, a scheme payment. Fix the Aadhaar record first, then re-try the thing that failed.
Direct answer. Most Aadhaar questions are one of four: getting one, changing what it says, proving it works when authentication fails, or unblocking it when it has been locked or suspended. Updates are done at myaadhaar.uidai.gov.in or an Aadhaar Seva Kendra; which one you need depends on whether the change is demographic or biometric.

If a department has the record you need and will not hand it over, an RTI application is the route that forces the question. Start with the RTI application format, and if the reply does not come or does not answer, the first appeal is the next step.
