Status codes — what they really mean
- Application received — at NSDL/UTIITSL, awaiting verification.
- Documents under verification — KYC / signature / photo check, normal up to 3 working days.
- PAN allotted — number generated; printing pending.
- Dispatched — sent via Speed Post; track AWB.
- Delivered — confirmed by India Post.
- Returned — address mismatch or recipient unavailable; contact NSDL/UTIITSL for re-dispatch.
- Rejected — usually KYC failure; reason in email/SMS; re-apply.
- Pending PAN allocation — internal IT Department processing; >7 days = red flag.
Why PAN applications get delayed
- Aadhaar mismatch — name, date of birth or gender differing between Aadhaar and the application (the single most common cause).
- Name mismatch between Aadhaar and the PAN application.
- Document verification pending — unclear scans, signature or photo issues.
- Address proof problems, or an address that postal verification cannot match.
- Biometric / Aadhaar OTP authentication still pending.
- High volume during tax season (roughly March to July).

Where the RTI goes — and where it does not
Protean eGov Technologies (formerly NSDL e-Governance) and UTIITSL are private intermediaries appointed by CBDT to process PAN applications; they are not public authorities under the RTI Act. An “RTI” addressed to their offices has no legal recipient and will simply die in transit. For PAN, the public authority is the Income Tax Department: file with the CPIO, Office of the Director General of Income Tax (Systems) online at rtionline.gov.in, or by post. Use the two letters below only as parallel grievances to the intermediaries — that is the channel in which they are actually answerable, through their grievance cells and through CBDT.
Grievance letter — to Protean (NSDL)
For PAN applications via NSDL (Protean eGov), send in parallel with the RTI above:

Grievance letter — to UTIITSL
To: The PAN Grievance Cell, UTI Infrastructure Technology and Services Ltd (UTIITSL), Plot No. 3, Sector 11, CBD Belapur, Navi Mumbai 400614. Subject: Grievance — UTIITSL PAN coupon [NUMBER] processing status [Same structure as the Protean (NSDL) letter above; substitute "UTIITSL" for "NSDL" and the coupon number for the acknowledgement number.]
Common scenarios + remedies
👉 PAN allotted but not received in 30 days
Cause: Speed Post delivery failure or address mismatch. Remedy: Track the AWB on India Post; if shown “delivered” but not received, file a complaint at India Post and a grievance with NSDL/UTIITSL for re-dispatch. If the dispatch record itself is in doubt, seek it from the IT Department CPIO by RTI.
👉 "Pending PAN allocation" for over 10 days
Cause: IT Department internal queue; or KYC mismatch flag. Remedy: RTI to CPIO, DGIT (Systems) — template above. Quote the Citizen Charter standard.
👉 PAN correction not reflecting on Aadhaar / bank
Cause: Backend sync delay between IT Department and UIDAI / banks. Remedy: Wait 7 days; if still mismatched, file rectification request on e-filing portal + RTI to DIT (Systems).
👉 e-PAN OTP not received
Cause: Aadhaar mobile not updated or OTP service down. Remedy: Update mobile at Aadhaar Seva Kendra. If service is genuinely down, raise grievance at e-filing portal; if no resolution in 7 days, RTI.
👉 PAN linked to wrong Aadhaar
Cause: Data-entry error during application. Remedy: File rectification at e-filing portal → “Link Aadhaar” → de-link request. RTI to CPIO if not actioned in 30 days.
👉 Dual PAN issued
Cause: Multiple applications with slight name variation. Remedy: Surrender one PAN immediately by filing Form 49A → “Cancellation”. Wilfully holding two PANs attracts a ₹10,000 penalty (the provision formerly numbered §272B of the Income-tax Act, 1961). Follow up with an RTI to the IT Department CPIO to confirm the cancellation status.
A typical pattern (illustrative, not a reported case): an applicant whose PAN was stuck for about 45 days filed an RTI with the Income Tax Department CPIO; the reply surfaced an Aadhaar name mismatch; after correcting Aadhaar, the PAN was allotted within a week. Most delay RTIs work exactly this way — they surface the hidden hold reason, and the fix follows within days.
Case law to cite
Cite sparingly, and only what you have checked yourself. Two safe anchors:
- Reserve Bank of India v. Jayantilal N. Mistry (Supreme Court of India, 16 December 2015) — the Court rejected the Reserve Bank's attempt to withhold information about the banks it regulates by claiming a “fiduciary relationship” under §8(1)(e). - Citizen Charter standards — the NSDL/UTIITSL turnaround commitments are service benchmarks, not statutes. Quote them in grievances and in first/second appeals as the standard CBDT expects its intermediaries to keep; they carry persuasive, not binding, force.
Do not pad your appeal with judgments you cannot trace — several “PAN delay” citations circulating online cannot be found in any reported database, and a fabricated citation weakens an otherwise strong appeal. If you want a precedent on point, search CIC decisions (cic.gov.in) for “PAN allotment delay” and quote the decision number, or simply rely on the RTI Act's own §7(1) timeline and the §19(8)(b) compensation power.

Can I sue for damages from PAN delay?
There is no guaranteed damages route. What genuinely works: in a second appeal, the CIC can direct compensation under §19(8)(b) of the RTI Act where non-supply of information caused demonstrable loss; separately, you may consider a consumer complaint for deficiency of service against the intermediary. In practice most PAN-delay RTIs end with the application moving, not with compensation — set expectations accordingly.
