What UMANG is

UMANG is short for Unified Mobile Application for New-age Governance. It is a single mobile app that aggregates services from central ministries, state departments, and public-sector undertakings. Built by the Ministry of Electronics and Information Technology (MeitY) through the National e-Governance Division (NeGD), it launched in November 2017. By the 2026 update count it carries 2,000-plus services and 1,800-plus forms. Every service appears with the official department name, the original portal link, and Aadhaar-grade authentication.

Why MeitY built one app instead of fifty

Before UMANG, every ministry pushed its own app. EPFO had Umang-EPF and m-Sewa. Income Tax had its own app. The Passport Office had Passport Seva. The result was a citizen carrying twelve government apps, each with a separate login, each storing the same Aadhaar number.

MeitY's brief was simple. One app. One login. One privacy footprint. UMANG sits on top of the existing portals through APIs. The PF balance you see in UMANG comes from EPFO's own database in real time. The PAN status comes from the Income Tax department. UMANG does not store the data - it relays the request and shows the reply. That design is documented in the Digital India programme architecture and in MeitY's annual reports.

The second reason was reach. UMANG is built to work on low-end Android phones, in 13 Indian languages, on weak networks. The Play Store install size is under 30 MB. There is also a web version at web.umang.gov.in for desktop users and screen-reader users.

How to install and log in

Step 1. Install UMANG

  1. Android: open the Play Store, search UMANG, install the app whose developer is listed as National eGovernance Division. Reject any clone.
  2. iOS: open the App Store, search UMANG, install the one published by Negd.
  3. KaiOS / Jio phones: a slim version is available in the JioStore.
  4. Web: visit web.umang.gov.in for the desktop view.

Step 2. Register with your mobile number

Open the app. Pick your preferred language - 13 are supported: English, Hindi, Assamese, Bengali, Gujarati, Kannada, Malayalam, Marathi, Odia, Punjabi, Tamil, Telugu, and Urdu. You can switch later from Settings → Language.

Enter your Aadhaar-linked mobile number. UMANG sends an OTP. Enter the OTP. Set a 4-digit MPIN for future logins. The MPIN replaces a password and works offline at the app level.

Step 3. Authenticate via Aadhaar OTP

For any service that needs identity verification (PF withdrawal, e-District certificate, passport seva), UMANG triggers an Aadhaar OTP at the moment you use the service. UIDAI sends the OTP to the mobile linked to your Aadhaar. UMANG does not store your Aadhaar number after the OTP; it only stores a one-way token. This is required by the Aadhaar (Authentication) Regulations, 2016 and is auditable through the myAadhaar portal.

Step 4. Bookmark your top services

Tap the heart icon on a service tile to add it to My Services. The app remembers up to 50 favourites. This is the single best time-saver - it cuts your daily flow from “open app, search, scroll” to “open app, tap tile”.

Not every state has wired in every e-District service. Delhi, Maharashtra, Karnataka, Kerala, Tamil Nadu, Andhra Pradesh, Telangana, Gujarat, and Punjab have wide coverage. Bihar, Jharkhand, and the north-east have partial coverage. The catalogue tells you, on the service tile itself, whether your state is supported.

Top services people actually use

Below are the most-used UMANG services in the 2026 NeGD dashboard, with a one-paragraph walkthrough each. Where a service needs an OTP, the OTP is to your Aadhaar-linked mobile, not your UMANG-registered mobile (unless they are the same).

1. EPFO PF balance

Open the EPF tile. Enter your UAN (Universal Account Number) and tap Get OTP. Enter the OTP. The screen shows your current balance, last contribution month, and employer name. You can also download the e-passbook as PDF.

2. EPFO claim status

EPF tile → Claim Status. Enter UAN and member ID. Shows whether your withdrawal claim is Initiated, Under Process, Approved, Rejected, or Settled. If rejected, the rejection reason is shown verbatim - take a screenshot before exiting.

3. EPFO raise grievance (EPFIGMS)

EPF tile → Raise Grievance. Pick the grievance type (PF transfer, withdrawal delay, KYC mismatch, pension claim). UMANG opens the EPFIGMS form pre-filled with your UAN. SLA: 30 days.

4. EPFO KYC update

EPF tile → Update KYC. You can update PAN, bank account, and Aadhaar via the employer-approval workflow.

5. NPS contribution (PFRDA)

Pension tile → NPS Contribution. Login with PRAN and date of birth. View Tier 1 and Tier 2 balances, transaction statement, and current scheme allocation. Contributions can be made via net banking from the same screen.

6. Jeevan Pramaan - digital life certificate

Pension tile → Jeevan Pramaan. Needs a fingerprint or iris scanner (most modern Android phones lack the required hardware). Most pensioners use the desktop kiosk or visit the post office for this. UMANG just shows status.

7. PAN status (NSDL / UTI)

Identity tile → PAN. Enter your 15-digit acknowledgement number. Shows the status: Under Processing, Dispatched, Delivered, or Objection Raised. If “Objection Raised”, read the SMS - usually a photo mismatch or signature issue.

8. Aadhaar update history

Identity tile → Aadhaar Services → Update History. Shows the last 10 changes made to your Aadhaar (name, DOB, address, photo, mobile). Useful if you suspect identity misuse - any update you do not recognise is a red flag.

9. Aadhaar download (e-Aadhaar)

Identity tile → Aadhaar Services → Download Aadhaar. Enter Aadhaar number or VID, request OTP, enter, download the PDF. The PDF is password-protected: password is the first 4 letters of your name in capitals plus your year of birth (example: KUSH1985).

10. Passport status (Passport Seva)

Citizen services tile → Passport Seva → Application Status. Enter your file number and date of birth. Shows: Application Submitted, Police Verification Initiated, Granted, Despatched, Delivered. A “Pending PV” status for over 21 days is the cue to file an RTI to the regional passport office.

11. Passport Seva appointment

Same tile → Schedule Appointment. Pick city, PSK, date, slot. The slot opens at 6.00 PM IST every working day. UMANG does not improve the queue - it just gives you a faster booking screen than the desktop site.

12. DigiLocker open

Documents tile → DigiLocker. Logs you in to your DigiLocker account using the same Aadhaar identity. Issued documents (Aadhaar, PAN, driving licence, RC, mark sheets, COVID certificate) are listed under Issued. Uploaded scans live under Uploaded.

13. DigiLocker share

Inside the DigiLocker tile, open any document and tap Share → Generate Link. The link is valid for the duration you pick (1 day to 90 days). Hospitals, banks, and colleges that ask “send me a copy” can be answered with this link instead of WhatsApp-ing scans.

14. Driving Licence status (Sarathi)

Transport tile → Sarathi. Enter application number, date of birth, state. Shows: Pending, Test Booked, Issued, Despatched. For renewal you can also pay the fee directly through the same tile.

15. Vehicle RC details (Vahan)

Transport tile → Vahan. Enter the registration number. Shows owner name (masked), maker, model, fuel type, registration date, insurance validity, PUC validity, and challans pending. The challan tab links into mParivahan for payment.

16. Challan payment

Transport tile → e-Challan. Enter vehicle number or challan number. Shows pending challans across all states. You can pay through net banking or UPI. The receipt is saved under My Documents in DigiLocker.

17. IRCTC train search and PNR

Travel tile → IRCTC. Search trains, check PNR, view live running status. Booking links into IRCTC's own app for payment - UMANG does not handle the booking itself end-to-end, only the lookup.

18. Gas booking (HP, IOC, BPCL)

Utilities tile → Gas Booking. Pick your distributor, enter consumer number, place refill order. Tracks delivery status. Subsidy line items are visible under Subsidy History.

19. Electricity bill payment

Utilities tile → Electricity. Pick the discom (state-specific - BSES, MSEDCL, BESCOM, KSEB, etc.). Enter consumer number. Pay via UPI or net banking. The receipt goes to DigiLocker if you opt in.

20. Water bill payment

Utilities tile → Water Utility. Limited state list (Delhi DJB, Bengaluru BWSSB, Hyderabad HMWSSB, Pune PMC, a few more). For states outside the list, use your municipal portal directly.

21. National Scholarship Portal (NSP)

Education tile → NSP. Apply for and track central scholarships. Shows the verification stage at school, district, and state level. Stuck at “Pending at Institute” for 60+ days is the cue to file an RTI to the school plus the NSP nodal officer.

22. PM Kisan beneficiary status

Agriculture tile → PM Kisan → Beneficiary Status. Enter Aadhaar or bank account or registration number. Shows the last 14 instalments and the rejection reason for any missed instalment.

23. Soil Health Card

Agriculture tile → Soil Health Card. Look up the card for your land survey number. Shows pH, organic carbon, nitrogen, phosphorus, potassium, and recommended fertiliser doses.

24. eNAM mandi rates

Agriculture tile → eNAM. Live wholesale prices across 1,300+ mandis. Pick crop and state. Useful before deciding which mandi to send your produce to.

25. Voter card status (NVSP)

Civic tile → Voter Card. Enter EPIC number or reference number. Shows whether your card is issued, dispatched, or pending verification. From the same tile you can request a duplicate or update your address.

26. CoWIN certificate

Health tile → CoWIN. Enter beneficiary reference ID or mobile + OTP. Download your vaccination certificate. The certificate auto-syncs to DigiLocker.

27. eSanjeevani teleconsultation

Health tile → eSanjeevani OPD. Free government teleconsultation. Pick state, department, and doctor. Queue is shortest before 11 AM. Prescription is delivered through the app and is valid at any Jan Aushadhi store.

28. CPGRAMS - central grievance

Grievance tile → CPGRAMS. The same form as pgportal.gov.in, but pre-filled with your name and mobile. Use this to escalate any failed service - including UMANG itself when an API is down. The 21-day SLA is binding under the CPGRAMS reform of 2022.

UMANG vs DigiLocker - what is different, what is shared

People confuse UMANG and DigiLocker because both are NeGD products and both touch the same Aadhaar identity. They do different jobs.

In practice, you use DigiLocker to hold your driving licence, PAN, mark sheet, and RC. You use UMANG to act on services - pay a bill, check a status, book an appointment. They link together: a status change in UMANG often deposits a fresh document into your DigiLocker automatically.

Filing a grievance through UMANG

UMANG carries two grievance channels: the in-app ticket (for UMANG itself - a tile that is broken, a feature missing) and the CPGRAMS bridge (for the underlying department - EPFO, NSP, EPFO, Income Tax, etc.).

Grievance about UMANG itself

  1. Open Settings → Help → Send Feedback.
  2. Pick category: App crash, Tile not loading, OTP failure, Wrong data, Other.
  3. Attach a screenshot.
  4. You get a ticket number on screen and on email.
  5. SLA: 7 working days, governed by the NeGD support contract. Escalation: write to support-umang [at] gov.in with the ticket number.

Grievance about the underlying department - via CPGRAMS

  1. Open the service tile that failed.
  2. Tap the three-dot menu → Raise CPGRAMS Grievance.
  3. The CPGRAMS form opens pre-filled with the department mapping (so it cannot be routed to the wrong ministry, the most common reason CPGRAMS complaints get closed without action).
  4. Write a 200-word complaint with dates and reference numbers.
  5. Submit. You get a registration number beginning with the department code.
  6. SLA: 21 days, under the 2022 CPGRAMS reform.
  7. If unsatisfactory, file an appeal within 30 days through the same screen.

This is the Sevottam service-quality framework in practice. Sevottam is the Department of Administrative Reforms and Public Grievances framework that obliges every ministry to publish a Citizen's Charter, a grievance officer, and an SLA. The UMANG CPGRAMS bridge maps each tile to the correct nodal officer so you do not have to look it up.

If neither route works, fall back to RTI. Under RTI Act 2005 §6(1) you can ask any public authority - including MeitY, NeGD, and the department that owns the service - for the file noting on your grievance, the SLA on that service, and the reason for the failure. Common authentication issues and fixes

Aadhaar OTP not received

  1. Check your mobile is linked to Aadhaar. Dial \*99\*99\*1# (USSD) - it tells you whether your mobile is Aadhaar-linked. If not, visit any Aadhaar Seva Kendra with original Aadhaar and the new mobile.
  2. Check signal. UIDAI OTPs are sent over normal SMS, not data. Switch to 4G or Wi-Fi for the app, but you need cellular reception for the SMS.
  3. Wait 90 seconds. The OTP sometimes lags. Do not request three OTPs in a row - UIDAI throttles after 3 requests in 10 minutes.
  4. Check DND. Some carriers block transactional SMS for users on the strictest DND tier. Lower your DND to “promotional only” for the duration of the registration.

MPIN forgotten

  1. On the login screen tap Forgot MPIN.
  2. You get an OTP on the registered mobile (not Aadhaar-linked - the UMANG mobile).
  3. Set a fresh MPIN.

Mobile number changed

  1. First update the mobile in Aadhaar (Aadhaar Seva Kendra, mandatory biometric).
  2. Then in UMANG, go to Profile → Update Mobile, enter the new number, verify with OTP.
  3. Skipping the Aadhaar step is the single biggest cause of UMANG login failure. UIDAI sends every authentication OTP to the Aadhaar-linked mobile - if that is stale, no service works.

Service tile says "Service Unavailable"

This means the underlying department's API is down, not UMANG. Check the department's own status page. The fallback is to visit the department's website directly (every UMANG tile carries an About card with the source URL).

Account locked

UMANG locks after 5 wrong MPINs. Wait 30 minutes or log in fresh with OTP. If the lock persists, raise a feedback ticket; the back-end unlock takes 24 hours.

Privacy - what UMANG sees, what it does not

UMANG's privacy posture is set by three documents.

  1. The Digital Personal Data Protection Act, 2023 (DPDP) - the new umbrella law on personal data in India.
  2. The Aadhaar Act, 2016 and the Aadhaar (Authentication) Regulations, 2016 - for any Aadhaar-OTP service.
  3. The Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021 - for the platform's responsibility as an intermediary.

In plain terms.

  • UMANG sees your mobile number, your MPIN, the list of services you tap, and the timestamp of each tap. This is on its own servers.
  • UMANG sees an Aadhaar token, not your Aadhaar number, after the first authentication. UIDAI returns a one-way reference that lets UMANG re-authenticate without storing the 12-digit number.
  • UMANG relays your request to the department. The department - EPFO, Income Tax, NSP - sees the data they were going to see anyway. UMANG is in between, but the data is end-to-end between you and the department.
  • UMANG does not sell, share, or expose your data to third parties under the published privacy policy. There is no advertising on the app. There is no third-party tracker in the official builds (this has been verified by independent app-permission audits cited in MeitY's response to Parliament questions).

How to revoke

  1. To delete your UMANG account: Profile → Delete Account. You get an OTP, you confirm, your UMANG record is purged in 30 days.
  2. This does not delete your data at EPFO, PAN, Aadhaar, etc. Those are upstream. To delete data at a department, you have to use that department's own erasure route (often non-existent for statutory records).
  3. To revoke Aadhaar authentication consent: log in to myAadhaar → Authentication History at myaadhaar.uidai.gov.in and lock biometrics. UMANG will then fall back to OTP-only mode.

If you suspect misuse, file an RTI to UIDAI asking for the authentication log of your Aadhaar for the last 6 months. Under the Aadhaar (Authentication) Regulations 2016, UIDAI keeps a 6-month log of every authentication. You are entitled to a copy.

Where UMANG falls short

UMANG is a real product with real gaps. The honest list, 2026.

  • State-service coverage is uneven. Delhi, Maharashtra, Karnataka, Kerala, Tamil Nadu, AP, Telangana, Gujarat, and Punjab have wide e-District coverage. Bihar, Jharkhand, Odisha, MP, Rajasthan have partial coverage. The north-east (other than Assam) is sparse.
  • Rate limits on Aadhaar OTP. UIDAI allows roughly 3 OTPs in 10 minutes. If two family members try at the same time on the same mobile-Aadhaar link, the second one fails until the window resets.
  • Department API downtime breaks UMANG tiles. When EPFO's portal is under maintenance (typically Saturdays 10 PM to Sunday 6 AM), the EPF tile is dead even though UMANG itself is fine.
  • No web parity for every service. The web version at web.umang.gov.in lags the mobile app by 6 to 9 months for new services. If a tile is missing on the web, install the mobile app.
  • No accessibility audit published. Screen-reader support exists but is partial. Some tiles open a webview that is not fully VoiceOver-compatible.
  • No notification when a status changes. You have to open the tile and re-check. Push notifications cover only payments and refunds; not application progress.
  • Bugs on old Android. Android 7 and below are not formally supported. Some tiles render incorrectly. Update your OS if you can.

When UMANG is the wrong tool

  • Filing a fresh RTI. UMANG carries the status of an RTI you filed elsewhere, but not the filing form. For the actual RTI, use rtionline.gov.in (central) or your state RTI portal. See state RTI portals directory for state portals.
  • Litigation or court matters. UMANG does not file court papers. Use eCourts for that.
  • Bank complaints. Use cms.rbi.org.in under RB-IOS 2021, not UMANG.

Real-life example

Scenario. A retired postal worker in Cuttack, Odisha, had not received his EPS pension for two months in early 2026. He had no laptop and limited Odia computer literacy. His grandson installed UMANG on his Android phone, switched the language to Odia, and registered with the pensioner's Aadhaar-linked mobile.

Step 1. Open EPF tile → Pension Passbook. The screen showed contributions till December, then a gap.

Step 2. Same tile → Raise Grievance via EPFIGMS. He picked Pension - Non-credit, attached a photo of the bank passbook showing no credit, and submitted. Reference number generated.

Step 3. 11 days later, an EPFO field officer called. The pension had been held because the Jeevan Pramaan life certificate had expired. The officer asked him to issue a fresh one at the nearest post office (the phone could not do the biometric).

Step 4. Post office issued the fresh Jeevan Pramaan. UMANG showed Pension - Restored within 6 days.

Net result. Two months of arrears credited in one bank cycle. Zero rupees spent. Zero trips to the regional EPFO office. The grandson stays in another state and ran the whole thing remotely through screen-share.

Common mistakes to avoid

  • Registering with a non-Aadhaar-linked number. You can still install the app, but every Aadhaar-OTP service will fail. Fix the Aadhaar link first.
  • Confusing UMANG with EPFO Member Passbook. They are different apps. UMANG carries EPFO as one tile of 2,000+.
  • Reading “tile present” as “service active in my state”. Some tiles are present nationally but data only flows in some states.
  • Believing third-party UMANG clones. Only National eGovernance Division is the real publisher. Uninstall the rest.
  • Ignoring the in-app “Citizen's Charter” link. It tells you the SLA and the grievance officer - your two biggest weapons.

  • 5-10 min. Register with your Aadhaar-linked mobile. Set a 4-digit MPIN you will remember.

Is UMANG safe to install for an elderly parent who does not understand apps?
