What PM Surya Ghar is
PM Surya Ghar: Muft Bijli Yojana is a central scheme launched on 13 February 2024 by Prime Minister Narendra Modi. It gives homes a subsidy to install rooftop solar panels and aims to cover 1 crore households, with the scheme period ending on 31 March 2027. It is run by the Ministry of New and Renewable Energy. The subsidy, called Central Financial Assistance (CFA), is paid to your bank account after your system is installed, inspected and approved through the national portal. The aim is free or low-cost electricity of up to 300 units a month from the household's own panels.
One reason a subsidy gets held is a name mismatch. The name on your bank account must exactly match the consumer name on your electricity bill. Related subsidy-status guides that follow the same RTI approach include PM-Kisan status check, LPG subsidy status, and PMAY subsidy status check.
Scheme and legal position
The scheme is administered by the Ministry of New and Renewable Energy (MNRE). You apply and track everything on the national portal pmsuryaghar.gov.in, which REC Limited runs as the national implementing agency. Your local DISCOM (electricity distribution company) handles feasibility, the inspection and the metering agreement. For broader context on government transparency mechanisms, see our guide on Digital India governance schemes.
Eligibility. You must be a residential consumer with a valid electricity connection and consumer number. The bank account for the subsidy must be in exactly the same name as the electricity bill. The system must be installed by a vendor registered on the national portal and use made-in-India panels that meet the Domestic Content Requirement. Self-installed systems and systems from unregistered vendors are not eligible for the subsidy. Housing societies and RWAs can apply for common facilities.
Subsidy slabs (Central Financial Assistance). Per the MNRE guidelines dated 7 June 2024:
- First 2 kW: Rs. 30,000 per kW.
- Additional capacity from 2 kW to 3 kW: Rs. 18,000 per kW.
- Systems larger than 3 kW: total subsidy capped at Rs. 78,000.
- Special category states and UTs (Uttarakhand, Himachal Pradesh, J and K, Ladakh, the North East including Sikkim, Andaman and Nicobar, Lakshadweep): 10% higher, capped at Rs. 85,800.
The RTI angle. Feasibility, inspection and metering records sit with your DISCOM. The subsidy redemption and release sit on the national portal, which REC Limited runs for MNRE. So if the DISCOM stage is stuck, a government-owned DISCOM is the right public authority to ask under the RTI Act 2005. If the subsidy stage is stuck after DISCOM approval, ask MNRE. Section 6(1) lets you file the request. Section 7(1) gives the Public Information Officer 30 days to reply. If there is no reply or a poor reply, Section 19(1) lets you file a first appeal. See our RTI first appeal guide.
How to check your PM Surya Ghar subsidy status by mobile number
A frequent question is how to track an application. Here is the step-by-step process to check status by mobile number:
- Open pmsuryaghar.gov.in and choose Login, then Consumer Login.
- Enter your registered mobile number and the captcha.
- Tick the box saying you have read the scheme guidelines and press Verify.
- Enter the OTP sent to your mobile by SMS.
- Open your application. It shows your current stage, from feasibility through to subsidy.
- Note any remark on a returned or held application, and take a dated screenshot.
- If a stage is stuck, use the Grievance option on the portal to raise a complaint.
You can also call the official helpline 15555 for help with your application. For DISCOM-specific electricity complaints, see our guides on electricity complaint RTI and electricity connection delay CGRF.
Pro tip: If the portal cannot fetch your details, check the consumer number against your latest electricity bill and confirm you are using the mobile number you registered with.
PM Surya Ghar application status tracking - what each stage means
Once you submit your application on the portal, it moves through several stages. Understanding each stage helps you know what to expect and when to act:
| Status stage | What it means | What to do |
|---|---|---|
| Application submitted | Your form has reached the portal. | Wait for the DISCOM feasibility result. |
| Feasibility approved | The DISCOM has cleared your connection for rooftop solar. | Pick a registered vendor, agree terms and upload the work agreement. |
| Work start | The vendor is installing. | Enter your bank details before the installation data is submitted. |
| Installation details | The vendor has uploaded photos and DCR details and sent them to you. | Check them, then submit to the DISCOM or send back. |
| Inspection | The DISCOM inspects the system and signs the metering agreement. | Follow up with the DISCOM if it does not happen. |
| Commissioning | The DISCOM has certified your rooftop system. | Redeem the subsidy in your login. |
| Subsidy disbursal | Your subsidy is being processed. | It is processed within 15 days of DISCOM approval. |
Common errors and fixes. A blurred or unclear cancelled cheque can hold up bank validation, so upload a clear copy. If your name does not match between the bank account and the electricity bill, the subsidy is not processed, so correct the name with your DISCOM or bank. Since 3 September 2026, applications with a confidence score below 70% cannot be redeemed directly: download the undertaking, sign it, and upload it with a Government ID such as Aadhaar or Voter ID.
Worked example. A family's 3 kW installation is inspected and approved, but the subsidy does not move. The bank account is in one spouse's name while the electricity bill is in the other's. Under the portal rule, the subsidy is not processed until the two names match. The family updates the name on the bank account side to match the bill, then redeems the subsidy. If a stage stays stuck even after the fix, the grievance and RTI routes below apply.
PM Surya Ghar subsidy calculation and disbursement
The subsidy calculation under PM Surya Ghar is straightforward once you know the slabs. The Central Financial Assistance (CFA) amount depends on your system capacity:
| System capacity | CFA calculation | Total subsidy |
|---|---|---|
| 1 kW | Rs. 30,000 × 1 kW | Rs. 30,000 |
| 2 kW | Rs. 30,000 × 2 kW | Rs. 60,000 |
| 3 kW | Rs. 30,000 × 2 kW + Rs. 18,000 × 1 kW | Rs. 78,000 |
| Above 3 kW | Capped at maximum | Rs. 78,000 |
The CFA is paid by Direct Benefit Transfer (DBT) to your registered bank account, or to your loan account if you took the scheme loan and redeem on or after 14 August 2026. Some states add their own subsidy. Delhi's notified rate is Rs. 10,000 per kW up to Rs. 30,000, paid by DBT using your portal data; see the Delhi Solar Portal. A September 2026 notice on that portal announces Rs. 78,000, with free installation for homes using less than 400 units a month; read what is confirmed so far. Uttar Pradesh adds Rs. 15,000 per kW up to 2 kW, which UPNEDA releases after the central subsidy. The central subsidy is processed within 15 days of DISCOM approval.
PM Surya Ghar rooftop solar installation guide
Installing rooftop solar under PM Surya Ghar involves a structured process. Here is the full installation guide from registration to commissioning:
- Step 1: Register on the portal. Go to pmsuryaghar.gov.in, verify your mobile number with an OTP, then apply with your state, district, DISCOM and consumer number.
- Step 2: Feasibility check. Your DISCOM clears technical feasibility. For systems up to 10 kW, the guidelines treat it as deemed approved once your state has put that rule in place.
- Step 3: Choose a registered vendor. Select a vendor from the national portal's list for your DISCOM. An unregistered vendor means no subsidy. Read our guide on how to identify fake PM scheme scams to protect yourself.
- Step 4: Vendor agreement and installation. Agree terms, upload the work agreement, and enter your bank details before installation is submitted. The vendor installs the panels and wiring.
- Step 5: Installation details. The vendor uploads geo-tagged photos and DCR certificate details and sends them to you. You check them and submit them to the DISCOM.
- Step 6: Net meter. The net meter is provided by the DISCOM, or you can buy one from enlisted meter vendors. It records both energy consumed and energy exported to the grid.
- Step 7: Inspection and commissioning. The DISCOM inspects the system, signs the metering agreement and certifies the installation.
- Step 8: Redeem the subsidy. Log in and redeem it. The CFA is processed within 15 days of DISCOM approval.
Important: Be wary of agents or middlemen who promise faster processing for a fee. The scheme guidelines set no application fee, and you apply only on the official portal. Before paying a vendor, check the vendor's bank details shown on the portal. Read our guide on fake electricity scams to stay safe.

PM Surya Ghar and the earlier rooftop solar programme
PM Surya Ghar is not the first central rooftop solar scheme. Here is how it relates to the earlier Grid-Connected Rooftop Solar Phase II programme, per the MNRE guidelines and their amendments:
| Feature | PM Surya Ghar | Earlier Phase II programme |
|---|---|---|
| Status | Running until 31 March 2027 | Subsumed into PM Surya Ghar |
| How it was run | National portal, any registered vendor at an agreed price | Tender mode and the national portal |
| Example subsidy for 1 kW | Rs. 30,000 | Rs. 14,588 in the guidelines' own example |
| Pending claims | Normal redemption on the portal | Installed, inspected or redeemed applications admissible if the claim is received by 30 November 2026 |
Phase II applications that were submitted but not installed on 1 April 2025 were deleted from the database, and those households can apply again under PM Surya Ghar. Related schemes that citizens often ask about include Saubhagya Yojana (rural electrification). The Ministry of Power oversees broader electricity sector reforms, while MNRE runs solar-specific initiatives. For DISCOM-level electricity disputes, see electricity ombudsman complaints.
State-wise PM Surya Ghar installation data

How to file RTI for PM Surya Ghar subsidy delay
If your application has been stuck at the DISCOM stage and the grievance system has not helped, filing an RTI with a government-owned DISCOM is a strong next step. The DISCOM holds your feasibility, inspection and metering records. If the hold-up is after DISCOM approval, the 2026 guide has a sample RTI to MNRE.
RTI filing steps:
- Identify the PIO. Your DISCOM has a designated Public Information Officer. Check the DISCOM's website or our state RTI portals directory.
- Draft the RTI application. Use the sample letter below. Ask specific questions about your application stage, the inspection date and the reason for delay.
- Pay the fee. The RTI fee is Rs. 10 for central public authorities, and state fees vary. BPL cardholders are exempt. See RTI fees by state.
- File online or offline. Use your state's online RTI portal where one exists, or post the application. For central public authorities such as MNRE, use rtionline.gov.in. See how to file RTI online.
- Wait 30 days. The PIO must reply within 30 days under Section 7(1) of the RTI Act.
- File a first appeal if needed. If there is no reply or an unsatisfactory reply, file a first appeal under Section 19(1) within 30 days. See how to file a first appeal.
For the general RTI filing process, see how to file an RTI application and RTI application format. For understanding what information you can get, see what information RTI can get.
