File RTI in Madhya Pradesh — 2026 guide

Madhya Pradesh accepts RTI at Central (rtionline.gov.in, Rs 10), State (MP RTI Online portal at rti.mp.gov.in for onboarded offices, or in person, Rs 10), and local-body (BMC, Indore MC, Jabalpur MC, etc., Rs 10) levels. Hindi is an accepted filing language under §6(1) of the RTI Act. MP also has the MP Lok Seva Guarantee Act, 2010, a distinct service-delivery-timeline law. The Madhya Pradesh State Information Commission sits at Suchna Bhavan, 35-B, Arera Hills, Bhopal 462011 and registers second appeals online. The statutory reply limit is 30 days, plus 5 more when the application travels through an Assistant Public Information Officer.

The MP RTI Online Portal at rti.mp.gov.in was inaugurated on 7 October 2021 and is built to take RTI applications and first appeals online, with payment through SBI internet banking or Master, Visa and RuPay cards. Treat its Onboarded Offices report as the test of coverage. The portal's own About paragraph, as published today, says filings are possible for Central Government public authorities and should not be made for other Central or State public authorities, which is narrower than the site's own presentation as the state RTI portal. So open the report, look for your department, and if it is not listed there, file on paper at the office. Paper filing is valid everywhere, whatever the portal covers, at the Rs 10 fee the table shows.

For central government offices in MP the route is rtionline.gov.in, which charges Rs 10 online. On 12 September 2026 that portal's home page was displaying a maintenance notice, so if it is down when you read this, a postal application to the Central Public Information Officer with a Rs 10 Indian Postal Order or demand draft still works.

The further charges are set by the Madhya Pradesh Right to Information (Fees and Appeal) Rules 2005. Photocopies cost Rs 2 per page on A-3 or A-4 paper, paid in cash with a receipt or by non-judicial stamp. Inspecting a record yourself costs Rs 50 for the first hour or part of it, then Rs 25 for every further fifteen minutes. An applicant below the poverty line pays nothing, and where the information sought is not directly related to that applicant it is still supplied free up to fifty A-4 pages, and beyond that you are asked to inspect the file and narrow the request. Keep the cash receipt or stamped copy of anything you pay, because the appeal stage will ask for it.

• Hindi filing: section 6(1) of the RTI Act lets you apply in English or Hindi or in the official language of the area, so a Hindi application is valid at every MP office.
• MP Lok Seva Guarantee Act, 2010: a separate law guaranteeing delivery of notified public services within fixed days. District Morena's official page, dated 2010, listed 52 notified services at the scheme's launch, including caste, birth, marriage and domicile certificates, and sets a fine of Rs 250 per day on the delinquent officer, capped at Rs 5,000, with compensation payable to the applicant. It runs as a parallel track, not an RTI substitute. RTI asks for records, this Act guarantees a service.
• Plain paper is enough: the MP fee and appeal rules carry a State Government circular note of 6 February 2006 saying the printed form is only a specimen, and an application on plain paper with your name, address and the information sought is valid.
• Land records: before filing, ask the tehsil office whether the khasra or mutation record you want is already published under the proactive disclosure duties of section 4(1)(b). If it is, you save the Rs 10 and the 30-day wait.
• Panchayat and municipal bodies: gram panchayats and municipal corporations are public authorities in their own right, so address the panchayat sachiv or the corporation RTI cell directly rather than routing through the district collectorate.

Template 1 — Revenue / Bhu-Abhilekh

Kindly provide the following information under the RTI Act, 2005:

1. Copy of the Khasra/B1/P1 for Khasra No. [KS No.], Village [village],
   Tehsil [tehsil], District [district].
2. Copies of all namantaran / mutation entries from [start] to [end].
3. Current khasra status including any encumbrance notings.
4. Copy of the Tehsildar's order if any.

Template 2 — BMC property-tax / building-plan

Kindly provide the following information under the RTI Act, 2005:

1. Copy of the property-tax assessment for PID [PID No.], Ward [ward]
   for the years [range] — Bhopal Municipal Corporation.
2. If building plan was sanctioned for this property, copy of the
   sanction file including notings and objections.
3. Current tax dues and payment history.
4. Copies of notices served.

Template 3 — Scheme beneficiary (PM-KISAN / Ayushman / PMAY in MP)

Kindly provide the following information under the RTI Act, 2005:

1. Beneficiary list for [PM-KISAN / Ayushman / PMAY-G] in
   [Panchayat or ward], [Tehsil], [District] for the period [period].
2. Number of approved / rejected applications.
3. Installments disbursed with dates.
4. Copy of any exclusion order if the applicant was rejected.

1. First Appeal to the FAA within 30 days, with a fee of Rs 50 under the MP Right to Information (Fees and Appeal) Rules 2005.
2. Second Appeal to MP SIC, Suchna Bhavan, Bhopal, within 90 days, with a fee of Rs 100, filed online on the Commission site or in cash or non-judicial stamp.
3. The first appeal must be decided within 30 days, extendable to 45 in total, and the appeal order copy is free.
4. Applicants below the poverty line pay no fee for either appeal.
5. The MP rules give the State Information Commission itself 180 days to dispose of a second appeal, so a long pendency there is not automatically a failure.
6. If the time limit runs out with no reply, section 7(6) of the Act requires the information to be supplied free of charge when it does arrive. Claim it in the first appeal.

Q1: Can I file RTI in Hindi in MP? Yes. Section 6(1) of the RTI Act allows an application in English or Hindi or in the official language of the area.
