1. Online: File on the state RTI portal rti.mp.gov.in — it accepts RTI applications and first appeals online with a payment gateway (SBI internet banking, debit/credit cards). Use it for offices already onboarded on the portal.
2. By post: Address to the Public Information Officer of the concerned department. Send by Registered Post.
3. Walk-in: At the department's office during working hours. Get a dated receipt.
4. Pay the ₹10 fee with a non-judicial stamp, in cash against a receipt, or by Indian Postal Order (IPO) in favour of “Accounts Officer, [Department]” — or pay online when filing on the portal.
5. BPL applicants: No fee. Attach BPL/Antyodaya/AAY card.

If the Second Appeal hearing is delayed beyond reasonable time, file a writ petition under Article 226 to the High Court of Madhya Pradesh. The HC has supervisory jurisdiction over the SIC.
