Common rejection grounds + counters
"You are not on SECC-2011 list"
Counter: PMAY-G now uses Awaas+ App ground verification supplementing SECC-2011 under MoRD circular 2018. Demand verification under Awaas+ even if SECC excluded you. Anjali v. State of UP (Allahabad HC 2024) held SECC exclusion is not a final bar.
"You already own a pucca house (per Patwari record)"
Counter: Patwari record can be outdated. Demand: (a) date of the Patwari verification, (b) physical address verified, © photo on file. Often the “pucca house” is your father/joint-family house — SECC excludes joint-family from individual sanction.
"Income exceeds EWS/LIG limit"
Counter: EWS = up to ₹3 lakh/year, LIG = ₹3-6 lakh, MIG-I = ₹6-12 lakh. Provide income certificate from Tehsildar (free for PMAY purposes). Self-employment / informal income is income-as-declared, not documented.
"Application incomplete"
Counter: Demand: which document is missing, and on what date the deficiency notice was issued. Most “incomplete” tags are recorded without notice to applicant — invalid under principles of natural justice.
"Beneficiary not present at geo-tag visit"
Counter: No requirement that beneficiary be physically present — only that the dwelling be photographed with GPS metadata. Demand the date of attempted visit and re-visit schedule.
"Construction not progressing per milestones"
Counter: Demand: (a) which milestone has been missed, (b) inspection date, © photo evidence. Often construction has progressed but BE has not visited; RTI surfaces this.

What is the time limit for first installment after sanction?
90 days under PMAY-G Operational Guidelines. Beyond 90 days, file RTI for the reason and CPGRAMS grievance.
Can I get the beneficiary list of my GP / ward?
Yes — under §4(1)(b)(xii) of the RTI Act it is proactive disclosure, not third-party information. People's Watch v. UoI (Madras HC 2022) is on point.
My DBT failed — what do I do?

Is CLSS subsidy still available under PMAY-U?

I built the house but PMAY-MIS still shows "in progress" — does it matter?
Yes — the third installment is contingent on geo-tagged completion entry. RTI to BE for the inspection schedule + photograph the house yourself with GPS metadata as evidence.
Can PMAY-G be transferred to a daughter-in-law if family member dies?
Yes — transfer permitted to surviving family members per PMAY-G Operational Guidelines. RTI to BPO for the transfer process and forms.
If installment goes to wrong account, who is liable?
