Andhra Pradesh Meebhoomi — land records and the RTI route

Meebhoomi is the Revenue Department's public face of the digitised village records. Knowing what each document actually is saves a wasted trip: Adangal is the village cultivation and ownership register (Form 1); 1-B is the record-of-rights extract that shows pattadars and extent; the FMB sketches the survey-number boundaries; the village map gives the wider picture. For anything that must persuade a court, a bank or a sub-registrar, ask the MRO's office for a certified copy — the portal printout shows the record, the certificate proves it.

1. Collect the keys first: district, mandal, village — and survey number or khata number, or the pattadar's name
2. Choose the record: Adangal for cultivation and crop; 1-B for ownership extent; FMB for the sketch of the survey number
3. Check the passbook details against the physical record before any transaction
4. Mutation is a separate act: the portal shows the record as it stands; changing it after a sale, inheritance or partition runs through the Tahsildar's mutation process
5. Certified copy for court, loan or registration use from the MRO's office

• Wrong entries in Adangal or 1-B — apply for correction at the MRO / Tahsildar's office with your title documents; keep the acknowledgment
• Mutation pending — the usual stall; the file sits between the VRO, the Tahsildar and the MRO
• Old records before digitisation — the village manual records and the sub-registrar's indexes still matter; ask for them at the office, not the portal
• Post-2014 records — some pre-reorganisation records sit with Telangana's Dharani or registration systems; identify the custodian before filing

Most stuck corrections and mutations clear within days of a numbered RTI arriving at the Tahsildar's office — ₹10, state route:

1. Status of my mutation application no. _____ dated _____ for survey no. _____, village _____.
2. The name and designation of the officer holding the file, and the stage of processing.
3. The reasons for the delay beyond the prescribed period.
4. Copies of notings on the file for the past 60 days.
5. The date by which the mutation will be effected and the updated 1-B issued.

Real example. Kashvi Pathak's inherited survey number near Guntur showed the pre-partition holder in 1-B eight months after the family's deed. One RTI to the Tahsildar — file status, holding officer, notings, date of effect — produced the mutation order in three weeks, with the updated 1-B extract following at the counter.
