Bihar Bhumi Portal — Khatiyan, Khesra and Mutation

Bihar Bhumi is the Revenue and Land Reforms Department's portal where any citizen can look up land records for all 38 districts of Bihar, free, without standing in a queue at the Circle Office. You can search by Khatiyan number, Khesra number or name, print the record, track a Dakhil Kharij mutation application, and — when the file stops moving — push it with a Right to Information application that costs ₹10.

• Khatiyan — the record of rights for a holding: plot numbers, area, tenure and the names recorded for it.
• Khesra — the plot number, the field-level identity of each parcel of land. In most of north India the same number is called khasra.
• Rent receipt — proof that land revenue for the year has been paid.
• Dakhil Kharij — the mutation entry that records a new owner after a sale, inheritance or partition. You can file and track the application online.
• Plot map — the shape and boundary of a Khesra plot, on the companion portal Bhunaksha.

1. Open biharbhumi.bihar.gov.in and pick the service for viewing your record. The department's RoR page on land.bihar.gov.in shows the same record of rights if the portal is busy.
2. Select your district, then your Anchal — the revenue circle — then your Mauza, the village.
3. Choose how to search: by Khatiyan number, by Khesra number, or by the recorded name.
4. The portal displays the record with plot numbers, area and recorded holders.
5. Print the page or save it as PDF. There is no charge.
6. For the plot map, open bhunaksha.bihar.gov.in, choose the same district, Anchal and Mauza, and enter the Khesra number.

Mutation is not a title transfer — it only updates who is recorded as paying revenue on the land. Sale deeds, inheritance and partition all need it. The Bihar Bhumi portal lets you file the application online and then watch its status; the deed's registration details themselves can be searched on bhumijankari.bihar.gov.in.

1. Log in to the portal and open the Dakhil Kharij section.
2. File the application with the deed or inheritance document details.
3. Note the application number the portal generates.
4. Check status with that number whenever you like — no office visit needed.
5. When the mutation is approved, the new Khatiyan appears after the department updates the record.

A printout from the portal is free and fine for everyday checking, but courts, banks and sub-registrars normally ask for a certified copy. In Bihar that copy comes from the office of the Circle Officer (Anchal Adhikari) for the Anchal where the land sits. Many certificate services are also available on the state's RTPS portal at serviceonline.bihar.gov.in, where each service shows its own expected timeline and you can file an appeal if it slips.

• Old owner still shown after a sale — the deed is registered but mutation has not caught up. Track the Dakhil Kharij; if there is no movement, file the RTI below.
• Mutation pending beyond the timeline shown on the portal — the Anchal office is sitting on the file. An RTI asking for the file movement usually breaks the jam.
• Name or area misspelled in the Khatiyan — apply for correction at the Circle Office with your deed and the survey record.
• Portal slow or down — the record still exists offline at the Anchal office; the portal is only a window on it.
• You suspect a fraudulent entry — collect the certified Khatiyan first, then complain to the Sub-Divisional Officer and the District Magistrate's grievance cell, and keep the RTI option for the file notings.

The Circle Office is a public authority under the Right to Information Act, 2005. An application costs ₹10 and must be answered in 30 days under Section 7(1). Silence for 30 days counts as refusal, and you can go to the first appeal under Section 19(1). Use these five questions — they work for mutation, correction and certified-copy delays alike:

1. Status of my application no. _____ dated _____ as on date.
2. Name and designation of the dealing officer assigned to my file.
3. Reasons for delay beyond the statutory timeline.
4. Copy of any noting or movement of my file in the past 30 days.
5. Likely date of resolution or decision.

Yes. Viewing, searching and printing Khatiyan and Khesra records on biharbhumi.bihar.gov.in is free. Only services that need an application, such as certified copies, carry official charges fixed by the department.

Khatiyan is the record of rights for a holding — it can cover several plots and lists the recorded holders. Khesra is the number of one specific plot. You can find a Khatiyan through a Khesra number and the other way round.

Open the Dakhil Kharij section on biharbhumi.bihar.gov.in and search with the application number you got when you filed. The portal shows each stage the application has crossed.

Yes. The record page shown by the portal can be printed or saved as PDF from your browser, free. For a stamp-signed version, ask the Circle Officer for a certified copy.

Courts and banks generally want a certified copy issued by the Circle Office. Keep the portal printout as your working copy and order the certified copy when a formal document is demanded.

Only biharbhumi.bihar.gov.in and other bihar.gov.in pages are official. Several lookalike sites appear in search results, and some charge money or ask for more details than needed. The genuine record is free — never pay a private site for it.

For village land records it is the Public Information Officer of the Anchal — the Circle Office for your mauza. Applications for the Sub-Division or district level go to the PIO of that office.
