How to file RTI in Andhra Pradesh — 2026

The Commission's address and phone above are the ones its own website publishes — a shift to Mangalagiri in Guntur district, near Vijayawada. Older listings that point to addresses in Vijayawada or Hyderabad predate the shift and will not reach the Commission.

1. Pick the PIO who holds the record. Secretariat departments sit in the Amaravati–Vijayawada region; district matters go to the district office, the Tahsildar, the SP's office or the local body. The wrong PIO means a Section 6(3) transfer and two more weeks
2. Pay ₹10 — Indian Postal Order or demand draft by post; cash against a stamped receipt at the counter; treasury challan where the office demands it
3. Write in Telugu or English — Telugu is the working language of most offices; English is accepted everywhere

5. Keep the proof — the IPO counterfoil, the dispatch receipt, the counter receipt

Central public authorities in AP — post offices, nationalised banks, income-tax, railways — are outside the state system: file those at rtionline.gov.in.

• Within 30 days of refusal, incomplete reply or silence: first appeal to the department's First Appellate Authority, named in every office's Section 4(1)(b) disclosure
• Within 90 days of the FAA's order or expiry: second appeal to the Andhra Pradesh Information Commission — the Commission's site publishes cause lists and decisions

• No live state portal. AP's online RTI portal has been down; treat postal filing as the primary route until the Commission announces otherwise on its site

• Post-2014 split: records before the AP reorganisation may sit with Telangana authorities; identify the custodian before filing, not after

Real example. Dr. Shrawan Kumar Pathak's pension file stalled between a Guntur treasury and a department. One postal RTI — movement of the file, the officer holding it, the pending compliance with the FAA order — brought both the pension order and an apology letter inside a month. The ₹10 IPO did what two years of reminders had not.

• Number every ask. A reply must answer each numbered item; a paragraph of grievances can be answered with a paragraph of nothing
• Name the record. “Copies of the mutation register entry for survey no. ___ for 2024-26” beats “details of my land issue”
• Ask for the file when the application stalls — “the movement of my application with notings” converts an unanswerable delay into a list of dates and officers
• Keep every acknowledgment — the grievance number, the RTI dispatch receipt, the FAA filing — the Commission reads paper, not memory
• Time the second appeal inside 90 days of the FAA order or the 45-day deemed expiry; the Commission does not relax the window

₹10 — IPO, demand draft, cash against receipt, or challan where the office requires it.
