How to apply for vehicle Registration Certificate (RC) for a new car or bike — complete 2026 guide
Quick answer. When you buy a new car or bike from an authorised dealer in 2026, the dealer files Form 20 (application), Form 21 (sale certificate) and Form 22 (roadworthiness certificate from manufacturer) with your local RTO along with road tax, insurance copy, PAN, Aadhaar and address proof. The RTO assigns a permanent registration number on the Vahan 4.0 portal (vahan.parivahan.gov.in), HSRP (High Security Registration Plates) are affixed, and the smart card RC is dispatched by Speed Post in 7 to 30 days. About 2.6 crore new vehicles were registered on the Vahan portal in calendar year 2025 (MoRTH data, Jan 2026). Of those, around 17% had RC dispatch delays beyond the 30-day SLA — concentrated in semi-urban RTOs where Vahan integration is patchy and dealer follow-up is weak.
What this is — and why dealer-filed registration matters
A Registration Certificate (RC) is the legal proof that your vehicle has been registered with a particular Regional Transport Office (RTO) under §39 of the Motor Vehicles Act 1988 and Rule 47 of the Central Motor Vehicles Rules 1989. Without a valid RC, driving the vehicle on a public road is an offence under §192 — punishable by fine up to ₹10,000 and impoundment.
Two key things have changed since 2019 that affect every new buyer in 2026:
- Dealer-point registration is the norm. Authorised dealers are now mandated under MoRTH notification dated 4 December 2018 to file the registration directly via the Vahan dealer-login. You almost never visit the RTO yourself for a new vehicle.
- HSRP is mandatory under MV Act §41 read with Rule 50 CMVR. The plates carry a hot-stamped chromium IND emblem, a permanent identification number, and a tamper-evident snap lock. Old-style locally made plates are no longer legal.
The smart card RC that arrives by Speed Post is a polycarbonate card with an embedded chip carrying your engine number, chassis number, owner name, address, fuel type, emission norm (BS-VI), and date of registration. The digital twin lives in the mParivahan and DigiLocker apps and is now treated as legally equivalent to the physical card under MoRTH advisory dated 8 August 2018 (reaffirmed 2024).
Step-by-step process
Step 1 — Pay the on-road price; collect dealer paperwork
When you make the final payment to the dealer, insist on the following set of documents — without these the registration cannot be filed:
- Form 21 — Sale Certificate signed by the dealer (this is the legal handover of ownership from manufacturer/dealer to you).
- Form 22 — Initial Certificate of Roadworthiness issued by the manufacturer (covers emission norm, brake test, lighting test).
- Invoice with engine number and chassis number (must match Form 21).
- Insurance policy — mandatory third-party + comprehensive (most buyers take 1+5 long-term plan to satisfy registration norms).
- Road tax receipt / payment proof (rates differ by state and vehicle category — see table below).
- Pollution Under Control (PUC) certificate issued by the dealer at delivery (valid 1 year for new vehicles).
- Temporary Registration (TR) valid for 7 days (extendable to 30) so you can drive home before the permanent RC.
Step 2 — Dealer files Form 20 on Vahan dealer-login
The dealer logs into vahan.parivahan.gov.in using their dealer credentials and:
- Fills Form 20 — the actual application for registration. Owner name (from PAN/Aadhaar), permanent address (from utility bill), date of birth, mobile number, email, blood group, and nominee details (introduced under Bharat Series rules).
- Uploads scanned copies of Form 21, Form 22, insurance, PAN, Aadhaar, and address proof.
- Pays the Vahan registration fee + HSRP fee + smart card fee through the dealer's Vahan wallet (debited later from your on-road price).
- Submits to the jurisdictional RTO (decided by the buyer's address pin code).
The Vahan system auto-allots a registration number from the next available series — usually visible to the dealer within minutes. You'll get an SMS from VAHAN-MH (or your state code) within hours.
Step 3 — RTO inspector verifies (or auto-approves) the file
Two pathways depending on your state and RTO:
- Auto-approval (Maharashtra, Karnataka, Gujarat, Tamil Nadu, Telangana since late 2024 for Tier-1 city dealers): the file is approved by the system once dealer-uploaded documents pass automated checks. No physical inspection by RTO inspector. RC is generated within 24-72 hours.
- Manual inspection (most other states / smaller RTOs): an RTO inspector visits the dealer yard, physically verifies engine + chassis number, takes pencil-print impressions, and approves the file. Adds 3-10 working days.
Step 4 — Get HSRP affixed
Once the registration number is allotted, the dealer books an HSRP fitment slot through the licensed plate vendor for your state — currently Real Mazon, Utsav Safety Systems, Link Utsav, or Rosmerta in most states.
- The fitment is done at the dealer's premises or a designated HSRP centre — takes 20-40 minutes.
- Front plate, rear plate, and a windshield sticker (third registration mark) are affixed using snap locks that cannot be removed without destruction.
- Cost: ₹500-1,200 depending on vehicle category and state — usually included in your on-road price.
- Keep the HSRP fitment receipt — it's your only proof of compliance until the smart card arrives.
Step 5 — Pay road tax (if not already paid by dealer)
In most states the dealer pre-collects road tax in your on-road price and pays it on Vahan. But verify on the vahan.parivahan.gov.in → “Know Your Vehicle Details” page after registration that “Tax Status” shows Paid till … with the correct expiry. Road tax is one-time (lifetime) for private vehicles in most states, calculated on:
- Ex-showroom price OR engine cubic capacity OR seating capacity (state-dependent).
- Fuel type (electric vehicles get major rebate / waiver in many states under the FAME-India II scheme extended to 2026).
- Owner category (individual vs company — companies pay higher tax in Maharashtra, Karnataka).
Step 6 — Receive smart card RC by Speed Post
The Vahan system dispatches the polycarbonate smart card to your registered address by India Post Speed Post — usually within 7 to 30 days depending on RTO backlog and postal coverage.
- Track on indiapost.gov.in with the consignment number sent by SMS.
- Once received, immediately download the digital RC on mParivahan app and DigiLocker as a backup.
- Verify all details on the card — engine number, chassis number, owner name spelling, address pin code. Any error needs a correction request via Vahan within 30 days.
Step 7 — Complete post-registration formalities
- FASTag activation: new vehicles are sold with a NHAI-issued FASTag pre-affixed; complete KYC on the issuer-bank app (see Apply FASTag 2026).
- Owner name in insurance: match exactly with RC; some insurers issue a sale-certificate-based interim policy that needs endorsement once RC arrives.
- PUC after 1 year: the dealer-issued PUC is valid 12 months for new vehicles; renew at any PUC centre (see Apply PUC certificate 2026).

Common reasons your RC gets stuck
- Address mismatch between Aadhaar / utility bill and the address you gave the dealer. RTO bounces the file with “address proof inadequate”. Fix: get a fresh utility bill or rent agreement matching the Aadhaar pin code.
- Engine / chassis number mismatch between Form 21 (dealer) and Form 22 (manufacturer). Rare with reputed OEMs but happens with grey-market or transit-damaged vehicles.
- Road tax under-payment because the dealer applied the wrong slab (e.g., ex-showroom not including discount). RTO marks the file “Tax Deficient” — needs a top-up payment via Vahan.
- HSRP fitment not synced with Vahan. The dealer fitted the plate but the vendor didn't push the data back to vahan.parivahan.gov.in. The smart card stays on hold. Fix: dealer raises a sync ticket with the HSRP vendor.
- Insurance policy gap — if the policy starts a day after the registration date. RTO rejects: “vehicle uninsured at time of registration”.
- Inspector backlog at the RTO — common in Bihar, UP, Odisha smaller RTOs where one inspector covers 3-4 dealers; files pile up over weekends.
- Smart card printing queue at the state RTO printing facility — Bengal, Kerala have reported 4-6 week delays in late 2025.
- Speed Post lost in transit — rare but happens. India Post issues a non-delivery memo and the smart card has to be reprinted (free, but adds 15-20 days).
If stuck — the escalation ladder
Rung 1 — Dealer's RTO executive
- Every authorised dealer has a dedicated RTO liaison person — get the WhatsApp number at delivery.
- They can pull the Vahan dashboard status in real time and chase the RTO clerk by name.
- Useful for the first 30 days. After that, escalate independently — the dealer has limited leverage.
Rung 2 — Vahan portal grievance
- vahan.parivahan.gov.in → “Citizen Services” → “Grievance” → enter chassis number + mobile.
- Auto-routed to the jurisdictional RTO. SLA is 30 days but often resolved in 7-15 days for genuine complaints.
- Useful trail to attach when escalating further.
Rung 3 — State Transport Commissioner
- Each state has a Transport Commissioner (Maharashtra: transport.maharashtra.gov.in; Karnataka: rto.karnataka.gov.in).
- Email a one-page complaint with your chassis number, dealer invoice number, Vahan acknowledgement, and dates.
- Karnataka, Maharashtra, Tamil Nadu have responsive offices that resolve within 7 days.
Rung 4 — MoRTH Parivahan helpline

- Best for portal/technical issues — not for RTO clerk delays.
Rung 5 — Right to Information (RTI)
The RTO is a public authority under §2(h) of the RTI Act 2005. Your application is held there as a “file noting” — fully accessible.
RTI helps here when:
- 30+ days have passed since dealer submitted Form 20 and the smart card hasn't arrived. RTI to PIO RTO asking for: file movement noting, inspector remarks, smart card dispatch date, Speed Post tracking number.
- Vahan portal shows “Approved” but no card has been printed/dispatched — RTI for the printing-batch number and dispatch register entry.
- RTO has marked your file “objection raised” but never communicated the objection — RTI for the certified copy of the objection memo.
- Road tax paid but Vahan still shows “tax deficient” — RTI for the tax credit ledger entry.

RTI does NOT help here when:
- The dealer hasn't yet submitted Form 20 — that's a private contract issue. Push the dealer; threaten consumer complaint under Consumer Protection Act 2019.
- You want a different registration number (lower/fancy) — that's auctioned via Vahan VIP-number module; no RTI overrides the auction.
- You want the road tax slab reduced — that's a policy decision, not “information held”.
- 7-15 days have passed and you're impatient — wait for the SLA. Premature RTIs invite “claim under processing” replies.

Q. Can I drive my new car without the smart card RC?
Yes — for the duration of the Temporary Registration (TR), which is valid 7 days (extendable to 30 days) under Rule 81 CMVR. Carry the dealer's Form 21 + insurance + TR slip. After TR expires without a permanent RC, driving is technically an offence under §192 — push the dealer hard.
Q. The HSRP plate is loose / damaged within a year. Who replaces it?
