How to recover and activate UAN — complete 2026 guide
Quick answer. Your Universal Account Number (UAN) is a 12-digit number created by EPFO that links every PF account you ever have, across every job. Aadhaar had 'Anita Kumari Sharma' — my mother's full name, the way my parents originally registered. The home loan banker was waiting for my PF balance proof. EPFO had 31.4 crore registered UANs as of 31 March 2025, of which only about 17 crore are actively contributing in any given month (EPFO Annual Report 2024-25). The gap — roughly 14 crore — includes deactivated, duplicate, and unactivated UANs. Activating yours, and merging duplicates, is one of the highest-ROI 30-minute exercises an Indian salaried employee can do.
What this is — and why UAN matters
The Universal Account Number was created by EPFO under a Notification dated 1 October 2014 issued by the Ministry of Labour, made fully mandatory from FY 2014-15. The legal anchor is the Employees' Provident Funds & Miscellaneous Provisions Act 1952 (EPF & MP Act) — specifically the EPF Scheme 1952 (Para 36, Para 72(5)).
Before UAN, every job change meant a new PF account number — and most workers ended up forfeiting balances simply because they didn't know how to transfer. UAN solved this: it's your lifetime PF identifier. All your past PF accounts (member IDs from each employer) link under one UAN. You activate UAN once, and from then on:
- View consolidated passbook across employers (https://passbook.epfindia.gov.in)
- Auto-transfer PF on job change (when KYC is verified)
- File Form 19 (final settlement) / Form 31 (partial advance) / Form 10C (pension withdrawal) online
- Update KYC (Aadhaar, PAN, bank, mobile) once for all employers
- Activate Pradhan Mantri Shram Yogi Maandhan linkage, e-Nominate, etc.
UAN itself is just a number — it does not by itself give you access to anything. Activation turns the number into a working login on the EPFO Member Portal. That activation is the main task here.
Step-by-step process
Step 1 — Find your UAN
Try these in order — easiest first.
Method A: Salary slip / employer. Your UAN is printed on every salary slip (look near the PF deduction line) and is in your offer letter / HR portal. This is the path of least resistance — ask HR.
Method B: SMS to 7738299899. From your EPFO-registered mobile, send: `EPFOHO UAN ENG` (English) or `EPFOHO UAN HIN` (Hindi). You get UAN + last contribution + total balance back as SMS. Free.
Method C: Missed call to 9966044425. From the EPFO-registered mobile. Receive UAN + balance back as SMS. Free.
Method D: EPFO portal — “Know your UAN”.
- Click “Know your UAN” (under Important Links).
- Enter mobile number + captcha → OTP.
- Enter name + DOB + Aadhaar OR PAN OR Member ID.
- The portal shows your UAN.
Method E: UMANG app. Install UMANG → “EPFO” → “View Passbook (UAN-based services)” → Member ID lookup.
Method F: EPFO helpline 14470. Toll-free. Have your Aadhaar / PAN ready.
Step 2 — Activate the UAN
- Click “Activate UAN” (right column).
- Enter: UAN (12 digits), Aadhaar (12 digits), name, DOB (DD/MM/YYYY), mobile, captcha.
- Tick the consent for OTP from EPFO.
- Click “Get authorisation PIN” → OTP comes to mobile.
- Enter OTP → “Validate OTP and Activate UAN”.
- EPFO sends a temporary password to your registered mobile + email.
Step 3 — Set a permanent password
- Login to https://unifiedportal-mem.epfindia.gov.in with UAN as user-ID + temporary password.
- “Account” → “Change password” → set a new one (8-25 chars, must include 1 uppercase + 1 lowercase + 1 digit + 1 special character `!@#$%^&*`).
- Add an alternate email if you don't want HR's email on file.
Step 4 — Complete KYC (Aadhaar, PAN, bank)
- “Manage” → “KYC” → enter your Aadhaar number, PAN, bank account + IFSC.
- Save → status shows “Pending” (employer must approve).
- Email your HR / payroll team the screenshot — ask for digital approval through their employer portal.
- Once employer approves: “Approved by Employer” in green; can also be “Verified by EPFO/UIDAI” in green.
Bank account verification (since 2023) requires penny-drop — EPFO sends ₹1 to verify name + IFSC. Until that succeeds, no withdrawal.
Step 5 — e-Nominate (mandatory since Sep 2021)
- “Manage” → “E-Nomination” → permanent address → family details → upload nominee Aadhaar + photo.
- Sign with e-Sign (Aadhaar OTP based). Need active Aadhaar-mobile linkage.
- Without an active e-Nomination, you cannot file Form 31 (advance) since 2023.
Step 6 — Verify your member IDs
- “View” → “Service History” → see all your member IDs (one per employer, format AABBBCC1234567).
- If you spot a previous employer's PF that hasn't merged into your UAN, file an online transfer claim (Form 13) under “Online Services” → “One Member - One EPF Account”.
Step 7 — Use the passbook
- Go to https://passbook.epfindia.gov.in (separate login with same UAN + password — small architectural quirk).
- Choose member ID from dropdown (each employer's account shown separately).
- Download PDF passbook — accepted by all banks for home loan / personal loan applications as PF balance proof.

Common reasons UAN activation / KYC stalls
- Name mismatch (most common). Aadhaar shows “Anita Kumari Sharma”, EPFO shows “Anita Sharma” (or vice versa — initials, middle name, surname order). Activation fails. Fix: Form 11 + Joint Declaration countersigned by current employer.
- DOB mismatch. EPFO accepts a DOB tolerance of up to 3 years for correction without proof; beyond that, requires birth certificate / SSC / passport. Bigger discrepancies (decades) flagged for verification by RPFC.
- Mobile number mismatch. If your employer registered HR's mobile (a common shortcut for bulk UAN creation), the OTP for activation comes to HR — not you. Fix: ask HR to update the mobile under “Member” → “Modify Basic Details” through employer portal.
- Employer hasn't created UAN. Sometimes UAN takes 30-45 days post-joining. Until then, “Know your UAN” returns blank. Wait, ask HR for the member ID in the meantime, follow up after 45 days.
- Multiple UANs. Each new employer who can't find your prior UAN (because of name / DOB mismatch) creates a fresh one. You may end up with 2-5 UANs. Fix: file an online consolidation request under “Online Services” → “One Member - One EPF Account (Transfer Request)”, OR write to your latest RPFC asking for UAN linking under EPFO Circular WSU/2018/UAN dated 5 Sep 2018.
- Aadhaar-Aadhaar OTP failure. Mobile not linked to Aadhaar in UIDAI database. Fix: visit Aadhaar Seva Kendra, update mobile (₹50, 7-15 days propagation).
- Penny-drop bank verification fails. Name on bank account not exactly matching name on EPFO record. Fix: update bank-account name first (visit bank), then re-add KYC.
- KYC stuck at “Pending Employer”. Employer must digitally approve via the Establishment Login at unifiedportal-emp.epfindia.gov.in. Email HR with screenshot + Member ID.
- Inoperative UAN. A UAN with no contribution for 36 months and no claim activity becomes inoperative. Activation still works but balance earns no interest. Fix: claim withdrawal OR transfer.
- International worker status mistakenly set. Affects withdrawal eligibility (international workers can't withdraw before 58). Fix: Form 11 declaring you are an Indian worker.
If stuck — the escalation ladder
Rung 1 — Employer HR / payroll
- For Form 11, Joint Declaration, KYC approval. They are the legally responsible party under EPF Scheme Para 36(2).
Rung 2 — EPFO helpline 14470
- Toll-free. 9 am - 5:30 pm Mon-Fri. Have UAN ready. Note the conversation reference number.
Rung 3 — EPFiGMS (online grievance)
- https://epfigms.gov.in → Register Grievance.
- Choose the right type (PF Member, Pensioner, Employer, Other).
- Attach: screenshots, Form 11 copy if applicable, employer email trail.
- 30-day SLA. Reply lands by email.
Rung 4 — UMANG grievance
- UMANG app → EPFO → Grievance. Same backend as EPFiGMS.
Rung 5 — Visit RPFC office
- Find your office at https://www.epfindia.gov.in → “Contact Us” → “Office Address”. Each Regional Office (RPFC) has a Public Relations Officer (PRO) on Wednesdays (Janta Darshan tradition).
Rung 6 — CPGRAMS
- https://pgportal.gov.in → “Ministry of Labour & Employment” → “EPFO”. Higher visibility — gets routed to a Joint RPFC for action.
Rung 7 — Right to Information (RTI)
EPFO is a body established by an Act of Parliament — squarely a public authority under §2(h) of the RTI Act 2005. Each Regional Office has its own PIO; some Sub-Regional Offices also have their own.
RTI helps here when:
- Your KYC has been “pending employer approval” for over 30 days and you want EPFO's record of any push-back to the employer.
- You suspect you have multiple UANs and want a written list of all member IDs against your Aadhaar — file with PIO at RPFC of any of your past employers.
- Your Form 13 transfer claim has been “Under Process” for over 30 days and you want the file noting / pendency reason.
- Your Form 19 / 31 / 10C has been “Approved” but the credit hasn't landed and you want the failure reason (typically a bank account issue) — RTI to PIO RPFC.
- You want EPFO's circular on a specific procedure (e.g., name correction tolerance, multiple UAN consolidation procedure).
- You want pendency statistics — “Number of Form 11 corrections processed by RPFC X in FY 2024-25, with average disposal time”.
RTI does NOT help here when:
- Your employer has not filed Form 11 — RTI to EPFO won't compel a private employer. For that, file a complaint with the RPFC's Enforcement Officer under EPF & MP Act §14B (interest + damages on default).
- You want EPFO to change your DOB without supporting documents — RTI gets you the procedure, but the correction itself requires the right document.
- You want your monthly contribution to be made retroactively — RTI cannot force back-contribution; that's a recovery proceeding.
- You want personal data of another member — exempt under §8(1)(j) RTI Act + Digital Personal Data Protection Act 2023.
- You want internal investigation files of a fraud — exempt under §8(1)(h) (impedes investigation).

FAQs
Q. I have UAN but never activated. Is my PF money safe?
Yes — your contributions are credited to the member ID regardless of activation. Activation only gives you online visibility / control. Money is safe with EPFO and earns interest until you claim or transfer.
Q. My old employer's PF is showing in passbook but my new employer's PF isn't. Why?
Usually because (a) new employer hasn't started contributions yet (1-2 month lag is normal), (b) new employer assigned a different member ID under a different UAN due to KYC mismatch (you have multiple UANs — check), or © employer's establishment is under a Trust / Exempted Establishment (passbook shows differently — ask HR).
Q. How do I know if I have multiple UANs?
Try “Know your UAN” at unifiedportal-mem.epfindia.gov.in with each of your past employers' Member IDs. If different UANs come up, you have duplicates. File a consolidation request online or RTI to RPFC for the merge process.
Q. UAN activation says “Mobile number not registered”. I gave it to HR.
HR may have updated the establishment-level mobile but not the member-level mobile. Fix: HR must update under “Member” → “Modify Basic Details” → “Mobile Number” through their employer portal, not through some HR-internal system.
Q. Can I withdraw PF without activating UAN?
Online claim (Form 19) is only through the activated UAN portal. For offline / paper claim (still allowed), no activation needed — but processing takes 6-12 weeks instead of 7-20 days.
Q. Aadhaar OTP not coming during activation.
Aadhaar mobile linkage is broken. Visit any Aadhaar Seva Kendra with your Aadhaar + alternate ID, pay ₹50, update mobile. Propagation takes 24-48 hours. Then retry activation.
Q. My UAN activation succeeded but login fails with “Invalid credentials”.
Most often because the temporary password on SMS / email contains characters that look similar (l vs 1, O vs 0). Use the “Forgot Password” link, set a fresh password.
Q. Can my employer activate UAN on my behalf?
No — activation is a member-side action requiring OTP to your mobile. Employer can only create UAN, file contributions, and approve KYC.
