Every contact above is published by the Commission itself on its website footer and contact page. Note one quiet change: the Commission's older domain is gone, and the operative site today is upsic.up.gov.in — links or letters pointing at the old address simply do not reach the Commission anymore.

The Commission is the second-apellate and complaint authority for every UP state public authority — departments, district administrations, police, boards, universities, local bodies. It does not supply information itself: the record still comes from the PIO, and you reach the Commission only after the first appeal fails or sits silent. Its order pages also publish hearing lists, penalties imposed on PIOs, and monthly progress — useful before you file, to see how your department behaves.

2. First appeal — free, to the department's First Appellate Authority, within 30 days of refusal or silence
3. Second appeal or complaint — free, to the Commission, online only since 17 June 2026 (order of 15 June 2026), within 90 days of the FAA order or deemed refusal
4. Hearing — the Commission allots a case number and notifies the date; hybrid and video hearings run for many courts
5. Language — Hindi is the working language of the file; English is accepted

The Commission is one of the heaviest-loaded in the country, and pendency runs long. The leverage that still works is documentary: a complete second appeal — application, PIO reply, first appeal, FAA order, index — registers without objection, while a thin one loops through defect notices. And the RTI route into the Commission's own registry is open:

1. Status of my second appeal / complaint no. _____ filed on _____.
2. The date fixed for hearing and the mode notified.
3. Reasons for the delay in registration or listing.
4. Copies of office notings on my file for the past 90 days.

The appeal register only when it is complete. Assemble in one folder before you open the portal:

• the application — the submitted request with its number and date
• the PIO reply, or a note of the refusal date, or the silence with proof of service
• the first appeal as filed, with its date
