RBI Grade B — selection stages and the RTI route

Grade B is the RBI's officer entry, run in streams — General, and the specialist DEPR and DSIM streams — with a notification, an online application window and the examination cycle all published on the RBI's opportunities pages. The structure is stable even when the dates and vacancies move.

1. Phase I — an objective screening paper, qualifying in nature: clear it and your Phase I score stops mattering
2. Phase II — the stream's papers; for the General stream, three papers covering economic and social issues, English writing, and finance and management; DEPR and DSIM set their own specialist papers
3. Interview — 75 marks, for those shortlisted from Phase II; the final merit aggregates Phase II and the interview
4. Result and joining — the final list, verification and the training programme

Because Phase I is only a gate, the records that matter in any dispute are the Phase II marks, the aggregate, the cut-off methodology and the interview record — all held by the RBI.

The RBI is central, so the route is the Central one — the ₹10 schedule, the RBI's CPIO, and filing on rtionline.gov.in:

1. My paper-wise marks in Phase II of Grade B (DR) ___ , roll/registration
   no. ___.
2. The cut-off applied for shortlisting to the interview, by category.
3. The methodology or record fixing the cut-off for my stream.
4. My interview marks and the final aggregate as recorded.
5. The number of candidates who appeared at each stage, and the
   number finally recommended, by category.

Two cautions frame any such filing:

• Ask for records, not re-evaluation — the marks record, the cut-off computation and the methodology are documents; a re-assessment of merit is not an information request
• Match the stage to the record — Phase I grievances usually die because Phase I is qualifying; the file that decides your case is the Phase II and interview one

Reserve Bank of India v. Jayantilal N. Mistry — Supreme Court, December 2015. The RBI had long refused disclosure of its bank inspection reports, calling them fiduciary. The Court rejected the fiduciary shield: the RBI is not a bank's trustee but its regulator, and the information it gathers in supervision belongs in the public domain save for genuine exemptions. The consequence for a Grade B candidate is simpler than the case law: there is no institutional immunity argument left between you and your selection records.

• Reach the interview panel's subjective assessment beyond the recorded marks

What it reliably produces: the numbers the decision was actually made on — which is, most seasons, the whole of what a candidate needs to know.

Real example. Kashvi Pathak fell eleven marks short of the interview call in her Grade B attempt. One RTI for the paper-wise marks and the shortlist cut-off showed a near-miss in one paper and a comfortable clear in the others — a targeting map for the next cycle rather than a grievance. The reply took 26 days; the next attempt converted.

Yes — as a public authority, and the Supreme Court's December 2015 ruling in RBI v. Jayantilal Mistry stripped away the fiduciary defence the RBI had long claimed.

75 marks, aggregated with Phase II for the final merit.
