Police verification (PV) in Delhi runs through the District Commissioner of Police (DCP) offices — there are 15 DCP zones in Delhi. The constable visits your address; if you're not available, an “Adverse PVR” can be filed without notice.

• Subhash Chandra Agarwal v. RPO Delhi (CIC, CIC/MEA/A/2019/139254) — RPO Delhi specifically held to §4 proactive-disclosure obligation; Citizen Charter cited as minimum service standard.
• Khalid v. Commissioner of Police Delhi (CIC, CIC/SA/A/2017/000456) — Delhi Police directed to disclose PVR file noting; §8(1)(g) defence rejected.
• Maneka Gandhi v. Union of India (SC, 1978, AIR 597) — foundational ruling on impoundment requiring written order + fair hearing. Heard in the Delhi High Court & Supreme Court — directly applies to all RPO Delhi impounding actions.

If your PSK is Laxmi Nagar / Mayur Vihar / Anand Vihar, your application is processed by RPO Ghaziabad (CGO Complex II, Ghaziabad). Address all RTIs there, not to RPO Delhi.

Yes, three paths:

1. File a parallel RTI to your DCP zone (template above).
2. Email passport.delhi@mea.gov.in with the file number.
3. Visit the Delhi Police Aapki Sewa portal (delhipolice.gov.in) and lodge a grievance against the dealing zone.

Yes. Both English and Hindi are official languages of the GNCTD, and all four Delhi RPOs accept RTIs in either language. Reply will be in the same language.

Internal RTI Wiki data shows ~78% of Delhi RPO RTIs result in a passport dispatch or formal reply within 15 days of the RTI landing. The remaining 22% need First Appeal — usually resolved at FAA stage in 30-45 days.

The Joint Secretary (Consular, Passport, Visa) at MEA HQ Delhi is the First Appellate Authority for the entire passport function. If your RTI to the RPO PIO is ignored, the §19(1) First Appeal goes to the JS (CPV), MEA, Patiala House Annexe.
