Passport Renewal Abroad Delayed: Police Verification in India, Address Proof, File Status and Complaint

If you applied for Indian passport renewal at an Indian embassy or consulate, and the file is stuck because of police verification in India, address proof rejected, or the status simply does not move, you can fix this without flying back. The Ministry of External Affairs runs three parallel grievance channels for NRIs. This guide gives you the exact step, the escalation portal and the RTI route to find out who is sitting on your file in India.

This article helps NRIs, OCIs, PIOs, students and workers living abroad who have a pending Indian passport renewal or reissue. It covers all stuck stages: file submitted at the embassy, police verification pending in India, adverse police report, address proof rejected, passport printed but not despatched, and passport simply lost in courier.

1. File stuck “Under Review at RPO”: the embassy sent your file to the Regional Passport Office in India, status has not moved for weeks.
2. Police verification pending: status shows “Awaiting police verification report”. The Indian police station has not visited or has not uploaded its report.
3. Adverse police verification: the report came back negative because you do not currently stay at your Indian address. You live abroad.
4. Address proof rejected: the embassy says your overseas address proof, utility bill or driving licence, does not meet their format.
5. Tatkal not allowed: the embassy refused your Tatkal request saying it does not apply to a renewal needing fresh police verification.
6. Passport printed but undelivered: courier shows “out for delivery” or “returned to sender” repeatedly, and the embassy says contact courier.

1. Log in to the Passport Seva portal at passportindia.gov.in with your file number and date of birth. Take a dated screenshot of the current status.
2. If you applied through an embassy, also log in to the embassy's online passport service portal. Note the application reference there too.
3. Identify the exact stuck stage: file with RPO, police verification, printing, despatch.
4. For police verification stuck, find the Regional Passport Office whose jurisdiction covers your Indian permanent address. The Passport Seva website lists RPOs by state and district.
5. Send a polite written email to the RPO and the District Passport Cell of the police, with the file number, applicant name, date of birth and current address abroad. Use the template below.
6. File a parallel grievance at MADAD at madad.gov.in using your passport number and country of residence.
7. File at CPGRAMS at pgportal.gov.in under Ministry of External Affairs, sub-category Passport Services.
8. If there is no movement in 21 days, file an RTI under the Right to Information Act, 2005, to the Senior Superintendent of Police of your Indian district, asking for the date of police visit, the SHO report and the upload status.
9. For courier issues, ask the embassy for the AWB number and write to the courier helpline. The embassy is not absolved of duty just because courier is private.
10. If renewal is genuinely urgent for travel, request the embassy for a short-validity emergency passport while regular processing continues.

The Regional Passport Office and the local police are both public authorities under the Right to Information Act, 2005. NRIs can file an RTI through any Indian relative or through the central online portal at rtionline.gov.in. Useful queries:

• The date and time of police visit at my Indian address in connection with passport file [Number]

• The name and badge number of the verifying constable and the SHO who signed
