India has no single national website where every family applies for a ration card. You apply on your own state's food, civil supplies, or NFSA portal, then lift grain at a Fair Price Shop after Aadhaar seeding.

The Union ministry only publishes a directory. Identification of Antyodaya Anna Yojana (AAY) and Priority Household (PHH) families sits with the State Government or UT Administration under the National Food Security Act, 2013. That is why “ration card apply online” always means a state form, not a Delhi-run apply button.

There is no national ration card apply portal

nfsa.gov.in is the national NFSA information site. It does not take a new ration card application for the whole country.

The official apply note on that site sends you to the respective State or UT food portal. Treat any paid “national ration card” page, WhatsApp agent, or .com lookalike as a private shop. Confirm the address ends in gov.in or nic.in before you type Aadhaar.

If a helper at a CSC or internet cafe fills the form, watch the URL on the screen. Pay only what that state portal itself shows, if it shows a fee at all. Many states collect no application fee. We do not quote a stationery charge here because it is not uniform.

How to find your state NFSA or food portal

Use this sequence. Do not start with a random Google ad.

  1. Open nfsa.gov.in and look for apply / state food portal links.
  2. Open the NFSA apply page at nfsa.gov.in/portal/apply_ration_card. It tells you to visit the State or UT food portal.
  3. Search “[your state] food civil supplies ration card” and prefer a result on gov.in or nic.in.
  4. Match the department name: Food and Civil Supplies, Food and Public Distribution, Consumer Protection, or e-PDS / RCMS.
  5. Reject any URL that asks you to pay a “centre fee” before login.
  6. Keep the acknowledgement number the state portal prints. You need it for ration card status.

State sites change names. Older bookmarks such as a state's FCS, e-PDS, or Ahara portal may still work, or they may redirect. Always re-check from nfsa.gov.in if the page looks different from last year.

Offline is still valid. You can file at the tehsildar, taluk food office, municipal food cell, or a notified CSC. Carry the same papers the portal lists.

AAY vs priority household: which ration card

NFSA does not give every resident a card. The state identifies eligible households. Two NFSA card types matter for most applicants.

Do not self-declare “I am BPL so give me AAY.” AAY is a state identification, not a form you tick for a higher slab. PHH is the large NFSA bucket. Some states still use older words such as BPL, APL, yellow card, or saffron card on top of NFSA. Read the label your state portal actually uses.

Entitlement quantity is a Union NFSA figure published by the Department of Food and Public Distribution. Issue price follows NFSA Schedule I and later Union notifications. Several recent official notes describe foodgrain as issued at no cost for a notified period. Confirm the price printed on your state's FPS board and ePoS slip. Do not pay a dealer “extra” for NFSA grain.

If you already hold a card in another state, surrender or map it as that state requires before a new card is issued. Duplicate cards are a common rejection reason on e-PDS.

Ration card documents required

There is no one national document list. Typical uploads or photocopies are:

  • Aadhaar of the head of family and of each member you want on the card
  • Proof of present address in that state, if Aadhaar address is old
  • Recent passport-size photograph of the head of family, if the portal asks
  • Bank passbook or account proof, if the state seeds bank details
  • Income certificate or a state income self-declaration, if that state uses it
  • Old ration card, surrender receipt, or non-availability letter when you have moved
  • Proof of relationship for children or parents you add

Get a fresh Aadhaar demographic update first if names or addresses clash across members. Seeding fails when the same person is already on another card.

Confirm file size and format on the state portal. Do not upload selfies of the whole family in one blurry image if the form wants one Aadhaar PDF per member.

How to apply for a ration card online, step by step

  1. Find your state food or NFSA portal with the directory method above.
  2. Create a login with mobile OTP. Use a number the family will keep.
  3. Choose new ration card / NFSA application / RCMS new card, as labelled.
  4. Enter the head of family, members, dates of birth, and relationship.
  5. Seed Aadhaar for each member when the form asks.
  6. Upload the documents that state lists. Skip extra files the form does not request.
  7. Pick a Fair Price Shop (FPS) from the list for your area or PIN, if the state lets you choose.
  8. Submit and photograph or download the acknowledgement.
  9. Allow field verification if an inspector, tehsildar staff, or food officer visits.
  10. Collect or download the card only from the official channel the SMS names.

Processing time is a state matter. Do not treat a blog's “30 days” as a Union clock. If the portal itself prints a service timeline, screenshot it. That screenshot helps if you later file RTI.

Fair Price Shop (FPS) and Aadhaar seeding

A ration card without a working FPS mapping is only paper. Grain is lifted at the Fair Price Shop on an ePoS device after Aadhaar authentication, or after the fallback the state has notified when biometrics fail.

Ask the dealer to try the official fallback if fingerprint fails. DFPD has told States not to deny grain to a genuine beneficiary only because of a biometric or connectivity glitch. If the dealer still refuses, note the FPS code, date, and what appeared on the ePoS screen.

One Nation One Ration Card portability, where enabled, lets a member lift the NFSA entitlement from another FPS after Aadhaar authentication. That does not replace applying in the state where the household now lives. If you have shifted district or state, still apply for the local card / member shift as that portal requires.

Add name on ration card

A newborn, a spouse after marriage, or a parent who has moved in is usually an add member service, not a brand-new card.

  1. Open the same state food portal.
  2. Select add member / include name / member modification.
  3. Attach the new person's Aadhaar and the relationship proof the state lists (often a birth certificate for a child).
  4. Track that request with its own acknowledgement number.

Common mistakes on ration card apply

  • Paying an agent for a “centre slot” on a site that is not gov.in or nic.in.
  • Applying in a new state without closing or transferring the old card.
  • Seeding Aadhaar that already sits on a neighbour's or relative's card.
  • Uploading an income certificate from a different district than the FPS area.
  • Choosing an FPS you will never visit, then wondering why the dealer will not serve you.
  • Treating APL, PHH, and AAY as self-selected menus. The state assigns the category.
  • Sharing Aadhaar OTP with a stranger who promises an Antyodaya card in two days.

In an illustrative scenario, a family pays a cyber-cafe to “do NFSA online,” then discovers the form was filed on a lookalike domain. The acknowledgement never appears on the real state RCMS. File again yourself on the gov.in portal and keep the printout.

If the ration card is stuck, file RTI to the food PIO

The Public Information Officer is in the district Food and Civil Supplies office, the Controller of Rationing in large cities, or the officer your state RTI portal lists for that department. Apply under RTI Act 2005 s.6(1). The PIO must reply in 30 days under s.7(1). If the reply is silent or hollow, file a first appeal under s.19(1).
