1. Find your state portal — Examples: UP — fcs.up.gov.in · Bihar — epds.bihar.gov.in · Maharashtra — mahafood.gov.in · Karnataka — ahara.kar.nic.in. Full list on our state portals directory.
2. Select “New Ration Card” or equivalent — Each portal phrases differently — “New RC”, “Apply for ration”, “NFSA application”.
3. Fill family details — Head of family + all members + Aadhaar of each + DoB + relationship.
4. Upload supporting documents — Aadhaar (all members), income certificate, residence proof, family photo, bank passbook.
5. Choose ration shop (FPS) — Select from drop-down based on your address PIN. You will collect grain from this Fair Price Shop.
6. Submit application + note acknowledgement — Reference number used for tracking and for FPS dealer verification.
7. Field verification — Block officer / Tehsildar visits home within 15 days. Verify family + income.
8. Approval + card dispatch — Tehsildar/Food Inspector approves. Smart card delivered to address in 30 days; some states give print-at-home option.
9. Start collecting ration — Show card + Aadhaar at chosen FPS. ePoS device captures fingerprint + dispenses ration.

• Online portal: State Food & Civil Supplies portal
• Offline: Tehsildar office, Food & Civil Supplies office, or Block Development office in your taluk. Some states have CSC-based application.
• Fee: Free under NFSA. Some states charge Rs 5–25 stationery fee for the physical card.
• Timeline: Statutory: 30 days under NFSA Sec 14. Real-world: 30–90 days depending on state and verification queue.

• No income certificate — get one first (free at SDM/Tehsildar; covered in our how-to-apply guide).
• Aadhaar mismatch — all family members' Aadhaar must show same address. Update first.
• Application “pending verification” >30 days — file RTI to Food Inspector + Tehsildar.
• Existing card in another state — surrender old first (Form 8/9) before applying new. ePDS detects duplicates.

Most “delays” or “rejections” clear within 7-15 days of an RTI being filed. Use this 5-question template:

2. The name + designation of the dealing officer assigned to my file.
3. The reasons for delay beyond the statutory timeline.
4. Copy of any noting / movement of my file in the past 30 days.
5. The likely date of issuance of my certificate / approval.
