Step 2 — Eligibility
Anyone holding a current valid ration card under NFSA categories (PHH / AAY / Annapurna / Priority / Non-NFSA / BPL / APL) can amend membership. You need to be the head of household (HoH) or have authorisation from HoH.
Step 3 — Documents needed (by amendment type)
To add a NEWBORN:
- Original ration card (or e-card)

Step 4 — Where to apply

- Offline: Tehsildar office / Mamlatdar / Mandal Revenue Office / Circle Inspector / Food & Civil Supplies Inspector — depending on state. CSCs and Common Service Centres (Aadhaar-enabled) also accept applications in most states.
Step 5 — Fees and payment
Most state PDS amendments are free. A few states charge a token Rs 5-50 for printing of new card (if a new physical card is to be issued). MeeSeva / e-Seva (AP/TS), CSC (most states), and Akshaya Kendra (Kerala) charge Rs 25-50 service fee.
Step 6 — Timeline (statutory SLA)
Under state Right to Service Acts (most states):
- Add/remove member: 30 days
- New ration card: 45 days (some states 60)
- Address change: 30 days
Some states have shorter SLAs (Karnataka: 15 days for add; Telangana: 21 days).
Step 7 — Track status
- State PDS portal → Track Application → enter acknowledgement number
- SMS updates to registered mobile at each stage: Submitted → Field Verification → Approved → Card Updated

Common reasons it gets stuck
- NOC from existing card not provided (most common in spouse/division cases) — system can't proceed without proof of non-duplication.
- Aadhaar-bank seeding inactive — if your Aadhaar is not linked to a bank account or to the ration card, PDS subsidy delivery breaks. Fix at any bank's Aadhaar seeding counter.
- Duplicate card flag — system detects the person on another active ration card. Investigate and surrender the duplicate.
- Old paper card not surrendered when a digital card was issued. Surrender at FPS.

How to add name in ration card online in 2026?
Adding a name to your ration card online is now the preferred method across most Indian states. Here is a detailed walkthrough of the online process for 2026:
Step 1 — Visit your state ePDS portal. Go to your state's official PDS portal (see the state-wise table below). You can also use the NFSA portal or the Mera Ration mobile app (available on Google Play) to find your state portal link.

Can my newborn get full quota immediately after addition?
Yes — from the next month's allotment cycle. PHH households get 5 kg per person per month; AAY gets a fixed 35 kg per family. The addition is backdated to the date of application in most states.
My spouse's parental family won't give NOC. What now?
File the addition request anyway. Attach affidavit declaring no double benefit and proof of marriage. Most states will process; some will trigger automatic deletion from parental card after verification (Section 10 NFSA's “household” definition is one residence + one kitchen).
Can a same-sex partner be added as spouse?
NFSA 2013's “household” definition is functional (“ordinarily reside together and take meals from a common kitchen”) — gender-neutral. A few states accept; many ask for marriage certificate (which India's law currently does not issue for same-sex couples). Practical workaround: add as “other relative”.
Can a tenant include landlord's ration card?

What if my whole family is removed without notice?

Why is e-KYC sometimes asked for at the FPS?

Is there a fee to add a name on the ration card?

Can I add a name to ration card without Aadhaar?

Almost every PDS amendment failure in 2026 traces back to one root cause: Aadhaar seeding gaps. Each member of the household must have:
- Their Aadhaar linked to the ration card (done by FPS or via portal)
- Their Aadhaar linked to a bank account in their name (for any DBT subsidy)
- Biometric authentication done at FPS at least once in 6 months
Check your seeding status:
- State PDS portal → Member Details → look for “Aadhaar Linked: Yes/No” and “Bank Linked: Yes/No”
- For each “No”, visit FPS / bank to fix

What is the difference between PHH, AAY, and Non-NFSA ration cards?
- PHH (Priority Household): 5 kg foodgrain per person per month under NFSA. Up to 75% of rural and 50% of urban population are covered.
- AAY (Antyodaya Anna Yojana): 35 kg per family per month at fixed rates (Rs 2/kg wheat, Rs 3/kg rice). Poorest of poor — identified by state guidelines.
- Non-NFSA: State-specific categories for those not covered under NFSA quotas. Benefits vary by state.

Is Aadhaar mandatory for ration card name addition in 2026?
Under the Aadhaar Act 2016 and subsequent Supreme Court rulings, Aadhaar is not legally mandatory for food security entitlements under NFSA. However, in practice, most state PDS portals require Aadhaar for e-KYC. If you do not have Aadhaar:

- For adults: you can use any alternate government ID (Voter ID, PAN, passport) but may face delays

Can I add a family member who lives abroad (NRI)?

Can I download my updated ration card online after name addition?
Yes. After the name addition is approved, most state portals allow you to download the updated digital ration card (e-ration card) from the portal. How to add name in ration card after birth of a child or adult family member?
Adding a name after birth is not limited to newborns — you may need to add an older child who was previously on a grandparent's card, an adopted child, or an adult family member (elderly parent moving in). Here is the procedure for each scenario:
Adding an older child (not newborn):
- If the child was previously on a grandparent's or relative's card, obtain a deletion certificate or NOC from that card first
