The Rajasthan Information Commission was constituted on 18 April 2006, among the earliest in the country. Fittingly so — the national RTI movement itself grew out of Rajasthan, from the Mazdoor Kisan Shakti Sangathan's demands for muster rolls in Beawar in the 1990s.

One correction to older guides: the address rsic.rajasthan.gov.in no longer resolves. The commission's live site is ric.rajasthan.gov.in, and filings happen on the separate rti.rajasthan.gov.in portal.

1. Open rti.rajasthan.gov.in and register as a citizen.
2. Choose “Submit Request”, pick the department, and write your questions.
3. Pay the ₹10 online; you get a registration number to track the reply.
4. The same portal handles the first appeal — quote your application number, and the fee is nil.
5. Second appeals are made to the commission, which publishes orders and cause lists on its site.

Post the application to the PIO with a ₹10 Indian Postal Order or demand draft, or deliver it by hand against a stamped receipt. IPOs remain the most reliable mode for village-level offices; keep the counterfoil photograph on your phone.

The ₹10 buys ten questions if they are the right ten. The movement that built this law grew from villagers demanding muster rolls — specific registers, specific months. Copy that habit:

1. Ask for named records, not opinions: “the fault register for ward 12, January to December 2025”, not “why are the street lights broken”.
2. Ask for period-bound data: “copies of inspection reports of X work conducted in the last two years”.
3. Ask for file movement: “date-wise movement of my complaint no. with copies of notings”.
4. One subject per application keeps the reply tight and the appeal, if needed, sharp.

Opinions invite argument; registers invite evidence. The fee is the same either way, so spend it on evidence.

1. Insist on the §7(3) intimation — pages times ₹2 plus postal cost, in writing.
2. Reject “search”, “file” or “processing” charges; they exist nowhere in the rules.
3. File the free first appeal within 30 days to the officer senior to the PIO.
4. Approach the commission at Jaipur within 90 days. The registry accepts what the portal already holds if you filed online.

Real example. Kashvi Pathak of Jodhpur asked her municipal ward office for the last year's street-light fault register. The office asked for ₹100 “photo charges”. She filed online for ₹10 instead, received 23 pages for ₹46, and the register showed 40 per cent of faults closed without any repair material ever issued — the core of her complaint to the ward committee.
