RTI fee in Delhi — full 2026 schedule and portal

The ₹10 gets your application registered. Further fees — mainly ₹2 per page for copying plus postal charges — are demanded only after the PIO checks how many pages you asked for. The portal shows any additional fee under “View Status” and also emails you, so you never pay a rupee without a written intimation under §7(3).
Delhi is different from a state — two things
First, there is no Delhi State Information Commission. Delhi is a Union Territory, so a second appeal or complaint against a Delhi public authority goes to the Central Information Commission at cic.gov.in. The Delhi portal's own footer links straight to the CIC for “Complaint & Second Appeal”.
Second, the old commission web address no longer works. Several guides still send you to cic.delhi.gov.in — that domain no longer resolves as of August 2026. The working addresses are:

How online filing works in Delhi
The portal covers Delhi government public authorities — departments, colleges, hospitals like Bhagwan Mahavir and Babu Jagjivan Ram Memorial, boards, and the Administrative Reforms Department itself. The official FAQ explains the flow:
- Register with your name, mobile and email.
- Choose “Submit Request”, pick the department and public authority, and type your questions.
- Pay the ₹10 fee online. Net banking, card and other portal modes are accepted.
- You receive a unique registration number by SMS and by email. That number is your receipt and your tracking key.
- The application reaches the Nodal Officer of that department, who forwards it to the concerned PIO. If you picked the wrong department, the Nodal Officer transfers it to the right one — your application is not lost.
If nothing moves in 30 days, that silence is a deemed refusal under §7(1), and your first appeal is ready to go.
Paying offline
Postal filing still works everywhere in Delhi. Send the application to the PIO of the public authority by speed post with a ₹10 Indian Postal Order or demand draft, or hand it in with cash against a stamped receipt. Keep the IPO counterfoil — if the PIO later claims no fee arrived, that slip settles it.
BPL applicants pay nothing
§7(5) of the RTI Act makes this a statutory right, not a concession. The Delhi portal FAQ states it directly: BPL applicants pay no fee but must attach a copy of the BPL certificate issued by the competent authority. No PIO in Delhi can demand the ₹10 from a BPL cardholder.
If the PIO demands more than the schedule
- Refuse cash-top-ups such as “file retrieval” or “search charges” — the schedule above is the complete list.
- Ask the PIO to put the fee demand in writing with the calculation under §7(3).
- File a first appeal within 30 days to the officer senior to the PIO in the same public authority. It is free.
- Still unresolved? Go to the CIC within 90 days of the first-appeal order. The CIC charges no appeal fee.
Real example. Dr. Shrawan Kumar Pathak of Dwarka asked Delhi's revenue side for a file note on his flat's chain of records. The office demanded ₹500 in cash for “retrieval”. He paid nothing extra, filed a free first appeal citing the fee schedule, and received the copies at ₹2 per page — ₹64 in total.
