Direct answer. Shop & Establishment registration (S&E / Gumasta in some states) is mandatory for ANY shop, office, restaurant, theatre under State S&E Act. Issued by State Labour Department. Documents: identity + address + PAN + employee details. Validity: 5 years (renewable). Fee Rs. 100-2,000 (state + employee count). Apply at state labour department portal.
