What is DigiLocker

DigiLocker launched 1 July 2015 by Ministry of Electronics & Information Technology. Issuers (RTOs, Income Tax, UIDAI, CBSE, ICSE, universities) push your documents directly to your DigiLocker. You store + share without printing.

Key benefits

  • Paperless governance — never carry physical docs to RTO, bank, exam, employer.
  • Same legal validity — courts, banks, government offices, exam centres accept DigiLocker copies.
  • 1 GB free storage.
  • Issuer-pushed docs = tamper-proof (can't be forged).
  • QR code share + OTP-protected link share.
  • Available in 14 Indian languages.
  • Offline access — once downloaded, work without internet.

What documents work in DigiLocker

Issued (auto-fetched)

  • Driving Licence + Vehicle RC (every state RTO)
  • PAN card (Income Tax)
  • Aadhaar (UIDAI — only e-Aadhaar, not Aadhaar card image)
  • CBSE / ICSE / Most state board mark sheets (Class 10, 12)
  • University degrees (UGC, AICTE, most central + state universities)
  • Ration card (some state PDS)
  • Voter ID (ECI)
  • Property registration documents (a few states)
  • Insurance policies (LIC, some private insurers)
  • Vaccination certificate (CoWIN)
  • Caste certificate (some states)
  • Income certificate (a few states)

Self-uploaded

Anything else — birth certificate, marriage certificate, employment letter, etc. Up to 1 GB free.

How to start

  1. Install DigiLocker app (Play Store / App Store) OR visit https://digilocker.gov.in.
  2. Sign up with Aadhaar mobile (OTP-based) — your DigiLocker is linked to your Aadhaar.
  3. Set a 6-digit PIN for daily access (don't share).
  4. Issued Documents → “Search documents” → pick issuer (e.g., “Ministry of Road Transport — Driving Licence”) → enter DL number + DOB → fetch.
  5. Document arrives in 5–10 seconds.
  6. Repeat for each document type.

Sharing a document

  1. Open document in app.
  2. Share → choose QR code OR link.
  3. QR: anyone scans + verifies (no internet needed for sharer if pre-cached).
  4. Link: send via WhatsApp / email; protected by OTP to your phone.
  5. Recipient downloads / verifies for free.

Common mistakes

  • Not mobile-linked Aadhaar — DigiLocker registration fails. Fix at UIDAI Seva Kendra (free).
  • Sharing your DigiLocker PIN — never. PIN gives full access.
  • Trusting fake DigiLocker apps — only the Government of India branded one. Check developer.
  • Self-uploaded scan rejected — government offices accept only issuer-pushed documents (not your scans). For proof use issued docs.
  • DL/RC mismatch — if Aadhaar mobile differs from RTO mobile, RTO won't push. Update RTO records.

Latest updates (2026)

  • Income Tax integration — full Form 16, ITR, Form 26AS auto-pull from incometax.gov.in.
  • Property records (Bhulekh) — added in select states (UP, MP, Karnataka).
  • Scheme certificates — PMAY beneficiary letter, Ayushman Bharat card now in DigiLocker.
  • Cross-border — accepted by Singapore Government for Indian visitors.
  • e-Sign integration — sign + share documents legally without printing.

FAQ

Is DigiLocker driving licence valid for police checks?

Yes — IT Act §9A + Motor Vehicles Act amendment (2018). Show DL on phone; police must accept. If a constable refuses, file complaint + show this rule.

Can my employer ask for physical copies despite DigiLocker?

No — DigiLocker is legally equivalent. Direct your employer to DigiLocker Rules 2017 + MeitY directive. Refusal can be challenged.

I lost my phone with DigiLocker app. Can someone access my docs?

No — they need: (a) phone unlock, (b) DigiLocker app PIN, © Aadhaar OTP for sensitive ops. Three factors. Reset via re-login on new phone with Aadhaar mobile-OTP.

Why isn't my driving licence showing?

Common reasons: (a) RTO hasn't pushed (recently issued DLs take 30 days), (b) Aadhaar mobile differs from RTO record, © DL number entered wrong. Fix at RTO via “Aadhaar update at RTO”.

Can I open multiple DigiLocker accounts?

No — one Aadhaar = one DigiLocker. Multiple attempts blocked.

I'm 14. Can I use DigiLocker?

Yes — if you have Aadhaar with mobile linked. Useful for storing CBSE Class 10 results.

Is DigiLocker secure?

Government-grade. Encrypted + Aadhaar-OTP locked. No data shared with private parties. DPDP Act 2023 compliance built in.

Yes — Supreme Court + High Courts have accepted DigiLocker submissions. Evidence Act amendment 2017 + IT Act §9A together establish admissibility.

Why doesn't DigiLocker show my degree?

Your university must be a registered issuer. ~95% of UGC/AICTE-recognised universities push degrees. Smaller / private universities may not. Contact university directly.
