Farmer ID and AgriStack Registry 2026

Farmer ID and AgriStack Registry 2026: RTI Wiki citizen guide

Quick answer: A Farmer ID is the AgriStack digital identity for your farm, created free on your state Farmers Registry portal with Aadhaar and the land record. The Union Cabinet approved the Digital Agriculture Mission on 2 September 2024 with an outlay of ₹2,817 crore. As of 3 August 2026, PIB reported more than 10.31 crore Farmer IDs against a target of 11 crore by 2026-27. Register on your state `…fr.agristack.gov.in` site. If the portal stalls, take the reference to the Block Agriculture Officer, then file RTI.

If you only have 2 minutes: open your state registry (pattern: state-code + fr.agristack.gov.in, for example upfr.agristack.gov.in or mhfr.agristack.gov.in), self-register with the Aadhaar-linked mobile, and save the enrolment number. Do not pay an agent. Use the AI RTI Drafter if a verifier will not say why you are pending.

What AgriStack and Farmer ID are

AgriStack is the Digital Public Infrastructure for agriculture. PIB describes three foundational registries, created and maintained by State Governments and Union Territories:

  • the Farmers Registry, which issues your Farmer ID
  • geo-referenced village maps
  • the Crop Sown Registry from the Digital Crop Survey

agristack.gov.in states that each farmer is assigned a unique Farmer ID — a functional ID based on Aadhaar as per IndEA 2.0 — plus a digitally verifiable credential. The registry is linked to farmland plot records for non-legal, planning, advisory and scheme-delivery purposes only. It is not a substitute for your Record of Rights.

  • Mission: Union Cabinet approval on 2 September 2024. Outlay ₹2,817 crore, of which the central share is ₹1,940 crore (PIB PRID 2051719).
  • Target: digital identities for 11 crore farmers by 2026-27 — 6 crore in FY 2024-25, 3 crore in FY 2025-26, 2 crore in FY 2026-27 (PIB PRID 2050966 / 2051719).
  • Progress: more than 9.20 crore Farmer IDs as of 19 March 2026 (PIB PRID 2244626); more than 10.31 crore as of 3 August 2026 (PIB PRID 2296209, released 7 August 2026).
  • Who owns the register: the state / UT, not a single national office. That is why every state has its own `…fr.agristack.gov.in` portal.
  • Who is in scope: landholding farmers, including women farmers. AgriStack materials also provide for cultivators who do not own the land, such as tenants and sharecroppers — the proof your state asks for can differ.
  • Money schemes: PIB notes that Farmer ID is meant to integrate Direct Benefit Transfer schemes such as PM-Kisan. Treat “no ID, no instalment” WhatsApp forwards with caution: confirm the current rule on pmkisan.gov.in and your state portal. There is no single all-India last date.
  • RTI: enrolment status, verifier name and rejection reasons are held by the State Agriculture Department / district agriculture office. File under RTI Act 2005 §6(1). Reply is due in 30 days under §7(1).

How to register your Farmer ID yourself

Self-registration is free. Assisted enrolment through a CSC, Farmer Producer Organisation or village camp should not carry a registration fee. PIB records that the centre provisioned ₹10 per Farmer ID as honorarium to field functionaries from the PM-Kisan administrative fund, and ₹15,000 per camp as assistance to states. That money is not a charge on you.

Process flow for Farmer ID and AgriStack Registry 2026

  1. Open your state Farmers Registry. The host follows {state-code}fr.agristack.gov.in. Working examples: Uttar Pradesh, Maharashtra, Chhattisgarh, Tamil Nadu, Andhra Pradesh, Kerala, Assam.
  2. Choose farmer self-registration / create new user. Authenticate with Aadhaar and the OTP on the Aadhaar-linked mobile.
  3. Confirm the land record the portal pulls up — khasra / survey / plot numbers must match the name on the Record of Rights.
  4. Check spelling of your name, parentage and village against Aadhaar and the land record. A mismatch here is the usual reason an ID stays pending.
  5. Submit, note the enrolment / reference number, and keep a screenshot. A local verifier then approves it.

If you have no smartphone

Go to a Common Service Centre, a village camp, or the Block Agriculture Office with Aadhaar and land papers. Ask for a printed acknowledgement. You are not required to pay a private “token” to be put on the register.

State Farmers Registry hosts

State example Host
Uttar Pradesh upfr.agristack.gov.in
Maharashtra mhfr.agristack.gov.in
Chhattisgarh cgfr.agristack.gov.in
Tamil Nadu tnfr.agristack.gov.in
Andhra Pradesh apfr.agristack.gov.in
Kerala klfr.agristack.gov.in
Assam asfr.agristack.gov.in
National explainer agristack.gov.in

If your state is not in the table, try the same pattern with your official two-letter state code, or ask the Block Agriculture Officer for the live URL. Ignore lookalike domains that are not `.gov.in`.

When the portal rejects you or stays pending

Work in this order:

  1. Fix the record. The usual defects are a spelling mismatch between Aadhaar and the land record, or land standing in a parent or joint holder's name. Correct the Record of Rights at the tehsil, then re-submit.
  2. Ask a human. Take the reference number to the Block Agriculture Officer or CSC and ask for the verifier's reason in writing. Use the grievance option on the state portal.
  3. Protect PM-Kisan. If an instalment is held, raise a grievance on pmkisan.gov.in and complete e-KYC there as well. PM-Kisan contacts: fw.pmkisan.gov.in/Contacts.aspx.
  4. File RTI with the district agriculture office for status, verifier name and the rejection note.

Crop insurance, MSP procurement and Kisan Credit Card are increasingly read against the same registries. For insurance steps see PM Fasal Bima Yojana. For credit, see crop loan interest subvention and animal husbandry KCC.

Sample RTI if Farmer ID is stuck

File under §6(1) to the Public Information Officer, District Agriculture Office / State Agriculture Department.

To
The Public Information Officer
District Agriculture Office
[District, State]

Subject: Information under Section 6(1) of the RTI Act, 2005 — Farmer ID / Farmers Registry enrolment [NUMBER]

1. Current status of Farmer ID / Farmers Registry enrolment number [NUMBER] in the name of [NAME], including the date of receipt and the present stage.
2. Name, designation and office of the official assigned to verify this enrolment, and the date from which it has been pending.
3. Copy of any query, deficiency memo or rejection note on this enrolment.
4. The list of documents still treated as deficient, if any.
5. Whether a Farmer ID is currently a condition for PM-Kisan / crop-insurance / MSP registration in this district, and the circular that says so.

Please reply within 30 days under Section 7(1). If another officer holds the file, transfer under Section 6(3) and inform me.

[Name, address, mobile]

Use the AI RTI Drafter and the First Appeal Builder if the 30-day clock under §7(1) expires. Read The RTI Playbook before you file.

Typical pending case. The portal shows the plot, but the name on Aadhaar is a short form of the name on the Record of Rights. The verifier will not click approve. Correct the land record or file a name-change on Aadhaar so both strings match, then take the enrolment number to the Block Agriculture Officer. If nobody will write the reason, the RTI above usually produces the deficiency note.

Common mistakes

  • Paying a private agent a “creation fee”. Self-registration is free. The ₹10 PIB figure is an honorarium to field staff, not your fee.
  • Using a generic website instead of your state `fr.agristack.gov.in` host.
  • Trusting a forwarded “last date for all India”. Deadlines, if any, are state or camp dates.
  • Ignoring a spelling mismatch and re-applying on a second Aadhaar mobile.
  • Stopping PM-Kisan e-KYC because you think Farmer ID has replaced it. Complete both until the state portal says otherwise.

Frequently asked questions

Is the Farmer ID the same as Aadhaar?

No. It is a separate agricultural identity linked to Aadhaar and the land record. AgriStack says it carries a digitally verifiable credential and is meant for scheme delivery, planning and advisory — not as a legal title deed.

Do I have to pay to get a Farmer ID?

No. Self-registration is free. Assisted enrolment at a CSC or camp should not carry a registration fee. If someone demands money to “create” the ID, refuse.

Will PM-Kisan stop without a Farmer ID?

PIB describes Farmer ID as the identity rail for DBT schemes including PM-Kisan. That is not the same as a gazetted all-India cut-off. Confirm the current requirement on pmkisan.gov.in and register early.

Can a tenant or sharecropper get a Farmer ID?

The Farmers Registry is built to cover cultivators who do not own the land, alongside landholders and women farmers. The proof your state asks for varies. Check the state portal rather than a national rumour.

Which website do I use?

Your state Farmers Registry, usually `{code}fr.agristack.gov.in`. National explainers sit on agristack.gov.in and agriwelfare.gov.in.

How many Farmer IDs exist?

PIB: more than 10.31 crore as of 3 August 2026, against the 11 crore target by 2026-27. Earlier public counts were 4.86 crore on 28 March 2025, 8.48 crore on 4 February 2026, and 9.20 crore on 19 March 2026.

My application is stuck on pending. What now?

Pending usually means a local verifier has not approved it. Take the reference to the Block Agriculture Officer, raise a grievance on the state portal, then file RTI with the district agriculture office.

What to do in the next 30 minutes

  1. Open your state `fr.agristack.gov.in` host and see whether a Farmer ID already exists on your Aadhaar.
  2. If not, self-register and save the enrolment number.
  3. If pending, photograph the screen and visit the Block Agriculture Office with Aadhaar and the land record.
  4. If nobody will give a written reason, file the RTI above.
