Bihar RTI First Appeal Form 2026, official PDF from the Bihar Rules. Use this format when the Public Information Officer has refused information or failed to reply within 30 days under §7(1) of the RTI Act, 2005. The First Appeal lies with the First Appellate Authority (FAA) within the same public authority and must be filed within 30 days of the PIO's reply or the deemed-refusal date.

• The PIO has not replied within 30 days under §7(1) RTI Act, 2005.
• The PIO has refused information citing an exemption you believe does not apply.
• The PIO has charged a fee you think is wrong.
• The PIO has given only part of the information you asked for.

In all four situations, the First Appeal is your next step. The form linked above is the format prescribed by the Bihar Rules.

1. Name and address of the appellant — your full name and complete postal address.
2. Name and address of the PIO whose order is appealed against — the PIO who replied or failed to reply.
3. Date of receipt of the PIO's order — fill the date you received the reply, or the 31st day after you filed the RTI if no reply came.
4. Grounds of appeal — explain in plain language why you are appealing.
5. Reliefs sought — the specific information you want.
6. Verification — sign and date.
