• Wrong vehicle category — bring correct category (gear/gearless/transport).
• LL expired before PDL test — LL valid 6 months only. Re-apply LL.
• Address proof mismatch with RTO jurisdiction — apply at RTO of your address state.
• Smart card never arrived — India Post lost / wrong address. RTI to RTO.

1. LL theory test failed — Re-book at parivahan.gov.in → next available slot (usually next day). No fee. Pass mark 6/10.
2. PDL driving test failed — Re-book after 7 days. Rs 50 re-test fee. Practice the failed maneuver beforehand.
3. Wrong vehicle on test day — Carry correct category — gear MCG ≠ gearless MCWG ≠ LMV. Free reschedule once.
4. LL expired — Apply fresh LL — Rs 200. Then 30-day wait + PDL.
5. Smart card not received in 30 days — Track at parivahan.gov.in → RC Status. If “dispatched” but not received: file complaint with India Post + RTI to RTO.
6. RTO refusing PDL despite passing test — Cite MV Act §10 (DL must be issued on test pass + fee paid). File RTI + appeal to Transport Commissioner.
7. e-DL via DigiLocker as interim — Once RTO approves, e-DL is auto-pushed to your DigiLocker — usable everywhere physical card is.
