Car Loan NOC Lost After Closure? How to Get a Duplicate NOC

Last reviewed: 13 August 2026.

Quick answer: A lost NOC does not recreate a closed loan. Ask the bank or NBFC for a duplicate due-clearance or closure certificate and Form 35 signed by the registered owner and financier. Parivahan's official hypothecation-termination guidance identifies Form 35, the registration certificate and appropriate Rule 81 fee; its list marks several additional documents as state-dependent.

A lost NOC does not recreate a closed loan. After checking every vehicle identifier, apply for hypothecation termination through the official Vahan service if enabled for your state, or at the registering authority. Do not rely on a nationwide ₹100–₹500 fee or one-to-four-week promise. The fee, online flow, supporting list and RC delivery vary by state.

Why the distinction matters

The lender proves the finance agreement ended; the RTO removes the endorsement from the registration record. A loan shown closed in a credit report does not by itself update the RC, and an updated RC is not a substitute for the lender's account closure record. Keep both.

Action checklist

  1. Write to the lender with loan account, registration number and borrower details; request a duplicate closure certificate or NOC and signed Form 35.
  2. If the lender has merged, use the successor's official grievance channel and provide the original lender, branch and account details.
  3. Check the owner name, registration, chassis and engine details against the RC before accepting the documents.
  4. Open the official Vahan vehicle-related service for your state and choose hypothecation termination, or confirm the counter route with the RTO.
  5. Upload or carry Form 35, RC, due-clearance certificate and the additional state-required records shown by the portal; pay the displayed official fee.
  6. Save the application receipt and track the updated RC. If the lender refuses documents, use its grievance process and RBI CMS after Ombudsman eligibility is met.

Evidence file to keep

  • loan account and closure statement
  • duplicate NOC or due-clearance certificate
  • Form 35 signed by owner and financier
  • current RC
  • state-required insurance, PUC, address or other records
  • Vahan or RTO receipt

Escalate without losing the record

Use the service owner's written grievance route first and preserve its acknowledgement. Escalate only to the regulator, appellate authority, Commission or police route that applies to this issue. A telephone assurance is not a closure record. If a public authority holds the missing status, note, inspection report or reason, request that existing record precisely; RTI does not compel a desired service outcome.

Frequently asked questions

Does losing the NOC reopen the car loan?

No. The debt record does not change because paper was lost; obtain replacement closure documents.

Is Form 35 required?

Parivahan's official guidance identifies Form 35 signed by the owner and financier for hypothecation termination.

Are all listed documents compulsory in every state?

No. Parivahan marks several supporting documents as state-dependent. Follow the current Vahan or RTO checklist.

Can the RTO remove hypothecation from a credit report alone?

Do not rely on it. Obtain the financier's signed Form 35 and due-clearance certificate required by the official process.
