Escalation ladder
- First level: local branch, helpdesk, school, hospital, department section, service centre, buyer, portal officer or company grievance cell.
- Second level: nodal officer, regional office, principal, registrar, municipal grievance officer, tender inviting authority, bank principal nodal officer or platform escalation team.
- Regulatory or public grievance level: use the official portal relevant to the subject, such as RBI CMS, National Consumer Helpline, e-Jagriti, CPGRAMS, EPFO grievance, GST portal, Income Tax portal, GeM, Passport Seva or the state department grievance route.
- Formal legal level: consumer commission, RERA, ombudsman appeal, labour authority, court, tribunal, police complaint or writ remedy where the facts justify it.

What if the complaint is closed without reasons?
Save the closure screenshot and file a second-level complaint asking for the reasons, the record examined, and the remedy refused. A closure without reasons is often easier to challenge than a reasoned rejection.
Practical drafting notes
Keep every representation short enough for a busy officer to understand, but complete enough that the file can move without another clarification. The strongest complaint usually has four parts: the reference number, the defect, the evidence and the requested order. Avoid long background stories unless they explain a key date. If you are attaching many pages, put the most important document first and number the attachments in the same order as the complaint. When you follow up, quote the earlier acknowledgement and ask for the present status instead of starting a new story. This method also helps later in RTI, consumer forum, ombudsman or court proceedings because the record will show that you asked for a specific remedy and gave the authority a fair opportunity to fix it.
For sensitive matters, redact unnecessary identity numbers before emailing documents. Keep originals safely and submit copies unless an official rule requires original verification. If an officer or company asks for additional documents, reply in writing and keep proof of submission. If the demand seems irrelevant, ask for the rule or written reason instead of refusing orally.
Passport returned undelivered by post: How to re-request and track delivery?
When your passport is returned undelivered by the post office, here is the complete guide:
- Step 1: Why passports are returned undelivered. (a) the address was incorrect or incomplete, (b) the recipient was not available at the address during repeated delivery attempts, © the post office could not locate the address, (d) the passport was dispatched to the wrong address, (e) the post office returned it to the Regional Passport Office (RPO).
- Step 2: How to check status. (a) check the passport status on the Passport Seva portal (passportindia.gov.in), (b) the status will show “returned undelivered” or “passport returned to RPO”, © note the tracking number (India Post consignment number) shown in the status, (d) track on India Post (indiapost.gov.in) using the consignment number.
- Step 3: How to re-request delivery. (a) contact the Regional Passport Office (RPO) that dispatched the passport, (b) submit a signed written re-dispatch request (many RPOs publish a “Passport Re-Dispatch Request” form to be filled, signed and emailed from the address given in the application), © provide: (i) the file number, (ii) the correct address, (iii) a mobile number for contact, (d) the RPO will re-dispatch the passport through India Post, (e) ask the RPO in writing for the expected re-dispatch timeline; you can also raise a grievance on the Passport Seva portal or CPGRAMS.
- Step 4: Visit the RPO. (a) if the passport is at the RPO: visit in person with: (i) the acknowledgement receipt, (ii) identity proof, (iii) address proof, (b) request handover of the passport, © ask the RPO in writing whether any fee applies, and pay only against a written receipt, (d) some RPOs allow walk-in collection with prior appointment.
- Step 5: Address change. (a) if the address has changed since the application: file a fresh passport application with the new address, (b) you cannot change the delivery address of an already-dispatched passport, © if the passport is still not collected after re-dispatch, the RPO may cancel it and you will have to apply afresh.
- Step 6: RTI for passport delivery. File RTI with the RPO asking for: (a) the dispatch date and tracking number, (b) the reason for non-delivery, © the current location of the passport, (d) the re-dispatch status, (e) the procedure for collecting the passport in person.
- Step 7: Police verification issues. (a) if the passport was returned due to adverse police verification: the status shows “police verification incomplete”, (b) you must re-apply after resolving the police verification issue, © file RTI with the police asking for the verification report status.
