Wrong or missing documents are the #1 reason PMAY applications get stuck. This is the verified, government-source-backed checklist for PMAY-G (rural) AND PMAY-U 2.0 (urban) — including the 4 verticals (BLC, AHP, ARHC, ISS).

Quick Answer

  • PMAY-G core: Aadhaar + bank passbook + land documents + caste certificate (if applicable) + photograph.
  • PMAY-U 2.0 core: Aadhaar + PAN + ITR (or income certificate) + bank statement + address proof + photograph.
  • PMAY-U 2.0 ISS extra: bank loan sanction letter + Form 1B (auto-generated on portal).
  • PMAY-U 2.0 BLC extra: land/property documents (sale deed / property tax receipt).
  • All Aadhaar must be mobile-linked (OTP verification mandatory).
  • ITR not mandatory for EWS — use ration card + employer letter if not in tax net.
  • Joint application (with spouse) preferred — house must be in woman's name (or jointly).

Documents NOT required

  • Income certificate (PMAY-G is SECC/Awas+ based — no income test)
  • ITR / PAN (not required for Gramin; Aadhaar is enough)
  • Property tax receipt (you typically don't have one — you're in a kutcha house)
  • BPL card (auto-checked from SECC; separate card not needed)

PMAY-U 2.0 (Urban) — full document list

8 common document mistakes (and how to avoid them)

  • Aadhaar not mobile-linked — biggest blocker. Update at UIDAI Seva Kendra (free) before applying. OTP can't reach you = application blocked.
  • Bank not Aadhaar-seeded — DBT silent failure. Branch visit with Aadhaar + passbook; ask for “Aadhaar seeding” + NPCI mapping.
  • Old PAN linked to old Aadhaar — if you updated Aadhaar, re-verify PAN-Aadhaar link at incometax.gov.in.
  • ITR-V unsigned — printed ITR copy must be signed. Most online ITR submissions auto-handle this; check before printing.
  • Income certificate from wrong officer — must be from Tehsildar / SDM, not Patwari. Patwari-issued income certificates are rejected.
  • Photo too old — must be within 6 months. Old photos cause verification mismatch.
  • Signature mismatch between Aadhaar and bank — visit branch with Aadhaar to update if signature has changed.
  • Land documents in joint family name — for PMAY-G you need mutation in your name (or spouse). Joint family / undivided property without your name explicitly = blocked.

Self-declaration affidavit format

You can type or hand-write this; sign with date + place. No notarisation needed unless your DUDA specifically asks.

Documents you DON'T need (despite agents claiming)

Beware of agents asking for:

  • NOC from neighbours — NOT required for PMAY.
  • Society/RWA NOC — NOT required (BLC).
  • Affidavit from advocate — self-declaration is enough.
  • Medical fitness certificate — NOT required.
  • Caste certificate from MLA / MP — only Tehsildar / SDM-issued is valid.
  • ₹500–5,000 “processing fee” — PMAY application is 100% free. Anyone asking for money is a fraudster.

FAQ

I don't have ITR — am I disqualified from PMAY-U?

No. EWS / LIG without ITR can submit income certificate from Tehsildar, salary certificate, or employer letter. Only MIG-1/MIG-2 (₹6+ lakh) need ITR.

Aadhaar mobile not linked. Can I still apply?

Update first, then apply. UIDAI Seva Kendra updates Aadhaar mobile in 7–10 days, free. Without mobile-linked Aadhaar, OTP-based portal verification fails.

Land is in joint family name. Can I apply?

You need mutation in your name OR legally documented possession. File partition/mutation at Tehsildar; this can take 30–90 days. Without it, BLC application blocked.

I'm a tenant — can I get PMAY-U BLC?

No — BLC requires you to own the land. You can apply for AHP (subsidised purchase) or ARHC (rental subsidy) without land.

Can I submit photocopies, or originals?

Photocopies to portal. Originals kept for physical verification by BDO/CMO. Never send originals via post.

My spouse died. Can I apply alone?

Yes. Submit death certificate + ration card showing you as head of family. House will be sanctioned in your name.

I have only one document missing. Can I apply and submit later?

Most portals accept partial application with mandatory minimum. Pending docs marked. But sanction is held until all are submitted. Best practice: complete first, apply once.

What if my address proof is in old city but I now live elsewhere?

Update Aadhaar address first (UIDAI portal — free, online with utility bill). Then apply with current Aadhaar.
