Dormant Bank Account: Reactivate or Claim Unclaimed Deposit
Old bank accounts often disappear from memory. A salary account becomes unused. A fixed deposit matures. A family member dies and the nominee does not know the account exists. RBI has rules for inoperative accounts and a central UDGAM portal for searching unclaimed deposits.
Quick answer. A savings or current account becomes inoperative if there are no customer-induced transactions for more than two years. Banks must offer KYC updation for activation at all branches and through V-CIP if the bank provides that facility. Banks must process activation of inoperative accounts or unclaimed deposits within three working days after receiving a complete application. No activation charge can be levied. UDGAM helps registered users search unclaimed deposits across participating banks, but the claim is made only with the respective bank. RBI inoperative accounts circular, RBI UDGAM FAQ

Inactive, inoperative, dormant, and unclaimed
Banks may use words like dormant or inactive. RBI's revised instructions use the term inoperative account.
| Term | What it means in practice |
|---|---|
| Inoperative account | Savings or current account with no customer-induced transaction for more than two years |
| Unclaimed deposit | Credit balance in a deposit account not operated for ten years or more, or an amount unclaimed for ten years or more |
| UDRN | Unclaimed Deposit Reference Number generated for unclaimed deposits transferred to RBI's DEA Fund |
These definitions come from RBI's 1 January 2024 revised instructions on inoperative accounts and unclaimed deposits. RBI inoperative accounts circular
What counts as a customer-induced transaction
RBI says customer-induced transactions include financial transactions initiated by or done at the behest of the account holder, non-financial transactions, and KYC updation done face-to-face or through digital channels such as internet banking or mobile banking. RBI inoperative accounts circular
Examples include ATM cash withdrawal, cash deposit, RTGS, NEFT, IMPS, UPI, cheque clearing, debit card transaction, standing instruction issued by the customer, and successful non-financial requests that leave an audit trail. RBI inoperative accounts circular
Bank-induced transactions such as charges, fees, penalties, taxes, and savings bank interest do not keep the account operative. RBI inoperative accounts circular
Step 1. Ask the bank for account status
Ask the branch or customer support:
- is the account operative, inoperative, frozen, or transferred to unclaimed deposits
- what KYC documents are required
- whether V-CIP is available
- whether nomination exists
- whether any debit freeze or legal freeze is present
Do not share OTPs or full account details with callers. Use the bank's official branch, official website, or official app.
Step 2. Reactivate an inoperative account
RBI says banks must make KYC updation available for activation of inoperative accounts and unclaimed deposits at all branches, including non-home branches, and through V-CIP if requested by the account holder and offered by the bank. RBI inoperative accounts circular
Use this request:
Subject: Request to activate inoperative bank account Account holder name: [name] Account number last 4 digits: [1234] Branch: [branch] Mobile and email: [details] Please activate my inoperative account after completing KYC. I am attaching / presenting the required KYC documents. Please process the request within the RBI-prescribed timeline and confirm activation by SMS and email.
RBI says banks must process activation requests within three working days from receipt of the complete application. RBI inoperative accounts circular
Step 3. Refuse activation charges
RBI says no charges shall be levied for activation of inoperative accounts. It also says banks are not permitted to levy penal charges for non-maintenance of minimum balances in an account classified as inoperative. RBI inoperative accounts circular
If charged, write:
Please reverse the activation charge and minimum-balance penalty levied after the account was classified as inoperative. RBI's revised instructions on inoperative accounts state that no activation charge shall be levied and penal charges for non-maintenance of minimum balance are not permitted in inoperative accounts.
Step 4. Search UDGAM for old deposits
UDGAM means Unclaimed Deposits Gateway to Access inforMation. RBI says it is an online portal developed by RBI to let registered users search unclaimed deposits and accounts across multiple banks in one place. RBI UDGAM FAQ
Use the official portal: UDGAM
RBI's FAQ says UDGAM covered 30 banks as on 4 March 2024, covering around 90 percent of unclaimed deposits by value in the DEA Fund, with remaining banks being onboarded. RBI UDGAM FAQ
Step 5. Claim from the bank, not from RBI
UDGAM is only a search facility. RBI's FAQ says the portal facilitates search and provides claim or settlement process information of each bank, but unclaimed deposits can be claimed only from the respective bank. RBI UDGAM FAQ
After a successful search, note:
- bank name
- UDRN, if shown
- name and address match
- claim process stated by the bank
- documents needed for depositor, nominee, or legal heir
Then approach the bank with KYC, death certificate where relevant, nomination proof, succession or legal heir papers where required, and the UDGAM result.
Step 6. If the bank delays
First complain to the bank's branch and grievance officer. Ask for written reasons and a timeline.
If unresolved or unanswered after 30 days, file a complaint on RBI CMS. RBI's Ombudsman FAQ says RB-IOS covers deficiency in service complaints where the regulated entity does not resolve the complaint to satisfaction or does not reply within 30 days. RBI Integrated Ombudsman FAQ, RBI CMS
