Direct answer. New voter registration uses Form 6 (online or at BLO). Documents required: PoI, PoA, PoDOB. Submit at voters.eci.gov.in OR Voter Helpline App OR BLO. No fee. EPIC issued free within 30 days under Rule 26 RER 1960.

Specifications + key rules

  • Eligibility: Indian citizen + 18+ on 1 January of the year + resident of constituency.
  • Form 6 is FREE — no fees. Beware agents demanding money.
  • Form 8 — corrections (name, address, photo, DOB).
  • Form 7 — deletion (death, shifted out, ineligible).
  • Form 8A — transposition within constituency (different polling station).
  • Aadhaar number is voluntary in Form 6 — you can't be denied EPIC for not providing it (Supreme Court 2023).
