Track an RTI Appeal with AI Safely — citizen guide 2026

A safe workflow for tracking RTI appeal notices with AI

AI can turn a pile of RTI receipts, replies and hearing notices into a useful chronology, reminder list and document index. It cannot tell you the official status of a CIC or SIC case unless you independently check the Commission's portal, cause list, notice and signed order. Use AI as a private clerk: give it redacted copies, demand source references, and verify every date before acting.

Quick answer: Track the case first on the official Commission system. For a Central Information Commission matter, use the CIC website and its linked portal, dss.cic.gov.in. Save the case or diary number, check defects, cause lists and notices, and maintain your own deadline calendar. AI may summarise those documents, but it must never invent or replace a hearing date, filing status or order.

The four records that outrank every AI answer

Keep each record as a PDF or screenshot with the retrieval date. When the portal and an email differ, do not ask AI to choose. Contact the Commission helpdesk or registry using the current details on the official website and preserve the clarification.

Set up a clean appeal tracker

Create one folder for the case. Use neutral filenames and never overwrite the original downloads.

Add a plain chronology with five columns: date, event, source document, action required and verification status. Mark an entry officially verified only after you can point to the exact document or portal page.

Know which statutory dates belong in the tracker

For the second-appeal chain, use the RTI Act itself and the Commission's instructions:

  • Section 19(1) gives the normal first-appeal route after the RTI reply deadline or an adverse CPIO/SPIO decision.
  • Section 19(6) gives the FAA 30 days, extendable to a total of 45 days with recorded reasons. It does not create a 30-day disposal deadline for the CIC or SIC.
  • Section 19(3) provides the 90-day period for a second appeal from when the first-appeal decision should have been made or was actually received, with possible condonation for sufficient cause.

The Commission may take up matters according to its own listing process. The CIC FAQ says cases are generally taken up in chronological order, subject to a Commission decision to accord precedence in particular circumstances. Do not let an AI model invent an “average disposal date” and treat it as a promise.

Seven safe AI jobs

1. Extract dates with a source column

Ask AI to return a table containing the exact date, event, quoted document label and page number. Then compare every row with the original.

Read only the attached redacted documents. Extract every date.
For each date give: event, filename, page, exact supporting words,
and whether an action deadline is expressly stated. Do not infer a
hearing date or deadline. Write NOT STATED where the record is silent.

2. Compare the RTI request with the replies

Have AI map each numbered information item to the CPIO reply and FAA order. This helps reveal unanswered items, but you must decide whether the response is legally sufficient.

3. Build a defect-response checklist

Give AI the Commission's defect notice and ask it to list only the missing documents named there. Verify the cure method and deadline on the actual notice or portal.

4. Summarise a hearing notice

Ask for the case number, date, time, mode, link or venue, authority name, respondent and required documents. Then check every field against the notice and official cause list.

5. Prepare an indexed hearing brief

AI can compress the case into: information sought, denial, first-appeal outcome, disputed items, grounds and relief. Require a citation to your document index for each factual statement.

6. Summarise the signed order

Separate directions, recipient, compliance period expressly written in the order, reporting requirement and any issue left undecided. Never calculate a date until you confirm the order's communication date and wording.

7. Draft a factual compliance follow-up

The draft should quote the operative direction accurately, identify what remains undone and attach the order. It should not threaten contempt or claim a penalty unless an authorised forum actually made that direction.

Privacy: redact before uploading to an AI service

RTI records can contain home addresses, phone numbers, signatures, identity numbers, medical records, bank information and details about third parties. Uploading them to an AI service creates a separate data-handling decision.

Make a working copy and mask information that is not required for the task:

  • full address and personal phone number;
  • signature and identity-document numbers;
  • bank, card or account identifiers;
  • children's details;
  • medical or disability information;
  • third-party personal information;
  • hearing links intended only for the parties.

Keep the unredacted originals offline. Check the AI provider's current privacy and retention settings yourself; this article does not endorse a service or promise confidentiality.

Verify a CIC matter on the official surface

The CIC homepage links citizen services for online appeals and complaints, status, cause lists and decisions. In August 2026, the Commission announced that its upgraded online filing portal had resumed from 4 August 2026 at dss.cic.gov.in. Operational notices can change, so start from cic.gov.in rather than an old bookmark.

Use this sequence:

  1. open the CIC homepage and read current notices;
  2. open the linked official portal;
  3. enter the exact diary, registration or case details requested;
  4. save the status result with retrieval date;
  5. check the cause list near a scheduled hearing;
  6. compare the cause list with the served hearing notice;
  7. after disposal, download the signed order from the official decision record;
  8. track compliance separately.

For an SIC, use that Commission's official government website. Do not assume every State has the same portal, fields, hearing practice or helpdesk.

This system is especially useful when AI confidently supplies a room number, video link, commissioner name or compliance date that does not appear in the notice.

Hearing preparation from the tracker

Prepare one short pack:

  • the hearing notice and identity document required by it;
  • a one-page chronology;
  • the original RTI and proof;
  • CPIO reply and first appeal;
  • FAA order or proof of silence;
  • second appeal and index;
  • a table of items still not supplied;
  • the exact relief requested;
  • any written submission furnished through the authorised channel.

The CIC FAQ says an appellant may appear personally or through a duly authorised representative and that video-conferencing facilities are available in many locations. The actual mode for your case is the one stated in the hearing notice or confirmed by the Commission.

After the order: track compliance as a new phase

Do not mark the case “finished” merely because an order was uploaded. Extract the operative directions carefully and record:

  1. the public authority or officer directed;
  2. each record or action ordered;
  3. the period stated in the order;
  4. the communication or receipt evidence;
  5. what was supplied;
  6. what remains missing;
  7. any Commission channel for compliance or non-compliance material.

Use the official procedure current on the filing date. A generic AI-generated “compliance petition” may cite a non-existent format or invent powers, so keep the follow-up factual.

Common failure patterns

  • Treating a diary number as proof of registration.
  • Allowing an AI calendar to calculate from a guessed service date.
  • Believing section 19(6) promises a CIC decision in 30 days.
  • Uploading unredacted personal records to a public chatbot.
  • Relying on a search-engine snippet instead of the current Commission page.
  • Using an old portal domain after a Commission upgrade.
  • Quoting an AI summary instead of the signed order.
  • Marking “disclosed” when only a cover letter arrived.

Frequently asked questions

Can AI check my CIC case status directly?

Only the official CIC system can provide the official status. AI may help you interpret a status page you retrieved, but verify the page, case number and retrieval date.

Can AI calculate my second-appeal deadline?

It can assist if you supply verified dates, but you must check the calculation against section 19(3), the FAA stage and the actual receipt evidence.

Does section 19(6) apply to the CIC hearing?

No. Its 30-to-45-day rule is for appeals under section 19(1) or 19(2), not the section 19(3) second appeal.

What if the portal and hearing email show different details?

Do not guess. Preserve both and contact the Commission through the current official helpdesk or registry route.

Should I upload my full RTI file to a chatbot?

Not by default. Use redacted working copies and review the service's current privacy settings. Keep originals offline.

Can AI attend or file the appeal for me?

No. A filing must satisfy the Commission's procedure, signatures, declarations and documents. AI can only help prepare text.

How do I know whether an order has been obeyed?

Compare each operative direction with the records actually supplied and preserve proof of dates and delivery. An upload alone is not compliance.

Can I use the same tracker for an SIC case?

Yes as an organisational method, but use the relevant SIC's official rules, portal, notices and contact details because State procedures differ.
