Top Class scholarship for SC students at IITs, IIMs
Ananya holds an admission letter from IIT Bombay and a fee demand she cannot pay. Under the Central Sector Scholarship of Top Class Education for SC Students her full tuition is met and she receives ₹86,000 in her first year, provided she takes one of the 14 slots IIT Bombay holds under this scheme. Applications for 2026-27 are open on the National Scholarship Portal until 31 October 2026.
That last condition is the whole story. The scheme has fixed seats per institute, and they run out.
What the money covers, item by item
Paragraph 4 of the scheme guidelines, published by the Department of Social Justice and Empowerment, gives you:
- Full tuition fee and non-refundable charges, subject to a ceiling of ₹2.00 lakh per year per student at private sector institutions. Government institutions carry no equivalent cap.
- ₹86,000 as an academic allowance in the first year, and ₹41,000 in every subsequent year, for living expenses, books and stationery, and a computer or laptop with accessories.
- Payment as a lump sum, released “without insisting on production of voucher or undertaking”.
- Money paid straight to you by the Central Government through Direct Benefit Transfer. You then deposit the fee with the institute within a month.
Family income from all sources must be up to ₹8.00 lakh a year, certified by a revenue officer not below Tehsildar rank for self-employed parents, or by the employer.
What it will not do: paragraph 2© awards fresh scholarships only to first year students, paragraph 9 bars any other similar Central or State scholarship, and paragraph 2(h) ends it if you change institute.

The guidelines document has a labelling quirk
On 6 August 2026 the scheme page lists one live document, titled “Scheme Guidelines for 2026-27”, uploaded on 24 June 2026. Open the PDF and its cover reads “Applicable from 2025-26”. Its slot table stops at the 2025-26 row.
So the financial norms above are what the Department serves today, but the slot and institution counts in that file are scoped to 2025-26 on its own wording. Treat them as a working baseline, not a notified 2026-27 allocation. The 21,500 overall cap in paragraph 3(b) ran from 2021-22 to 2025-26 and has expired.
Your institute holds a fixed number of seats
Slots are allotted institution by institution. If more eligible SC students are admitted than there are slots, paragraph 2(b) restricts the award to the top students on an inter-se merit list drawn from the course admission criteria. On a tie, lower family income wins.
The table spreads 1,900 fresh slots across 285 notified institutions:

At institute level the numbers shrink. IIT Delhi and IIT Roorkee carry 16 slots each, IIT Bombay and IIT Chennai 14, IIM Ahmedabad 11, NALSAR Hyderabad 8, and the Indian Institute of Science Bangalore just 3.
Two rules cut further into that pool. Thirty percent of an institution's slots go to eligible SC girl students on their inter-se merit, excluding girls already on the overall merit list. And no family gets the benefit for more than 2 siblings.
This is not the Post-Matric scholarship

The route, and the dates that govern 2026-27
- Confirm your institute is on the notified list in the guidelines PDF, and check the course level against it. A postgraduate slot will not help an undergraduate.
- Complete your One Time Registration on the National Scholarship Portal.
- Apply under “Central Sector Scholarship of Top Class Education for SC Students”. The portal opened for 2026-27 on 1 June 2026.
- Upload income certificate, caste certificate, bank details, admission rank and fee details, all required by paragraph 5©.
- Submit before 31 October 2026, the student application closing date on the portal.
- Chase your institute until it verifies and forwards the application. Institute verification closes 15 November 2026, nodal officer verification 30 November 2026.
The guidelines fix 31 October for institute verification but defer to “the date decided by DBT Mission”. The portal dates are operative.
Why claims get rejected
The largest single cause is silence at the institute. Paragraph 5© puts the eligibility call on the institution and says its decision on caste, family income, qualification and rank “shall be held as final by the Ministry”. An unverified application expires when the window closes.
The other recurring causes are structural, not clerical: a second year student applying fresh, a third sibling, a student already drawing a similar Central or State scholarship, a student who transferred institutes. The guidelines exclude all of them by design.
One trap sits with the college. An institute that stops applying for 3 consecutive years, or that lacks an AISHE code or NSP KYC, is dropped from the notified list.
What a four year course is worth
Take a student on a 4 year undergraduate course at a notified government institution. The academic allowance alone is ₹86,000 in year one plus ₹41,000 in each of years two, three and four: ₹86,000 + ₹1,23,000 = ₹2,09,000 in cash, with full tuition met on top.
Now run her through a private empanelled institute charging ₹3,20,000 a year. The ₹2.00 lakh ceiling applies, so ₹1,20,000 a year stays with her family, ₹4,80,000 over 4 years. Check the fee against the ceiling first.
If it is sanctioned and never lands
Check two things first. The National Scholarship Portal publishes a sanctioned list, and PFMS Know Your Payment shows whether a transfer was generated. Sanctioned on the portal but nothing in the bank is a disbursement question, not an eligibility one.
Then use the RTI Act, 2005. The institution and the Department are both public authorities holding different halves of the file. Ask separately.
To the PIO of your institute, under section 6(1), ask for the inter-se merit list for your course under this scheme for 2026-27, the date your application was verified and forwarded on NSP, and how many allotted slots were filled and how many lapsed.
To the PIO of the SC Division, Ministry of Social Justice and Empowerment, ask for the sanction list for your institute for 2026-27, your position in it, the date the DBT instruction was issued, and the transaction reference. Payment goes from the Centre straight to the student, so the Department holds this record even if your college does not.

Questions students ask
Is the Top Class scholarship open for 2026-27 right now?
Yes. The National Scholarship Portal lists this scheme as open from 1 June 2026, with student applications accepted until 31 October 2026. Institute verification runs to 15 November 2026 and nodal officer verification to 30 November 2026. Those were the dates the portal displayed on 6 August 2026.
Do I get the money or does my college get it?
You do. Paragraph 4(d) says tuition fee, other non-refundable charges and the academic allowance are paid directly to the student through Direct Benefit Transfer. You must then deposit the fee with the institute within a month of receiving the payment.
My family income is ₹8.5 lakh. Can I still apply?
No. Eligibility is capped at total annual family income from all sources of ₹8.00 lakh. There is no relaxation clause for income, and the scheme text keeps financial norms outside the Minister's power to relax. Look at the Post-Matric route and institute fee waivers instead.
Can my younger brother also claim it after me?
Only if he is the second sibling, not the third. The benefit is not provided to more than 2 siblings in a family, and each student files an affidavit certifying that he or she is not the third sibling availing the scheme.
I am in my second year at an IIT. Did I miss it?
For a fresh award, yes. Fresh scholarship goes only to first year students, and second, third and fourth year students are not eligible for fresh selection. Renewal exists only for those selected in year one, and turns on the institution confirming you were promoted.
Will an RTI get me the scholarship if I was not selected?
No. RTI gets you the record, not the seat. It is the right tool when a sanctioned payment has not reached you, when you want the merit list your institute drew up, or when you want to know how many slots lapsed. It is the wrong tool for arguing you should have ranked higher.
