Plain-English summary. Your Municipal Corporation, Jal Board (DJB Delhi, BWSSB Bangalore, HMWSSB Hyderabad, KWA Kerala) or Panchayat (under Jal Jeevan Mission in rural areas) is legally bound to give you a new water connection within the timeline notified in your state's Right to Service Act — usually 15 to 30 days from receipt of complete application + fee. Sangeeta's story — "My HUDA-plot water connection came in 18 days after 4 months of being ignored"

Sangeeta Yadav, 38, school teacher from Faridabad. Applied for a domestic water connection on her HUDA Section 49 plot in January 2025. Deposited Rs 7,500 water connection fee + Rs 3,200 sewerage chamber fee with the Municipal Corporation Faridabad. By May, four months later, no pipe had been laid.

“The Faridabad Smart City helpline (0129-XX) told me there was 'no record' of my application — even though I had the receipt. I went to the MCF water supply office twice. Each time the clerk said 'Madam, JE will visit'. No JE visited. My borewell water was getting brackish and my daughter had a stomach infection in April. In May my brother — a CA — told me to file an RTI. He helped me write it. I sent it on 5 May to the PIO Municipal Corporation Faridabad, Water Supply Department, by Speed Post. I got a registered envelope back on 1 June — 27 days. The reply said in clean Hindi: 'The road-cutting permission from PWD (Public Works Department) for the lateral pipe to your plot has not been received. PWD reference no. PWD-FBD-2025-0214 dated 18-Feb-2025 is pending with PWD Sub-Division, Sector 16.' I took that printed RTI reply, walked into the PWD Sub-Divisional Office in Sector 16 the next morning. The Junior Engineer there saw the file number, opened the case on his computer, and said it was waiting for a routine NOC from the Engineering Cell. He cleared it that afternoon. The MCF crew laid the pipe on 18 June and turned the water on the next day. From RTI to running tap: 44 days. The 15th Finance Commission's 2024 audit of municipal water supply found that roughly 40 percent of new connection requests breach the state Right to Service deadline, but written reasons are rarely given upfront. The PIO at the water utility, however, must answer in writing in 30 days under the RTI Act 2005. ===== Why an RTI works (when 1916 / city helpline doesn't) ===== You have probably already tried the helpline (1916 for DJB; 1100 for the state grievance line in many states; city-specific numbers like BWSSB 080-22238888, HMWSSB 155313, BMC 1916/1800, MCF 0129-XX), the company portal (DJB online, BWSSB Sevotri, HMWSSB MetroWater, BMC HFP), and possibly the Mayor's office. They can work — when they do. * Helpline / portal: the agent or auto-ticket can mark your complaint “resolved” with “site survey scheduled” or “JE deputed” — no reason needed, no appeal, no deadline. * RTI: the PIO must give you a written reply with reasons within 30 days under §7(1) of the RTI Act 2005. If they don't, you file a First Appeal for free under §19(1). Then a Second Appeal to the State Information Commission (SIC), where penalties of up to Rs 25,000 can be imposed on the silent PIO under §20. In short: the helpline is a request. An RTI is a legal claim on your right to know. And the written reply is admissible evidence if you go to the State Consumer Disputes Redressal Commission under the Consumer Protection Act 2019 (water supply being a notified service). ===== The 8 steps, in order ===== ==== Step 1 — Identify the right utility and zonal office ==== The PIO sits at the zonal / sub-divisional office that covers your service address — not the head office. * Delhi: Delhi Jal Board (DJB) — 13 zonal offices; PIO at the Executive Engineer level * Mumbai: BMC Hydraulic Engineer's Department — 24 wards * Bangalore: BWSSB — 8 service stations * Hyderabad: HMWSSB — 30+ section offices * Chennai: Chennai Metro Water Supply and Sewerage Board (Metrowater) — 15 area offices * Kolkata: KMC Water Supply Department — 16 boroughs * Pune: PMC Water Supply Department * Ahmedabad: AMC Water Project Department * Kerala (urban + rural): Kerala Water Authority (KWA) — district offices * Tamil Nadu (rural + small towns): TWAD Board * Faridabad / Gurugram: MCF / MCG Water Supply Department + GMDA * Rural anywhere: Gram Panchayat (under §73rd Amendment) + District Water and Sanitation Mission (DWSM) under Jal Jeevan Mission Find the zonal office on your latest water bill, your application receipt, or the utility portal under “Office Locator”. Note the full postal address. ==== Step 2 — Identify the PIO ==== The default PIO at a water utility zonal office is the Executive Engineer (Water Supply) or the Assistant Engineer / Section Officer. The title is enough — you don't need their personal name. <code> The Public Information Officer (Executive Engineer — Water Supply) [Utility name], [Zone/Ward/Sub-Division] [full postal address] </code> The First Appellate Authority (FAA) is one rank above — usually the Superintending Engineer or the Chief Engineer (Water Supply). For a panchayat-level connection under Jal Jeevan Mission, the FAA is typically the Block Development Officer (BDO) or the District Water and Sanitation Mission Coordinator. ==== Step 3 — Pay the Rs 10 fee ==== Fee modes accepted at most water utilities: * Indian Postal Order (IPO) for Rs 10, payable to the utility (e.g., “Delhi Jal Board” or “Commissioner, Municipal Corporation Faridabad”). Buy from any post office. Most reliable. * Court fee stamp of Rs 10 (Maharashtra, Tamil Nadu, Karnataka, Kerala accept this) * Demand Draft (DD) for Rs 10 * Online payment at https://rtionline.gov.in (works for many state water bodies — check before posting) * Cash at the dak counter — get a stamped receipt If you are Below Poverty Line (BPL), the fee is waived under §7(5) — attach a copy of your BPL ration card or Antyodaya card. ==== Step 4 — Write the RTI (use this exact template) ==== Keep your questions specific, factual, and answerable in writing. If road-cutting permission from PWD / Municipal Engineering Cell / any other agency is required: (a) the reference number and date, (b) the date on which the request was made, © the present status at that agency, (d) the expected clearance date. 6. If a main pipeline extension or sewerage main is required to reach my address: (a) the work order reference, (b) the agency assigned, © the budget head, (d) estimated completion date. 7. Gives you tracking and proof of delivery. * Take the application + IPO to the post office * Ask for “Registered AD” * Keep the receipt — your dated proof of filing * The pink AD card returns signed by the utility office in 7-10 days You can also hand-deliver at the zonal office's dak window and ask for a stamped acknowledgement on a duplicate copy. Either is valid under §6(1). ==== Step 6 — Mark the deadline on your calendar ==== The 30-day clock starts the day the office receives your application (the date on the AD card, not the date you posted). * Day 30: Reply due. If silence, proceed to Step 7. * Day 31 onwards: This is §7(2) deemed refusal. You can file a free First Appeal immediately. ==== Step 7 — Use the reply to push the right person ==== The PIO's written reply will usually fall into one of these patterns. Take the matching action: - “Source / main pipeline distance issue” — request the cost-sharing formula in writing (most utilities cover the first 30-50 metres free). - “Road-cutting permission from PWD pending” — Sangeeta's case. Take the RTI reply directly to the PWD office quoting the file number; usually clears in days. - “Plumbing inspection pending” — request fresh inspection date in writing; cite Right to Service deadline. - “Water meter not available in stock” — file a parallel complaint to the Chief Engineer; under most state rules, the meter has to be procured by the utility within 7 days of demand. - “NOC from Public Works / Building / Land Department needed” — ask the PIO to specify which provision requires the NOC; often it is not legally required for a domestic plot in approved layout. - “DD / fee returned, please pay again” — get bank confirmation, attach to fresh DD, ask for receipt. - “Pending at Vigilance / Audit” — escalate to the Municipal Commissioner / Jal Board CEO with the RTI reply. ==== Step 8 — File First Appeal if no reply or vague reply ==== A First Appeal is also free, also by registered post, also a 30-day clock. JJM has a separate grievance portal at https://ejalshakti.gov.in. ===== Common rejection counters ===== PIOs sometimes try to refuse with these grounds. Each is wrong for a water-connection RTI; here is the counter: * “§8(1)(d) — commercial confidence.” Invalid. Your own connection file, the site-survey report, and the water-quality test are about your service. The utility is a public authority under §2(h) of the RTI Act. * “§8(1)(e) — fiduciary relationship.” Invalid for member-only data. Aditya Bandopadhyay v. CBSE (2011) 8 SCC 497 settles this — your own records held by a public authority must be disclosed to you. * “§8(1)(j) — personal information.” Frequently misapplied to refuse names of dealing JE/AE. Names of public servants doing official duty are out of scope. Subhash Chandra Agrawal rulings are on point. * “Approach the grievance portal first.” Not a valid ground for refusing an RTI. Both can run together. * “Water quality data is internal / not for public release.” Wrong. The CIC has held in multiple orders (e.g., Manju Bhatia v.
