The single official home for Patna Municipal Corporation services is www.pmc.bihar.gov.in. From its menu you can reach almost every citizen service.

  • Property tax - “Pay Property Tax (Online)” and “Self Assessment” links on the PMC home page. You need your Property Identification Number (PID). After payment you can download a digital tax receipt.

  • Birth and death certificate - “Birth & Death Registration” on the PMC site. Registration within 21 days is free; after 21 days but within 30 or 31 days a delayed fee of Rs 10 applies. The first copy is free and further copies cost Rs 5 each. You can do this at any PMC circle office, and the national Civil Registration System at dc.crsorgi.gov.in is the central record.
  • Building plan - PMC uses an online building-plan approval system (AutoMap) reachable from the Services menu.
  • Grievance - “Citizen Grievance (Property / SWM Tax Related)” on the PMC site for tax and garbage issues.

Bhubaneswar: holding tax, water, trade licence, certificates

Bhubaneswar runs a genuinely unified portal: citizenservices.bhubaneswar.me, described on its own home page as a “one stop platform for all citizen services” covering Bhubaneswar Municipal Corporation (BMC), Bhubaneswar Development Authority (BDA), and other agencies.

  • Holding / property tax - the portal lists “Property / Holding Tax”. Holding tax is Bhubaneswar's name for property tax. The older holdingtax.bhubaneswar.me address now redirects into this same portal.
  • Water bill - the portal has a dedicated water-bill service: every user of government water supply in Bhubaneswar pays a monthly water charge, and you can pay it online with your PH Consumer number instead of visiting an office. Piped water and sewerage in the city are run by the Water Corporation of Odisha (WATCO).
  • Trade licence - “Trade License” on the portal, for shops and commercial premises.
  • Birth, death and marriage certificates - the portal lists “Marriage Certificate”; for birth and death, the national Civil Registration System is the official record alongside the BMC counter.
  • Complaints, NOC and building plan - “Grievance”, “No Objection Certificate (NOC) & Permissions”, and “Building Plan Approval System” are all on the same portal. Odisha's state urban backend is SUJOG.

Step-by-step for the most-used services

Pay Patna property tax (PMC)

  1. Open www.pmc.bihar.gov.in and click Pay Property Tax (Online).
  2. Enter your PID (Property Identification Number). If you do not know it, use Self Assessment or search by holding details.
  3. Check the property details and the outstanding amount shown.
  4. Pay by net banking, card, or UPI.
  5. Download and save the digital receipt.

Pay Bhubaneswar holding tax and water bill (BMC)

  1. For tax, choose Property / Holding Tax; for water, choose the Water bill service.
  2. Enter your holding details for tax, or your PH Consumer number for water.
  3. Verify the dues and pay online.
  4. Save the acknowledgement / receipt for your records.

Get a birth or death certificate (either city)

  1. Patna: open Birth & Death Registration on the PMC site, or visit any circle office. Register within 21 days to avoid the Rs 10 delayed fee.

Escalate when the municipal portal does not resolve it

If a portal complaint sits unactioned, do not keep re-filing the same ticket. Escalate to the state grievance machinery, and use RTI to force a paper trail.

  • Bihar - file on the Bihar Lok Shikayat public grievance portal, which carries a statutory time-bound redressal duty.
  • Odisha - file on Jana Sunani, the state Public Grievance Redressal Portal run by the General Administration and Public Grievances department, with submission by website, WhatsApp, email, letter, or app.
  • Central services - for anything run by a central department, use CPGRAMS at pgportal.gov.in.
  • RTI - if the municipal body ignores you, file an RTI to the PMC or BMC Public Information Officer asking for the file notings, the officer responsible, and the action-taken date on your complaint number.
