Monday Morning RTI Checklist: Fix Pending Government Work This Week
Quick answer. On Monday morning, do not start by calling the office again. First collect your acknowledgement number, screenshot the online status, write one short grievance, and decide whether the problem needs a grievance, an RTI, or a First Appeal. If a public authority is holding your file and no clear reason is visible, file a focused RTI under Section 6(1) asking for status, file location, officer responsible, reason for delay, and the rule or citizen-charter timeline. The PIO normally has 30 days under Section 7(1). If there is no reply, use Section 19(1) First Appeal on Day 31.

The Monday rule: make the file visible before lunch
Most citizens lose weeks because they follow up in the wrong order:
- first phone call,
- then WhatsApp,
- then visit,
- then another visit,
- then RTI after one or two months.
Reverse it. On Monday, create a written trail first. A written trail gives you dates, acknowledgement numbers, file movement and proof for escalation.
Use this order:
- 8:30-9:00 am: collect all numbers: application number, file number, complaint ID, receipt number, Speed Post number, bank reference, FIR/GD number or portal status.
- 9:00-9:20 am: screenshot the status page with date and time visible.
- 9:20-9:45 am: send one short grievance through the official portal, email or public grievance channel.
- 9:45-10:15 am: decide if RTI is needed now or after a short grievance window.
- 10:15-11:00 am: draft the RTI or First Appeal, save a PDF, and file online or by Speed Post.
- Before lunch: calendar Day 30 and Day 31. RTI without calendar follow-up is weak.

Monday checklist: do this before filing RTI
1. Name the exact public authority
RTI works only when the holder is a public authority. Do not file a general RTI to “Government of India” or “District Office”.
Write the nearest real holder:
- Passport file: Regional Passport Office and, where needed, police Special Branch.
- Pension file: last drawing office, Head of Office, PAO/AG/CPAO, or EPFO office.
- Ration card: District Supply Officer, Tehsil Food Inspector or Civil Supplies Officer.
- FIR status: PIO of SP/DCP office and, in some cases, District Magistrate office.
- PMAY: municipal body/ULB, block office, state nodal agency or bank-linked subsidy cell.
- Electricity: DISCOM billing/metering division or public-sector utility PIO.
- Property mutation: municipal revenue department, tehsil/revenue office, registrar or ward office.

2. Ask for records, not explanations
Weak question:
Why is my application delayed?
Stronger Monday RTI:
1. Present status of application/file number [number]. 2. Date on which the file was received by the present office. 3. Name/designation of the section where the file is pending. 4. Copy of the noting/order/rejection/defect memo recorded on the file. 5. Rule, SOP, circular or citizen charter prescribing the time limit. 6. This forces the office to look at the file, not invent a call-centre answer.
3. Pair RTI with the right grievance
RTI gives information. It does not directly order the department to issue a passport, sanction pension, register an FIR, restore a ration card or refund money.
For movement, pair it with:
- CPGRAMS for central departments and many scheme grievances.
- Passport Seva grievance for passport files.
- State food portal or DSO complaint for ration card issues.
- SP/DCP representation and BNSS remedy for FIR refusal.
- CGRF for electricity distribution disputes.
- RBI CMS for banks after internal complaint.
- National Consumer Helpline/e-Daakhil for private service disputes.
The Monday method is: grievance asks for action; RTI asks for records.

Situation-wise Monday action plans
Passport police verification pending
If Passport Seva shows “pending with police authorities” or “adverse police report”, use the passport police verification guide.
Monday steps:
- Download the Passport Seva application receipt.
- Screenshot web portal and mPassport status.
- File Passport Seva grievance under police verification delay/adverse report.
- File CPGRAMS to MEA if delay crosses the service window.
- RTI the RPO/Special Branch for date sent to police, police station, PV report date, adverse reason and hearing opportunity.
Do not pay an agent. There is no official “fast police verification” fee.
Pension, family pension, gratuity or GPF delayed
Use the pension delay RTI when the department cannot tell you where the file is.
Monday steps:
- Note retirement/death date, PPO status, pension papers sent date, PAO/AG/CPAO reference.
- Ask last office for status in writing.
- RTI the last drawing/sanctioning office for file location, forwarding date, missing form, provisional pension and projected sanction date.
- Pair with CPGRAMS or department pension grievance.
- First Appeal on Day 31 if the reply is silent.
For pensioners, the most important question is often not “why delayed” but “has provisional pension been authorised?”
Ration card pending, e-KYC failed or card cancelled
Use the ration card status guide if the card is pending, removed, cancelled, not mapped to FPS, or family member e-KYC is failing.
Monday steps:
- Save ration portal/AePDS/Mera Ration status.
- File grievance with DSO/food department.
- RTI DSO and Tehsil Food Inspector for application status, e-KYC status, cancellation order, hearing notice, FPS mapping and NFSA timeline.
- If food access is urgent, mention life/health facts separately in the grievance. RTI itself is still a records request.
FIR not registered or investigation frozen
Use RTI for FIR status carefully. Do not demand the entire case diary during investigation.
Monday steps:
- Get GD/DD entry number or written refusal proof.
- Send complaint to SP/DCP by Speed Post/email.
- For cognizable offences, consider BNSS magistrate remedy in parallel.
- RTI for GD entry, FIR number, action taken on your complaint, officer assigned, supervisor review and SOP/circular.

How to read the PIO reply when it arrives
A useful reply normally contains:
- date file was received,
- current section/officer,
- action already taken,
- defect or missing document,
- rule or timeline,
- next step.
A weak reply says:
- “under process”,
- “matter is pending”,
- “not related to this office”,
- “information cannot be given”,
- “available on website” without exact URL,
- “third party” for your own file.
If you receive a weak reply, do not write an angry complaint. File a precise First Appeal:

FAQ
Should I file RTI immediately on Monday?
File immediately if the legal timeline has already expired or the office is hiding the file location/reason. If the application was filed only a few days ago, first file a normal grievance and calendar the official service timeline.
Can I use one RTI for many departments?
No. File one RTI per public authority. If your passport delay involves both RPO and police Special Branch, file separate focused applications or address the correct PIO for each record.
Is email enough?
For grievance, sometimes yes. For RTI, use the official RTI portal where available or Speed Post/physical filing with Rs 10 fee. Keep proof of dispatch.
What if I filed on Friday?
Monday is still useful. Use Monday to check delivery, save acknowledgement, and prepare your Day 30/Day 31 calendar. If the PIO received the RTI on Friday, the 30-day clock starts from receipt, not from your drafting date.
Can a private company be forced through RTI?
Usually no. Use consumer, regulator, ombudsman or police route for private companies. RTI helps where the record is held by a public authority: government department, public-sector bank, PSU, municipal body, police, RPO, EPFO, board, university or statutory authority.
What is the best Monday sentence to write?
