Older guides — our earlier version included — gave SCO 70-71, Sector 8C, Madhya Marg, Chandigarh with phone 0172-2587322. The commission's own site now states the Panchkula address, so treat the Chandigarh address and that phone as outdated as of August 2026. For years, guide after guide claimed Haryana charges ₹50 with no BPL exemption, calling it the highest in India. The fee rules the commission publishes today say otherwise:

The same rules also cap an application at about 500 words — but explicitly say an application cannot be rejected merely for running longer. And the fee can be paid in cash against a proper receipt, by bank draft, by Indian Postal Order, or by treasury challan under the head the rules specify — so “only a challan will do” is not a lawful rejection ground.

1. Your first appeal to the public authority went unanswered for 30 days, or was wrongly decided.
2. The second appeal goes to the commission within 90 days of the first-appeal order, on paper with the application, the PIO's reply and the first-appeal decision attached.
3. A complaint under §18 needs no such ladder: use it when an office has appointed no PIO, refuses to accept your application, or demands an unlawful fee. There is no fee and no strict limitation period for a §18 complaint.
4. Jurisdiction covers Haryana public authorities and local bodies — districts, boards, corporations, universities. Matters of Chandigarh UT go to the Central Information Commission instead.
5. Form A from the commission's site works for any Haryana public authority, but a plain-paper application with the same contents is equally valid.

1. Keep your appeal number and the public authority's name in front of you.
2. Ask specifically: is my matter registered, when is it listed, is video-conference available?
3. Follow up in writing by email — a phone note has no file presence, an email does.

Like every commission, the Haryana SIC is a public authority under the RTI Act. If a listed appeal keeps adjourning, file an RTI to the commission's own PIO asking for the registration date, listing history and reasons for each adjournment of your file. That question — four lines, ₹10 — routinely produces a listing notice.

Real example. Dr. Shrawan Kumar Pathak of Karnal had a second appeal pending through two listing cycles. An RTI to the commission's PIO for his file's movement showed it had never been sent to the bench. The registry re-listed it inside a month, and the order directed the PIO to supply the record free for the delay.

No. The fee rules on the commission's site prescribe ₹10. The ₹50 figure is outdated folklore that refuses to die.
