RTI Application for Ownership of Vehicle

In most states, there is a prescribed procedure for obtaining Registration Particulars of motor vehicles from the office of Regional Transport Officer where the vehicle is registered, by making an application in prescribed Application Format and remitting prescribed fee. This procedure is simple and faster to get registration particulars of the vehicle in question in a day or two, which shall contain name and address of registered owner of the vehicle.

It is also possible to obtain Registration Particulars of vehicle by filing RTI Application with the Public Information Officer in office of concerned Regional Transport Office, where the vehicle is registered and seek:

[ Check the Application Format (if any) and mode of payment of Application Fee from the Centre-State RTI Rules applicable to the public authority ] When the name and address of vehicle owner is required in connection with serious accident involving the said vehicle, the information can be sought and is required to be supplied under Life or Liberty clause within 48 hours. The life-or-liberty route rests on the proviso to §7(1) (48 hours where the information concerns the life or liberty of a person) and Commission practice directing disclosure of vehicle-owner particulars in accident matters — see CIC decision CIC/DS/A/2013/001464 (the old rti.india.gov.in copy is no longer live; cite the order by number). ===== FAQs ===== ==== Why not just use the RTO's own procedure? ==== If your need is ordinary (buying a used vehicle, documenting your own registration), the prescribed Form route is faster and cheaper. RTI is for when that counter stalls — or when you need a certified copy with the statutory clock behind it. ==== Can anyone ask who owns a vehicle? ==== Registration particulars of a vehicle are held in public registers under the Motor Vehicles Act; but the current owner's name and address** is personal information too — expect §8(1)(j) balancing unless you show a public interest or your own involvement (accident, insurance, court notice). Since 14 November 2025 the DPDP-amended §8(1)(j) test applies; see the practitioner note.

That is the §7(1) proviso case: request in writing, state the life-or-liberty ground with the facts (injury, hit-and-run FIR), and the 48-hour clock runs from receipt.

The one where the vehicle is registered — the registration number's state/RTO code tells you which office holds the record.
