What MGNREGA is — in 50 words
The Mahatma Gandhi National Rural Employment Guarantee Act, 2005 (MGNREGA) entitles every rural household to 100 days of guaranteed wage employment per year. Implementation is by the Gram Panchayat (GP) → Block Development Officer (BDO) → District Programme Coordinator (DPC, usually the DM). The portal is NREGAsoft at nrega.nic.in.
Legal position in India
- MGNREGA Act, 2005 — §3 (right to 100 days of wage work), §3(3) (compensation for delayed wages), §16 (right to time-bound work).
- Operational rules — MGNREGA Operational Guidelines 2013 (4th edition); state-specific MGNREGA Rules.
- Authority structure — Gram Panchayat (work allocation, muster roll) → BDO (technical sanction, work order) → DPC / DM (district-level supervision, fund release) → State Rural Development Department → MoRD (central).
- Public-authority status — every GP, BDO, DPC, State RD Department under §2(h) of the RTI Act.
- Constitutional anchor — Articles 39(a) (right to adequate means of livelihood), 41 (state's duty to secure right to work).
Why your MGNREGA wages are stuck — 8 most common reasons
- Muster-roll entry missing — your name not entered in the muster roll for the work-day. Most common silent stall.
- NREGAsoft FTO (Fund Transfer Order) not generated — work-completion certificate issued but FTO pending.
- Bank account de-seeded from NREGAsoft — Aadhaar-bank seeding mismatch in NPCI; payment bounces back to MGNREGA fund.
- Job card cancelled without notice — block-level cancellation; no notice served (procedural void).
- Work-completion certificate not issued by JE — junior engineer hasn't measured + signed off.
- Photographs / geo-tags missing — recent guideline mandates GP-level photo upload.
- State-level fund crunch — central fund release delayed; muster roll done but no money to disburse.
- Bribe expectation — rare but real. RTI surfaces the file movement.
Real-life case: Ramesh's MGNREGA wages — ₹8,400 recovered + §3(3) compensation
Ramesh Yadav, 38, agricultural labourer in Madhubani district, Bihar. Worked 65 days on village road repair under MGNREGA between September and November 2024. Total wage entitlement at Bihar wage rate ₹220/day = ₹14,300. Received only ₹5,900 by January 2025 — ₹8,400 missing.
The Gram Panchayat Secretary said “FTO is generated, payment is from Bihar's NREGAsoft side”. The block office said “talk to your GP — your bank account may be the issue”. Ramesh's wife visited the bank — they said “no incoming MGNREGA credit since November 2024”. A 3-way stalemate.
On 18 January 2025 Ramesh filed three parallel RTIs:
- RTI #1 to PIO, Block Development Office, Madhubani asking: (a) the muster-roll entries for Ramesh for the period September-November 2024, (b) the work-completion certificate dates, © the FTO numbers generated against him, (d) the bank account on file.
- RTI #2 to PIO, Office of DM Madhubani (DPC) asking: (a) the NREGAsoft FTO log + bank-side bounceback for the period, (b) the State NREGAsoft de-seeding records, © the noting on file.
- RTI #3 to PIO, State Bank of India, Madhubani branch asking: (a) any bounced MGNREGA credits on Ramesh's a/c, (b) the Aadhaar-NPCI seeding status.
Reply on 28 February 2025 — Day 41. BDO RTI confirmed: 65 days of muster-roll entries are correct, FTOs generated for ₹14,300 total. DPC RTI revealed: 44 days of FTO had been bounced back from Bihar's NREGAsoft due to NPCI Aadhaar de-seeding. SBI RTI confirmed: Ramesh's account had been de-seeded from NPCI in October 2024 due to a name-mismatch on the system — never communicated to Ramesh.
Ramesh re-seeded Aadhaar at SBI (one visit, free). The State NREGAsoft re-issued the bounced FTOs on 5 March 2025. ₹8,400 credited on 11 March 2025.
In addition, Ramesh's RTI surfaced grounds for §3(3) compensation — wages delayed beyond 15 days. He filed a §3(3) claim through the GP. The DPC accepted the claim on 18 March and credited an additional ₹420 compensation (calculated at the wage-rate × delay-days × statutory formula).
Total cost: ₹186 (three RTIs × ₹62). Recovery: ₹8,400 wages + ₹420 §3(3) compensation = ₹8,820.

Common mistakes
- Filing only to GP — GP doesn't hold FTO records; BDO + DPC do. File parallel RTIs.
- No job-card number — without it, BDO + DPC cannot pull your record.
- Asking GRS for “everything about my work” — too vague. Itemise: muster-roll, FTO, work-completion certificate.
- Forgetting §3(3) compensation — once delay is established, file a separate compensation claim.
- No bank RTI — payment-side issue is on the bank side; without bank RTI, you only see one half.
After you file your RTI — timeline

Frequently asked questions
I worked but my muster-roll has no entry for some days. Can RTI help?
Yes. RTI to BDO + GP for the muster-roll log + the GRS noting. Use the reply to claim back wages + §3(3) compensation.
My FTO was bounced back. How do I re-issue?
RTI confirms the bounce + the bank-side reason (Aadhaar de-seeding most common). Re-seed Aadhaar at the bank, then ask BDO to re-trigger the FTO via state NREGAsoft.
What is §3(3) compensation?
Under §3(3) of MGNREGA, if wages are not paid within 15 days of work-completion, the worker is entitled to compensation at 0.05% per day of the unpaid wage, calculated as a statutory formula. File a separate claim through GP.
My job card was cancelled. Can RTI help?
Yes. RTI for the cancellation order + the show-cause notice (if any). Without notice, cancellation is void — file §19(1) First Appeal claiming voidness.
I'm a migrant worker. Can I claim MGNREGA in my home district while working elsewhere?
Yes. MGNREGA is at home-district level; you must be physically present to do the work. But RTI for your home-district records is your statutory right regardless of where you currently live.
Can I file RTI from another district?
Yes. RTI applications can be sent by Speed Post from anywhere. The PIO at the home-district replies to your contact address.
What is the wage rate in my state?
MGNREGA wage rates vary by state and are revised annually by MoRD. For 2024-25: Bihar ₹220, MP ₹245, Maharashtra ₹309, Kerala ₹333, Punjab ₹348 (highest), MP-Tribal ₹245. Check on nrega.nic.in.
Can I claim 100 days as a right?
Yes, under §3 of MGNREGA. If your GP doesn't allocate work, file an RTI for the work-allocation register + the GP's plan. Then file a written demand letter to BDO + DPC.
What if work is allocated but no actual work site is set up?
RTI for: (a) the technical sanction, (b) the work-site preparation noting, © the reason for delay. Use the reply at the District Vigilance Committee.
Can I do MGNREGA work from home (e.g., during COVID-style restrictions)?
Generally no — MGNREGA is on-site rural infrastructure work. Some states have piloted home-based work for women / disabled; check state circular.
Is the JE / GRS / GP Secretary a public authority?
Yes, all are public servants and their offices are public authorities under §2(h). RTI to any of them is valid.
I have multiple job cards across districts. Can RTI cover all?
Separate RTI per district — each district BDO + DPC handles its own NREGAsoft instance.
