How to file RTI in Uttarakhand: online and postal

Uttarakhand's public authorities sit on the files that matter most to its residents: land and mutation records in hill districts, disaster-relief and compensation records, Char Dham yatra infrastructure, forest-rights claims, and the ordinary municipal services of Dehradun, Haridwar, Haldwani and the towns between. • Online — the state portal rtionline.uk.gov.in takes applications and first appeals for state public authorities, with registration-number tracking. For central offices in Uttarakhand (postal, income tax, railways, defence land), use rtionline.gov.in instead.
• Registered post — to the Public Information Officer of the office that holds the record, with a ₹10 Indian Postal Order. The postmark starts your 30-day clock, so keep the receipt.
• By hand — at the office counter against a receiving stamp on your copy.
• For central authorities — rtionline.gov.in covers every ministry and central body; the state portal does not.

Whatever the route, the application must reach the public authority that holds the record — the sub-divisional magistrate for mutation disputes, the forest division for FRA files, the department of tourism for yatra-route tenders. A wrong address is not fatal: under §6(3) the PIO must transfer it to the right office within 5 days.

• Application fee: ₹10 — IPO, court-fee stamp, cash at the counter, or online payment on the portal.
• Photocopies after the reply: ₹2 a page; inspection of records free for the first hour, then ₹5 for each 15 minutes.
• BPL cardholders pay nothing, on enclosing a copy of the card.
• First appeals are free; second appeals to the Commission are free as well.
