How to file RTI in Telangana — online and postal (2026)

• Online: rti.telangana.gov.in — “RTI Request: New Application” for the first filing, separate modules for first appeal, second appeal, and status tracking of both. The portal carries English and Telugu versions of the Act and application guides.
• Postal: plain paper to the PIO of the office holding the record, with Rs 10 by Indian Postal Order or demand draft; cash against receipt if you hand-deliver.
• Central offices in Telangana (railways, income tax, banks, defence): file at rtionline.gov.in — the state portal is for state public authorities.

1. Register on the portal with mobile and email; OTP verification creates your account.
2. Choose New Application, select the department and the specific office — GHMC zones, HMDA, district collectorates, police commissionerates, TS Transco, universities and PSUs are listed.
3. Type the application: one subject, numbered questions, records not opinions — ask for records, not answers.
4. Pay the Rs 10 fee through the payment gateway; note the registration number.
5. For civic matters — building permission, property tax, encroachment — address the GHMC zone or HMDA PIO directly, not the secretariat.

• Land records — Bhu Bharati era: “Provide the status and last noting on my mutation application no. _ dated _ under the record-of-rights framework, and the date my survey number was last updated.”
• Welfare and pension: “Provide the disbursement list of [scheme] for [mandal/district] for 2025-26 — beneficiary name, amount, and date of credit.”
• Education: “Provide the sanctioned strength, enrolment and vacancies of [school/college] as on 1 April 2026.”

Name the register, the number and the date — the PIO then answers instead of objecting.

• Filing at a grievance portal instead of the PIO — CPGRAMS-style portals do not start the RTI clock.
• “Why” questions — ask for the file noting, the register entry, the sanction order.
• Missing the fee on the online route — an unpaid application is treated as incomplete.
• Skipping the application number or file identifier that lets the PIO locate the record.
