5. File RTI for administrative records — to Court PIO / Registrar. Vacancy, listing logic, judges' assets are disclosable; the court is a public authority for its administrative side.
6. Appeal under §19(1) — if RTI denied; First Appellate Authority is usually Senior Registrar.

The split decides your route, and getting it wrong wastes a month. The case file, pleadings, orders and judgments are judicial records: they follow the court's own copy rules — apply at the copying branch, pay the per-page fee, receive a certified copy. Vacancies, appointments, infrastructure spending, record digitisation, listing logic and asset disclosures are administrative records: the High Court is a public authority for these, and an RTI application under Section 6(1) of the RTI Act, 2005 to the Registrar as PIO carries the 30-day clock of Section 7(1). The Supreme Court itself has been held a public authority under the RTI Act (CPIO, Supreme Court of India v. Subhash Chandra Agarwal, 2019), which settles the principle for every High Court's administrative side.

• Case not appearing on portal — court delay; RTI to Court PIO for status of digitisation.
• Listing without notice — check the cause list daily; raise with the registry's filing counter in writing.
• Adjournment without reason — ask your advocate for the order sheet; the reason is recorded there.
• Order copy not online — file certified copy application; or RTI to Registrar for the copying branch's pendency.
• Judge transferred mid-case — the transfer order is administrative; RTI for the transfer order and new bench allocation.
