What disability pension and UDID are

The Indira Gandhi National Disability Pension Scheme (IGNDPS) gives a monthly central pension to people with severe disability from BPL families. The UDID, or Unique Disability ID (the Swavlamban Card), is the national disability identity card and certificate issued under the RPwD Act 2016. You usually need a valid disability certificate to claim the pension.

IGNDPS pension. IGNDPS is one component of the National Social Assistance Programme (NSAP), run by the Ministry of Rural Development. See nsap.nic.in. Under IGNDPS, the central government pays ₹300 per month to eligible persons aged 18 to 79, and ₹500 per month from the age of 80. States add their own top-up, so the total amount you receive varies from state to state. Do not assume your neighbour's amount applies to you; check your own state welfare scheme.

Eligibility for IGNDPS. The applicant must be aged 18 or above, belong to a household living below the poverty line (BPL), and be a person with severe or multiple disability, that is 80 per cent disability or above (this includes conditions such as dwarfism as notified). This is a higher threshold than the general benchmark.

UDID and the 40 per cent benchmark. The UDID and disability certificate are issued under the Rights of Persons with Disabilities Act 2016 (RPwD Act 2016). A “person with benchmark disability” is certified at not less than 40 per cent of a specified disability. The 40 per cent benchmark opens many entitlements (reservation, concessions), but it is not the same as the 80 per cent severe-disability bar that IGNDPS uses. Apply for the UDID free at swavlambancard.gov.in. The portal is run by the Department of Empowerment of Persons with Disabilities, DEPwD.

The RTI angle. If your pension is not credited, or your UDID card is stuck, the office holds your file and the reason. Under Section 6(1) of the RTI Act 2005 you can ask any public authority for that information in writing. Under Section 7(1) the office must reply within 30 days. For a person whose life or liberty is affected, the reply is due in 48 hours. Pension and certificate offices are public authorities, so they must answer.

How to check your UDID card status and pension status

Check UDID (Swavlamban) card status:

  1. Open “Track Your Application”.
  2. Enter your enrolment number or application number.
  3. Enter your mobile number or Aadhaar number, and your date of birth.
  4. Type the captcha code and submit.
  5. Read the status (for example “Verified” or “Card Generated”). If it shows “Card Generated”, download your e-Disability Certificate and e-UDID card from the portal.

Check IGNDPS pension payment status:

  1. Go to nsap.nic.in.
  2. Open the pension payment or beneficiary search option (“Search Pension payment detail of Beneficiary”).
  3. Enter your sanction or application number, or your bank account number.
  4. Submit and view the monthly payment history and the Direct Benefit Transfer (DBT) dates.
  5. You can also check via the UMANG app or the SAMBAL mobile app if your state uses them.

If the online status is unclear or wrong, move to documents and then to an RTI.
