First decide whether you need paper at all

Buying a printer is optional, not part of the RTI application fee. Section 6(1) of the Right to Information Act, 2005 provides for requests in writing or through electronic means. It does not require ownership of a computer or printer.

For participating Central Government public authorities, check RTI Online before making a paper set. Do not send a state-government request through the central portal. Use the competent authority's accepted route and keep its acknowledgement. A successful printout is not proof of filing.

Why toner is a better starting point for long gaps

Laser printers use dry toner powder. It does not dry out like liquid ink. HP Laser 1008w: basic print-only choice

HP documents Wi-Fi Direct, Mopria compatibility, a 150-sheet input tray and print-only operation. Choose the 1008w, not a similarly named USB-only variant. Its duplex support is manual, not an automatic page-turning mechanism. A phone-only buyer should not assume Windows-driver manual-duplex features appear on Android.

HP Laser 303dw: automatic duplex without a scanner

The 303dw adds automatic two-sided printing. HP lists Wi-Fi Direct and mobile printing, with a 250-sheet main tray. It is a print-only machine: generic app references to scanning do not mean there is a scanner inside it.

  • Who needs it: a phone-first user producing longer black-text PDFs who wants automatic duplex.
  • Who should skip it: someone needing physical copying or unwilling to verify setup before an urgent deadline.
  • Free or lower-commitment alternative: keep the PDF digital; outsource an occasional long bundle.
  • Consumable check: HP 181A / 181X toner and the separate imaging drum are different purchases. Do not order a drum thinking it contains toner.

Canon specifies print, scan and copy, automatic duplex, a five-line display and Access Point Mode for a direct mobile connection without a router. The flatbed is useful when you need to copy a paper document rather than photograph it. It has no ADF for feeding a stack automatically.

  • Who needs it: a household or RTI worker who prints phone PDFs and occasionally copies a certificate or ID.
  • Who should skip it: someone needing colour printing or repeated scanning of loose-page bundles.
  • Free or lower-commitment alternative: use a clear phone scan where accepted; a print-only machine may cover the rest.
  • Consumable check: Canon lists a 700-page bundled cartridge, Cartridge 071 at 1,200 pages and 071H at 2,500 pages under its stated test standard. These are not guarantees for your documents.

Brother DCP-L2640DW: only if scanning bundles matters

Brother India specifies print, scan and copy, a 50-sheet automatic document feeder, automatic duplex printing, Wi-Fi Direct and Android mobile options. The India listing includes toner rated up to 3,000 pages under Brother's stated test methodology. Its extra document-handling capacity is useful only if you will use it.

  • Who needs it: an RTI group, family or small office that regularly scans or copies loose-page sets as well as printing PDFs.
  • Who should skip it: a person printing a few pages several times a year, with no batch-scanning need.
  • Free or lower-commitment alternative: a phone scan or trusted scanning service for occasional bundles.
  • Consumable check: verify TN-2570XL toner availability locally. Ask separately about drum replacement and the scanner's two-sided workflow.

The Android setup to test before you depend on it

Download the PDF and the required official printing app while internet access is available. Then use one of these two routes. Menu names vary by Android version, printer firmware and app; the sequence is a practical guide, not a claim that every screen is identical.

No router: Wi-Fi Direct or Access Point Mode

  1. Follow the printer's initial unpacking and setup instructions. Load suitable A4 paper, install the supplied consumable correctly and connect mains power.
  2. Enable its direct-connection mode. Obtain the printer's network name and password from the control panel, network report or documented app procedure. Do not use a guessed universal password.
  3. Use the supported Android print service or manufacturer app. For HP, its Wi-Fi Direct Android instructions describe selecting the DIRECT printer, entering the password and confirming at the printer when requested.
  4. Open a locally saved PDF and choose Print. Select your own printer, A4, black-and-white, the required pages and one copy. Check the preview before sending.
  5. Print a harmless test page, then the real document. Check margins, Hindi text, page order, signatures and any QR code for readability. Reconnect the phone to its normal internet connection afterwards if it switched away.

With home Wi-Fi: connect the printer and phone to the same local network using the manufacturer's setup instructions. In a supported app, use Android's Print command. If the printer is not discovered, verify the print service, network and any guest-network isolation rather than installing random APKs.

Mopria's official FAQ explains same-network and Wi-Fi Direct printing, supported apps and permission prompts. Some phones cannot keep their usual Wi-Fi connection and the printer's direct connection active together. A saved local PDF avoids needing to fetch the file during that switch.

Bluetooth is not the buying requirement. Mopria does not print over Bluetooth. HP explicitly says Bluetooth Smart is a setup aid, not Bluetooth printing. None of this shortlist is being recommended for Bluetooth document printing. A mobile-data plan alone also does not put a nearby printer on the same local network.

Is ownership cheaper than the photocopy shop?

For very low use, a printer can be a convenience purchase rather than a saving. Include the machine, paper, toner, any separate drum, maintenance and electricity. Divide by your realistic page volume, not the box's maximum duty cycle.

Illustration, not a quotation or real customer case: Suppose a printer costs ₹15,000 and you print 20 pages a month. That is 240 pages a year, so the first-year purchase cost alone is ₹62.50 per page. Over five years, if use stays the same and the printer remains usable, the purchase component is ₹12.50 per page. Paper, replacement consumables, electricity and repairs are extra. No resale value or future reliability is assumed.

Your reason to buy may instead be avoiding an urgent shop visit, keeping sensitive files on your own devices or sharing a printer within a household. These are valid priorities, but they are not a guaranteed financial return.

Before ordering, ask for three prices: the printer, its exact genuine replacement toner and its drum if separate. A high quoted toner yield is a laboratory-style estimate, not a fixed number of dense Aadhaar copies, scanned pages or graphics. Do not buy multiple spare cartridges merely because the article contains an affiliate link.

A small, useful accessory list

  • Paper: buy a modest amount of the plain A4 paper permitted by the manual, and store it dry. A large bundle is unnecessary for very low use.
  • Toner: order by exact printer and cartridge code. Match the Indian model and warranty terms; avoid unverified universal refills.
  • Folder: protect the signed final set and filing receipt. An existing folder is a perfectly good starting point.

Use official app-store listings reached through the manufacturer's support pages. Do not upload Aadhaar, bank or case files to an unknown online converter just to make them printable. Keep the printer's direct-connection password private, select the correct printer and collect every output sheet.

Do not enable duplex automatically for every government or court submission. Follow the receiving office's paper size, colour, margin and single-sided instructions.
