Minimum balance charges reversal under RBI rules

Direct answer: A bank may prescribe a minimum balance for an ordinary savings account, but RBI limits how non-maintenance charges are applied. The bank must notify the shortfall, allow at least one month to restore the balance, keep the charge proportionate and reasonable, and ensure the account does not turn negative solely because of it. Minimum-balance charges are also barred on an inoperative account. Build a debit table, request reversal of entries that breach these rules, and escalate after the bank complaint if necessary.

Four checks for every debit

For each minimum-balance charge, ask:

  1. Did the bank send a clear SMS, email or letter identifying the shortfall?
  2. Did it allow at least one month from that notice to restore the balance?
  3. Is the charge directly proportionate to the amount of shortfall and shown in a published slab?
  4. Did the charge make the savings balance negative solely because of the debit?

If the answer reveals a breach, quote the statement date and amount in the reversal request. Do not demand reversal merely because the fee feels high; connect it to the RBI condition or the bank's own tariff.

Check whether the account is inoperative

RBI's inoperative-account directions bar penal charges for non-maintenance of minimum balance on an inoperative account and bar activation charges. Ask the bank for the date of classification and a date-wise charge review. An inoperative account is not the same as a formally closed account; complete the closure process if you no longer need it.

Use a zero-balance alternative correctly

A Basic Savings Bank Deposit Account has no minimum-balance requirement and specified basic services. Ask the bank whether conversion is available and read the restrictions before changing. Do not assume every existing premium account can be converted without product consequences.

Reversal request

Attach the statement, message history and account tariff. Ask for:

1. Date and mode of each shortfall notice.
2. Minimum balance and shortfall slab applied.
3. Reversal of listed charges that breached RBI directions.
4. Correction of any negative balance created solely by such charges.
5. Written confirmation of the account's current classification.

Escalate from branch/customer care to the grievance officer and principal nodal officer. After rejection or 30 days without satisfactory reply, lodge the complaint through RBI CMS with the evidence and exact relief.

Frequently asked questions

Has RBI banned all minimum-balance charges?

No. Banks may set requirements for ordinary savings products, subject to transparency and the RBI safeguards. BSBDA is a separate no-minimum-balance option.

Can the charge push my savings account below zero?

RBI says the balance must not become negative solely because of minimum-balance charges.

Can I complain directly to RBI on day one?

First complain to the bank. RBI's Ombudsman route becomes available after rejection or lack of satisfactory reply within 30 days.
