Where to complain first

Consumer court / e-Daakhil route
If the railway angle is purely commercial and you want compensation beyond the principal refund, the District Consumer Disputes Redressal Commission is your forum. Under the Consumer Protection Act 2019, claims up to ₹50 lakh are filed at the District Commission, ₹50 lakh to ₹2 crore at the State Commission, and above ₹2 crore at the NCDRC. Filing is online via https://edaakhil.nic.in for a fee of ₹100 for claims up to ₹5 lakh.
