Cumulatively across PMKVY 1.0, 2.0, 3.0 and the ongoing 4.0, over 1.6 crore candidates have been trained / oriented / certified since 2015 (NSDC dashboard data, March 2026). Of those certified under short-term training, NSDC reports placement rates of around 30-45% depending on sector — IT/ITeS, BFSI, and Logistics typically lead.
What PMKVY is — and who can enrol
PMKVY is a Government-funded skill training programme that pays training partners (TPs) and training centres (TCs) to deliver short-term skill courses aligned to the National Skills Qualifications Framework (NSQF). The candidate pays nothing. The current implementation framework is PMKVY 4.0 (CCEA approval October 2022), running under the umbrella Skill India Mission.
The legal anchor is the National Policy for Skill Development & Entrepreneurship 2015, the National Skill Development Mission, and the MSDE notification establishing NSDC as the implementing agency.
Components of PMKVY 4.0:
- Short-Term Training (STT) — 150 to 600 hours, fresh skill in an NSQF job role. Most popular bucket. Aditya's course is here.
- Recognition of Prior Learning (RPL) — for workers already in a trade (carpenters, masons, beauticians, drivers, mobile-repair technicians) — 12-80 hours of bridging + assessment + certification. Validates existing skills.
- Special Projects — bespoke training for vulnerable groups (transgenders, manual scavengers, prisoners, victims of trafficking, ex-Naxalites, war-affected, displaced youth, third-gender etc.).
- Skill Hubs (PM-USHA model) — converting school / college infrastructure into evening / weekend skill centres.
- Apprenticeship Promotion (NAPS / NATS) — wage subsidy to employers for hiring apprentices.
You can enrol if:
- You are an Indian citizen.
- You are at least 15 years old (some job roles require 18+ — driving, security, electrical etc.).

Step-by-step process
Step 1 — Explore job roles on Skill India Digital Hub
Open https://skillindiadigital.gov.in (or download the Skill India Digital Hub mobile app from Play Store / App Store).
- Click “Sign Up” → enter mobile number → OTP → name, DOB, gender, district, education, Aadhaar.
- Browse “Skill Courses” → filter by Sector (IT-ITeS, Apparel, Construction, Healthcare, Logistics, BFSI, Automotive, Tourism & Hospitality, Beauty & Wellness, Retail, Electronics, Agriculture, Telecom, Power, Plumbing, etc.) and Job Role.
- Each job role lists the NSQF Level (1-7), training hours, entry qualification, and average wages.
- Find training centres near you that offer the role.
Step 2 — Pick the right job role for your goals
Don't pick by name alone. Check:
- Entry qualification — make sure you meet it.
- NSQF level — Level 3-4 = entry jobs, Level 5-7 = supervisory / specialist.
- Average monthly wage — listed on Skill India Digital, also on NCS (ncs.gov.in) job postings.
- Sector outlook — IT-ITeS, BFSI, Healthcare, Logistics, Renewable Energy are hiring strongly in 2026.
- Trainer's local placement record — visit the centre, ask to speak to last batch's candidates.

Step 3 — Enrol at a training centre (PMKK / NSDC-affiliated TC)
Two routes:
- Online — on the Skill India Digital Hub, click “Apply for Course” → select centre + batch start date → submit. Centre will call you to confirm.
- Offline — visit the Pradhan Mantri Kaushal Kendra (PMKK) or NSDC-affiliated training centre listed on the portal. Carry: Aadhaar, education certificate, photographs, bank passbook. Fill the centre's intake form.
No enrolment fee under PMKVY. If a centre asks for any payment (“registration fee”, “kit fee”, “assessment fee”), it is in violation of MSDE guidelines — refuse and report.
Step 4 — Attend training and biometric tracking
Training is conducted in physical classrooms (some in hybrid / blended mode for digital roles). Most STT courses run 3 to 6 months with 4-6 hours of class daily.
- Aadhaar-based biometric attendance is mandatory — both at start and end of each session. This generates the candidate's training “evidence” on Skill India Portal — without it, certification is not released.
- Domain training + Soft skills (communication, professional ethics, financial literacy) + Digital literacy + Entrepreneurship orientation are the standard curriculum components.
- OJT (On-the-Job Training) — for many job roles, 30-50% of hours are at an employer's site.
Step 5 — Assessment by Sector Skill Council
At the end of training, an independent third-party assessment is conducted by an assessor empanelled by the relevant Sector Skill Council (e.g., IT-ITeS SSC, ASCI for Apparel, NSDC Logistics SSC, HSSC for Healthcare).
- Theory paper + practical demonstration.
- Pass mark typically 50-70% depending on job role.
- Result declared on Skill India Digital Hub within 7-15 days.

Step 6 — Get your digital certificate + Skill India Card
On passing:

Step 7 — Placement support
Each training centre is required to offer placement assistance for at least 70% of certified candidates in STT courses. Methods include:

- NCS (National Career Service) portal integration — your profile gets visible to recruiters.

Common reasons your PMKVY enrolment / certificate gets stuck
- Aadhaar biometric mismatch during attendance — fingerprints fade with age / labour. Use Iris-based authentication or update biometrics at an Aadhaar Seva Kendra.
- Centre asks for fees — illegal under PMKVY 4.0 guidelines. Refuse and report to NSDC TP helpdesk.
- Centre delays starting batch for months claiming “low enrolment” — many centres game the system. Get your “candidate registration number” and walk into a different centre.
- Assessment scheduled but assessor doesn't show up — common in remote districts. Centre must reschedule within 30 days; if not, escalate to SSC.
- Result not declared on portal even after 30 days of assessment — RTI to PIO at the relevant SSC.
- Certificate not generated despite “passed” status — sync issue between SSC and NSDC. Centre's Skill India Coordinator must raise a ticket.
- Placement promised but not provided — centre claims “you didn't attend the job fair” or “you rejected the offer”. Document everything.
- RPL applied but old certificate doesn't appear in DigiLocker — check whether the Sector Skill Council has actually signed off; many RPL backlogs sit at SSC for months.
- Centre shut down mid-course (training partner blacklisted) — apply for transfer to another centre via NSDC.
- Wrong job role mapped — enrolled as “Customer Care Executive” but were trained for “Domestic Data Entry Operator”. Mismatch in certificate. Centre must correct via SDMS.

Rung 1 — Centre Head + Skill India Coordinator
- Most issues (biometric, batch start, certificate sync) resolve at centre level if you push.
- Submit a written grievance with your Candidate ID and Skill India Hub registration number.
- Best for: routine status, attendance correction, batch transfer.
Rung 2 — Training Partner (TP) head office
- Each training partner (Centum Learning, IL&FS Skills, Orion Edutech, Don Bosco Tech etc.) has a head office grievance cell.
- Find TP HO contact on Skill India Digital Hub → “Training Partner” → click TP name.
- Best for: centre-level non-response, fee demand by centre, blacklisted centre transfer.
Rung 3 — Sector Skill Council (SSC)
- For assessment / certification issues, escalate to the relevant SSC (e.g., IT-ITeS SSC NASSCOM, Healthcare SSC, Logistics SSC, BFSI SSC).

Rung 5 — Right to Information (RTI)
NSDC was held a public authority under §2(h) of the RTI Act 2005 by the CIC in 2018 — it is “substantially financed” by the Government of India and discharges a public function. The Sector Skill Councils (Section 8 companies funded by NSDC) have similarly been brought within RTI's ambit for scheme functions. The Ministry of Skill Development & Entrepreneurship (MSDE) is directly a public authority.
RTI helps here when:
- Your assessment was completed 60+ days ago but the result is not on the portal — RTI to PIO at the relevant SSC for the assessor's marks sheet and pass / fail status.
- Your certificate is “issued” on the portal but does not appear in DigiLocker — RTI to PIO at NSDC (Skill India Digital Hub team) for the issuance log.
- Centre has been asking you for money — RTI to PIO at NSDC for the fee policy and TP empanelment terms, then complaint to the same address.
- Placement promised under STT but no employer interaction provided — RTI to PIO at NSDC for the centre's placement record for that batch.
- You wrote to MSDE / NSDC with a grievance and got no reply — RTI for the action taken note on your representation.
- Centre has been blacklisted but you have an unfinished course — RTI to NSDC for the blacklisting order and transfer policy.

RTI does NOT help here when:
- You failed the assessment fairly — RTI cannot make you pass. Re-attempt under the free re-assessment.
- Your trainer was bad / classroom was poor — these are quality grievances; report to NSDC TP helpdesk + CPGRAMS, but RTI alone won't fix pedagogy.
- No employer wants to hire you despite certification — RTI cannot create a job. Improve your CV, attend job fairs, leverage NCS portal.
- You want a refund of “fees” you paid privately to a centre — RTI gets you proof of NIL fee policy; the recovery is via Consumer Forum or police complaint for cheating.
- You want to know why a particular employer rejected you in an interview — that's private hiring decision; not “information held” by NSDC.
FAQs
Q. I am a 10th-pass woman, 38 years old, want to learn beauty therapy. Am I too old?
No. PMKVY has no upper age limit (some job roles cap at 45 for safety reasons; beauty therapy isn't one). Find a Beauty & Wellness SSC course at a PMKK near you. Several women in your bracket train and either get salon jobs or set up home-based services.
Q. Can I do PMKVY while in a regular college?
Yes — many colleges now host Skill Hubs with evening / weekend PMKVY courses. You can also do an STT course in your summer break. Some courses overlap academic credits — check with your university.
Q. Will a PMKVY certificate get me a government job?
Not directly — but it is NSQF-aligned, recognised by central PSUs and many state governments for relevant trade-based recruitment (electrician, plumber, fitter, security guard etc.). It also strengthens your candidature in any job market. For government jobs, you still need to clear the relevant SSC / state PSC examination.
Q. I already work as a mason for 8 years — can I get certified without a long course?
Yes — through RPL (Recognition of Prior Learning). A short bridging session (12-80 hrs) followed by assessment validates your existing skill. Free. Apply at the Skill India Digital Hub → “RPL”.
