How to register Udyam (MSME) — complete 2026 guide
Quick answer. Since 1 July 2020, the only valid MSME registration in India is Udyam Registration. It replaced the older Udyog Aadhaar Memorandum (UAM) and the manual MSME registration route. It is free, fully online, paperless, and Aadhaar-based. Apply at the only official portal — https://udyamregistration.gov.in (beware imposter sites that charge ₹500-2,500). The legal basis is the Micro, Small and Medium Enterprises Development Act, 2006 (MSMED Act), especially §7, read with the MSME Notification S.O. 2119(E) dated 26 June 2020 which fixed the revised composite classification (Investment in plant & machinery + Turnover): Micro ≤ ₹1 cr investment & ≤ ₹5 cr turnover; Small ≤ ₹10 cr & ≤ ₹50 cr; Medium ≤ ₹50 cr & ≤ ₹250 cr. Use Aadhaar OTP for proprietorship; PAN + GSTIN are mandatory for company/LLP/partnership and for any business with turnover above the GST threshold. The portal generates a 19-digit Udyam Registration Number (URN) instantly and a PDF Udyam Certificate with QR code. Annual data is auto-updated from your ITR + GSTR, so the classification can move up or down each year.
Mahesh's story — "Aadhaar mobile in father's name blocked everything"
Mahesh Patel, 36, garment manufacturer in Surat, Gujarat. Runs a small unit making readymade kurtas — annual turnover ~₹3.8 crore, 14 workers, two stitching machines and one cutting table. Wanted Udyam registration for two reasons: (a) MSME priority-sector lower-rate loan from Bank of Baroda, (b) preference in the Government e-Marketplace (GeM) public procurement bids that Surat textile cluster was getting active in.
“September 2024. I knew the portal — udyamregistration.gov.in. Free, all online, Aadhaar OTP. Sat down on a Saturday with PAN, GSTIN, last year's ITR-3, NIC code (14101 — manufacture of readymade garments) handy. Started the form. Reached the Aadhaar OTP step. Entered my Aadhaar. 'Aadhaar verification failed — mobile number not registered or not active for OTP.' Tried four times. Same error. The problem? Years ago when I made my Aadhaar in 2013 in the village, my father's mobile number had been linked. He still uses it; the number works. But for portal OTP it must be my own number on the Aadhaar. Went to the Aadhaar Seva Kendra at Adajan next Monday — paid ₹50, took 7-day SLA for mobile update. On day 8 I got the SMS confirming. Reopened udyamregistration.gov.in. This time Aadhaar OTP came on my phone. Form took 22 minutes. NIC code, investment in plant & machinery (₹38 lakh from depreciation schedule of the ITR), turnover (₹3.78 cr from GSTR), bank, accepted. Submitted. URN generated instantly: UDYAM-GJ-XX-0XXXXXX. PDF certificate with QR code downloaded. Two weeks later, I applied to BoB Surat for a Mudra loan of ₹8 lakh under MSME priority sector. Got approved at 9.65% versus the 11.15% rate they had quoted me earlier as a non-MSME — saving of about ₹6,000 a year on interest. By February 2026 I had also onboarded onto GeM and got my first govt order — bulk shirts for a state police academy, ₹4.2 lakh. The whole Udyam exercise cost me ₹50 to update Aadhaar mobile, and zero rupees for the registration itself.”

As of March 2026, 5.91 crore enterprises are registered on the Udyam portal (Ministry of MSME dashboard); about 97% are micro, 2.4% small, and 0.6% medium. Roughly 38 lakh new Udyam registrations are added each year. Surat alone has ~7 lakh active Udyam units across textiles, diamond, and chemicals.
What Udyam is — and why register
The Micro, Small and Medium Enterprises Development Act, 2006 (MSMED Act, Act No. 27 of 2006) created the legal framework for the MSME sector. The original section §7 required enterprises to file a Memorandum to be classified as MSME. Until 30 June 2020, this Memorandum was filed manually (MSME Part I/II) and from 2015 was filed as an Udyog Aadhaar Memorandum (UAM) at udyogaadhaar.gov.in.
The big reset came with Notification S.O. 2119(E) dated 26 June 2020 (followed by S.O. 2347(E) dated 16 June 2021 for some clarifications). Two major changes:
- Composite criterion — earlier classification was based on “investment in plant & machinery” alone; new criterion uses investment AND turnover, whichever is higher decides the slab. Manufacturing and service enterprises were unified into one classification.
- New portal — udyamregistration.gov.in replaces the older Udyog Aadhaar portal. Registration is free, paperless, Aadhaar-based, with automatic data fetch from ITR + GSTR every year.

Why register on Udyam — benefits that unlock:
- Mudra loan (PMMY) — collateral-free up to ₹20 lakh (Tarun Plus tier, Budget 2024).
- CGTMSE — collateral-free credit up to ₹5 crore with 75-85% credit guarantee.
- Public procurement preference — central government must source ≥25% from MSMEs (4% SC/ST, 3% women).
- TReDS access — invoice discounting via RXIL/M1xchange/Invoicemart for faster payment by large buyers.
- Delayed payment protection under §15-§24 MSMED — buyers must pay within 45 days; compound interest at 3× bank rate recoverable through MSEFC.
- CLCSS (15% subsidy on machine upgrade), ZED certification, ISO reimbursement, electricity duty concessions (state-wise).
- §43B(h) Income Tax (Finance Act 2023, AY 2024-25) — payments to Udyam-registered MSMEs deductible only when actually paid; pushes buyers to pay on time.
- GeM preference — visibility + 15% price preference margin in bidding.
Step-by-step process
Step 1 — Make sure your Aadhaar mobile is active
This is Mahesh's lesson. Before opening the portal:
- SMS test — send any SMS from your registered mobile; if it doesn't go through, the number is dead/inactive.
- Confirm at myaadhaar.uidai.gov.in → “Verify Aadhaar Mobile/Email” → enter Aadhaar + mobile/email → check “verified” status.
- If mobile is wrong / not yours / inactive, visit any Aadhaar Seva Kendra with Aadhaar + new mobile → fill update form → biometric → ₹50 fee → 7-day SLA.
Step 2 — Have these documents / data ready
- Aadhaar number of the proprietor (for proprietorship) or of the Karta (HUF) or of the Managing Partner (firm) or of the authorised signatory (company / LLP / cooperative).
- PAN of the enterprise (proprietorship: same as proprietor; firm/company: separate firm/company PAN).
- GSTIN — mandatory if your turnover crosses the GST registration threshold (₹40 lakh for goods; ₹20 lakh for services; ₹10 lakh in special category states). Optional otherwise.
- Bank account number + IFSC of the enterprise's main account.
- Investment in plant & machinery / equipment — from your latest ITR depreciation schedule (gross block, before depreciation, of P&M items).
- Turnover — from your latest GSTR / ITR (FY 2024-25 figures for an FY 2025-26 application).
- NIC code (5-digit) of the principal business activity from National Industrial Classification 2008. The portal has a search box.
- Number of employees (current count, including contract).
- Social category of proprietor — General / SC / ST / OBC.
Step 3 — Visit the official portal — and only the official portal
- Go to https://udyamregistration.gov.in — note the exact URL. Imposter sites with names like udyamregistration.org / udyam-registration.in / msme-udyam.gov.in (etc.) charge ₹500-2,500 for the same free service. The Ministry of MSME has issued repeated public advisories — registration is always free on the official portal.
- Free is free. No fee, no agent needed. If you choose to use a CSC operator for filing assistance, they charge ₹30-50 (regulated).
Step 4 — Fill the registration form
- “For New Entrepreneurs who are not Registered yet as MSME” → enter Aadhaar + name → OTP to Aadhaar-mobile → validate.
- PAN type (Proprietary/HUF/Firm/Company/LLP/Cooperative/Society/Trust) → PAN → validate. System pulls name + DOI from PAN; cross-checks with Aadhaar name.
- Personal details — gender, social category, PWD status, name of enterprise.
- Address — district, taluka, pincode (DIC auto-maps).
- Date of incorporation / commencement — from PAN/GSTIN.
- Bank — account no. + IFSC of enterprise account.
- Major activity — Manufacturing / Trading / Services / Wholesale-retail.
- NIC code(s) — 1 principal + up to 9 secondary (NIC 2008, 5-digit).
- Employees — male/female/others.
- Investment in P&M/equipment — auto from ITR depreciation; manual override for first year.
- Turnover (excl. exports) — auto from GSTR.
- GSTIN — if applicable; auto-validated.
Step 5 — Submit and download the Udyam Certificate
- Submit → final OTP for confirmation.
- 19-digit URN generated instantly: format `UDYAM-XX-XX-XXXXXXX` (state code + DIC code + serial).
- PDF Udyam Certificate with QR code downloadable; print on plain A4 paper.
- SMS + email confirmation.
- Certificate is e-document, signed by MSME Joint Secretary digitally — no physical signature, no need for any stamp/attestation.
Step 6 — Verify on the portal afterwards
- Anyone can verify a URN at udyamregistration.gov.in → “Print / Verify” — useful when you submit Udyam in tenders / loan files.
- Bankers / GeM / TReDS will scan the QR code on the certificate to verify.
Step 7 — Annual auto-update of investment + turnover
- After every FY-end, the portal auto-fetches updated investment (from ITR) and turnover (from GSTR).
- If your numbers cross a slab, the classification automatically upgrades (Micro → Small or Small → Medium); benefits at higher slabs unlock.
- If your numbers fall, classification holds for 1 year before downgrading (3-year sustained fall earlier; revised to 1 year in 2024).
- No re-registration is needed for slab change — same URN continues for life.
Step 8 — Migrate Udyog Aadhaar (if you have the old UAM)
- Old UAMs were valid only till 31 March 2022.
- If you still have only a UAM and no Udyam, register fresh at udyamregistration.gov.in — your past UAM record is in the system but the new registration is required.
- If you registered on Udyam between July 2020 and now and your URN is active — no action needed.

Common reasons your Udyam registration gets stuck
- Aadhaar mobile not registered or not active for OTP — Mahesh's case. Fix at Aadhaar Seva Kendra, ₹50, 7-day SLA.
- PAN-Aadhaar not linked — system flags as “inoperative PAN” and rejects. Pay ₹1,000 (Challan 280, Minor Head 500), link, retry.
- GSTIN not registered when turnover > GST threshold — registration mandatory; obtain GSTIN first at gst.gov.in, then come to Udyam.
- Aadhaar name vs PAN name mismatch — single space, different middle name, expanded vs initial. Update one to match the other; PAN is usually easier (fee ₹110 online).
- Old Udyog Aadhaar number — system asks if you want to “migrate” or “register fresh”. Pick “register fresh” — new URN generated; old UAM auto-deprecates.
- Multi-state or multi-unit operations — confusion on which state to register in. Registration is per enterprise (single PAN), not per branch. The principal place of business decides.
- Wrong NIC code — picked services NIC for a manufacturing business or vice versa. Affects which schemes you qualify for. Edit through “Update Udyam” later.
- ITR not yet filed for the latest FY — investment + turnover auto-fetch fails. Either wait till you file ITR, or enter manually — system will reconcile next year.
- Imposter site charged ₹2,000 and “registered” you — what they did is the same Aadhaar OTP you would have done; but the URN is real. Do not pay them again. Report at the official portal — there's an “Information about misleading websites” link on the homepage.
- Existing URN under different PAN — e.g., proprietorship URN created and now you've incorporated as Pvt Ltd; different PAN. You need a separate Udyam registration for the new entity; old one can be closed if proprietorship is shut.
- DIC not auto-mapped — pincode entered didn't match the DIC database. Use the dropdown rather than typing.
If stuck — the escalation ladder
Rung 1 — CHAMPIONS portal
- CHAMPIONS = Creation and Harmonious Application of Modern Processes for Increasing the Output and National Strength.
- Visit https://champions.gov.in → “Register your grievance” → category MSME / Udyam.
- SLA — typically 30 days; routed to the relevant DIC and MSME-DI (Development Institute).
Rung 2 — MSME helpline
- 1800-180-6763 (toll-free, 9 am – 6 pm Mon-Sat, Hindi/English).
- Useful for: portal errors, NIC code clarification, scheme eligibility questions, GeM-MSME interface.
Rung 3 — DIC (District Industries Centre)
- Every district has a General Manager (GM-DIC) responsible for MSME outreach.
- Walk in with: URN (or attempt-screenshot if not generated), PAN, Aadhaar, GSTIN, ITR.
- GM-DIC can resolve most local-level Udyam issues directly.
Rung 4 — MSME-DI (MSME Development Institute)
- Each state has 1-3 MSME-DIs (e.g., MSME-DI Mumbai, MSME-DI Chennai). They cover technical, scheme, and registration support.
- Find your MSME-DI at https://msme.gov.in → Field Offices.
Rung 5 — CPGRAMS
- https://pgportal.gov.in → choose Ministry of Micro, Small and Medium Enterprises.
- Higher visibility — escalates to Joint Secretary level.
Rung 6 — Right to Information (RTI)
The Ministry of Micro, Small and Medium Enterprises, the DIC, and the MSME-DI are all public authorities under §2(h) of the RTI Act, 2005.
RTI helps here when:
- Your Udyam application is stuck “in progress” for more than 30 days — RTI to PIO Ministry of MSME asking for the dealing officer name and current file location.
- Your scheme application under CGTMSE / CLCSS / ZED has been pending for 60+ days — RTI for status, file movement, sanction note.
- Your URN was suspended or downgraded without intimation — RTI for the basis of suspension and the audit note that triggered it.
- Your MSEFC complaint for delayed payment (§15 MSMED Act) is not being heard — RTI to PIO at the State MSEFC Secretariat for hearing dates and order copies.
- Public procurement preference is being denied by a CPSU — RTI for the procurement file and the MSME participation record (this often unlocks the bid review).
- Imposter site has misused your data — RTI to PIO MSME for the action taken on imposter complaints.
RTI does NOT help here when:
- You disagree with the auto-classification (Micro vs Small vs Medium) — the classification is calculated from your own filed ITR + GSTR data. To change it, file revised ITR or revised GSTR; RTI cannot override your own filings.
- You want to dispute the slab thresholds (e.g., “₹5 cr is too low for micro for our industry”) — these are set by Cabinet through MSME notification. Statute-level changes need representation through industry associations, not RTI.
- You want bank approval for a Mudra loan — the lending decision is the bank's; RTI to MSME doesn't override credit appraisal. Use Banking Ombudsman if the bank denies without recording reasons.
- You want subsidy disbursal certainty — schemes operate within annual budget allocations. RTI gives transparency on your application, not money.
- You want professional advice on which scheme to apply for — that's consultancy, not “information held”.

Q. I have an old Udyog Aadhaar from 2018. What now?
Register fresh on Udyam. Old UAMs were valid only till 31 March 2022. Free, online, 25-30 min.
Q. My services business turnover is ₹18 lakh. Should I register?
Yes — no minimum threshold. You'll be Micro. MSME priority lending, GeM preference, §43B(h) protection apply from day one.
Q. Is GSTIN compulsory for Udyam?
Only if turnover > GST threshold (₹40L goods; ₹20L services; ₹10L special states). Below — optional, skip with declaration.
Q. I'm salaried but also consult on the side. Can I register that as Udyam?
Yes — register as proprietorship with your PAN/Aadhaar; principal activity = consulting NIC code; turnover = professional fees. §43B(h) protection means your corporate clients must pay you within 45 days.
Q. Can I register more than one Udyam under same PAN?

Try a different browser. Or login at “Print/Verify Udyam Certificate” → URN → captcha → download. If still failing, raise CHAMPIONS grievance with screenshot.
Q. I paid ₹1,500 to “udyam-registration.in” before realising it's a fake site. Refund?
File a consumer complaint (1915) and a cybercrime complaint (cybercrime.gov.in). Recovery chance low but reporting matters. Only udyamregistration.gov.in is official.
Q. My CPSU buyer is delaying my invoice payment by 6 months. Help?
Yes — MSEFC under §18 MSMED Act. File at samadhaan.msme.gov.in with URN + invoice + payment history. MSEFC conciliates within 90 days; awards interest at 3× bank rate (~17.5% compound). Recoverable as a court decree.
