Apply EWS Certificate and Check Status 2026

Documents, form, and online portal for applying an EWS income and asset certificate in 2026

Quick answer. To get an EWS certificate in 2026, your family's gross annual income from all sources must be below Rs 8 lakh and you must not own assets above the specified limits. Apply through your state's e-District or revenue portal - the service is called “Income and Asset Certificate for EWS” or similar. This is a citizen guidance page; it is not an official government, regulator, bank, or legal services page.

For the full legal background on income certificates and delays, see RTI for income certificate delay.

What the EWS certificate is

An EWS (Economically Weaker Section) certificate is an official income-and-asset document issued by a revenue officer confirming that a family meets the eligibility criteria for the 10% reservation introduced by the Constitution (103rd Amendment) Act, 2019. The amendment inserted Articles 15(6) and 16(6) into the Constitution, came into force on 14 January 2019, and was upheld by the Supreme Court in Janhit Abhiyan v Union of India (decided 7 November 2022, 3:2 majority). The certificate gives access to reservation in central government jobs and admissions to central and private educational institutions (except minority institutions).

EWS is not a caste certificate. It has nothing to do with SC, ST, or OBC status. Persons already covered under SC, ST, or OBC reservation are expressly excluded and cannot apply. EWS is exclusively for general category citizens who are economically weaker by income and asset tests.

Eligibility criteria

The central government criteria, set out in DoPT OM No. 36039/1/2019-Estt(Res) dated 31 January 2019, are:

Income test

  • Gross annual family income from all sources (salary, agriculture, business, profession, rent, and other earnings) must be below Rs 8 lakh for the financial year prior to the year of application.
  • “Family” means the applicant, parents, siblings below 18 years, spouse, and children below 18 years. No other definition is permitted.

Asset test - your family must not own:

  • Agricultural land of 5 acres or more
  • A residential flat of 1,000 sq ft or more
  • A residential plot of 100 sq yards or more in a notified municipality
  • A residential plot of 200 sq yards or more in areas outside notified municipalities

If your family clears both the income test and all four asset tests, you are eligible to apply.

Some states have added their own conditions for state-level EWS benefits; check your state revenue department's notification if you are applying for a state scheme.

Documents you need

  • Aadhaar card (identity and address proof)
  • PAN card or Voter ID (additional identity proof)
  • Income proof - salary slips, latest income tax return, or a Form 16; for self-employed or agricultural income, a declaration or certificate from a CA or village-level authority
  • Land or property documents - if you own agricultural land, a Khasra/Khatauni or equivalent; if you own residential property, the registered sale deed or property tax receipt
  • Self-declaration affidavit - a notarised affidavit confirming family income below Rs 8 lakh and that asset limits are not exceeded; some states provide a printed format for download from the portal
  • Recent passport-sized photograph
  • Community certificate confirming you belong to the general (unreserved) category

Keep originals and carry self-attested copies. Scanned PDFs for online applications typically must be under 1 MB each.

How to apply online - step by step

  1. Find your state portal. EWS certificates are issued by state revenue departments. Look for the service labelled “Income and Asset Certificate for EWS” or “EWS Certificate” under Revenue or General Administration. Key portals:
    • Uttar Pradesh: edistrict.up.gov.in
    • Delhi: edistrict.delhigovt.nic.in
    • Karnataka: sevasindhu.karnataka.gov.in
    • Tamil Nadu: tnesevai.tn.gov.in
    • For other states, search “[state name] e-district” or visit services.india.gov.in for a state-wise directory.
  2. Register or log in. Create a citizen account using your mobile number and Aadhaar details, or log in if you already have an account.
  3. Select the service. Navigate to Revenue or Certificate services and choose the income and asset (EWS) certificate option.
  4. Fill the application. Enter personal details, family income from all sources for the previous financial year, and asset details. Declare all family members covered under the “family” definition.
  5. Upload documents. Attach scanned copies of each required document. Check file size limits before uploading.
  6. Pay the fee. A nominal service fee applies; it varies by state and some states issue the certificate free. Pay online through the portal.
  7. Save the acknowledgement number. You will receive an SMS and an on-screen reference number. Keep it - you need it for status tracking.

If you prefer to apply offline, visit your Tehsil or SDM office, collect the application form, fill it, attach self-attested copies of documents, and submit it at the revenue counter.

Who issues the certificate

The issuing authority must not be below the rank of Tehsildar or equivalent, as specified in DoPT OM 36039/1/2019. Depending on the state, the officer may be:

  • Tehsildar
  • Sub-Divisional Magistrate (SDM)
  • District Magistrate / Additional District Magistrate
  • Mandal Revenue Officer (Andhra Pradesh, Telangana)

The officer conducts a field verification of income and assets before approving. This field report is a key document - it can override your self-declaration if the officer records a higher income.

How to check application status

  1. Go to your state portal and look for “Track Application” or “Check Status.”
  2. Enter your acknowledgement number and registered mobile number (OTP required on some portals).
  3. The status will show one of: Submitted, Under Verification (field inquiry stage), Approved/Issued, or Rejected.
  4. If approved, you can download the digitally signed certificate directly from the portal.

Processing timelines are set by your state's Public Services Guarantee Act or RTPS Act and vary across states. Ask at the issuing office for the exact mandated deadline that applies in your state.

Certificate validity and renewal

There is no centrally mandated validity period for an EWS certificate. The requiring authority - UPSC, SSC, a university, or state exam board - specifies in its notification which financial year's certificate it will accept. Always check the specific requirement in the recruitment or admission notice, and renew before the accepted period lapses if you are in an ongoing process.

To renew, reapply through the same portal with updated income proof for the current financial year. A fresh field verification may be required.

Why your application may be rejected

  • Field report shows higher income. If the revenue officer's field inquiry records income above Rs 8 lakh, the application is rejected even if your self-declaration says otherwise. This is the most common reason.
  • Asset limits exceeded. Property disclosed in the form or found during verification crosses one of the four asset thresholds.
  • Category mismatch. Applicant belongs to SC/ST/OBC - not eligible for EWS.
  • Incomplete or mismatched documents. Name, date of birth, or address inconsistencies between Aadhaar, income proof, and property documents.
  • Undisclosed family income. A sibling or spouse's income not declared and later flagged.

What to do if rejected or delayed

For rejection:

  1. Request the written rejection order with reasons. You are entitled to this.
  2. File a first appeal with the SDM or the next higher revenue authority within 30 days of rejection. Attach the rejection order and rebuttal documents.
  3. If the field report is the basis, file an RTI with the Tehsildar asking for: (a) the field inquiry report, (b) the income computation method, and © the name and designation of the verifying officer. You can then respond point-by-point in your appeal.
  4. For deeper guidance on using RTI to challenge certificate delays, read The RTI Playbook.

For delay beyond the statutory deadline:

  1. File a written complaint with the issuing office referencing the state RTPS/Public Services Guarantee Act deadline.
  2. If no response, escalate to the District Collector's grievance cell or the state CM Helpline.
  3. Document every step - visit dates, complaint numbers, officer names, and replies.

Frequently asked questions

Is the Rs 8 lakh income limit the same for all states?

The central government criteria under DoPT OM 36039/1/2019 set the limit at gross annual family income below Rs 8 lakh. Some states may apply a lower threshold for state-level EWS benefits in housing or local schemes. For central government jobs and central educational institutions, the Rs 8 lakh limit applies uniformly.

Can I use the same certificate for both a central job and a college admission?

Generally yes, if both uses fall within the certificate's validity period and it was issued by a Tehsildar-level or higher officer as required. However, some recruitment boards and universities specify that the certificate must be from a particular financial year or must be freshly issued. Always check the recruitment or admission notice for the specific requirement.

Does agricultural income count toward the Rs 8 lakh limit?

Yes. The DoPT OM specifically states that income includes salary, agriculture, business, profession, and other sources. All agricultural income of all family members within the definition of “family” must be added to the total.

What if I own a flat in one city and agricultural land in another - do both count?

Yes. The asset test is applied to all property owned by the family anywhere in India, not just in the state of application. If the combined family holdings cross any single threshold (such as 1,000 sq ft of residential flat), the application will be rejected.

I am OBC - can I get an EWS certificate?

No. The EWS category is exclusively for persons who are not covered under SC, ST, or OBC reservation categories. If you hold an OBC certificate or are otherwise eligible for OBC reservation, you cannot apply for EWS. The two categories are mutually exclusive by design under the 103rd Amendment.

My application has been pending for 45 days. What should I do?

First, check the statutory deadline under your state's Public Services Guarantee Act or RTPS Act - the exact number of days varies by state. If the deadline has passed, file a written complaint at the issuing office citing the deadline, and escalate to the SDM or District Collector. You can also file an RTI asking for the current status, the officer assigned, and the reason for delay.
