Step 2 — Eligibility
Anyone holding a current valid ration card under NFSA categories (PHH / AAY / Annapurna / Priority / Non-NFSA / BPL / APL) can amend membership. You need to be the head of household (HoH) or have authorisation from HoH.

Common reasons it gets stuck
- NOC from existing card not provided (most common in spouse/division cases) — system can't proceed without proof of non-duplication.
- Aadhaar-bank seeding inactive — if your Aadhaar is not linked to a bank account or to the ration card, PDS subsidy delivery breaks. Fix at any bank's Aadhaar seeding counter.
