What is "property tax" called in Goa, and who collects it?

Goa does not use the phrase “property tax” on its bills or in its municipal law the way Maharashtra, Karnataka or Delhi do. Locally, the annual levy on a house, shop or building is called House Tax (sometimes broken on the demand notice into a general tax plus service components like lighting, water and scavenging). The terminology matters because citizens who search their municipality website for “property tax” often find nothing and give up. Which Goa office do I send my RTI to?

Under section 5 of the RTI Act, 2005 every public authority must designate a Public Information Officer (PIO, in Goa often called the SPIO — State Public Information Officer) and a First Appellate Authority. Your RTI goes to the SPIO of the body that holds your tax file, not to a generic “Revenue Officer”. Here is the office hierarchy you will encounter in Goa.

For a Panaji property, address it to the SPIO, Corporation of the City of Panaji, Dr Pandurang Pissurlekar Road, Altinho, Panaji, Goa 403001 (the CCP office; public counter hours Mon–Fri, 09:30 to 17:45, as listed on ccpgoa.com). For a council property (say, Margao), address it to the SPIO, Municipal Council of that town. For a village, address it to the SPIO c/o the Sarpanch / Secretary, Gram Panchayat.

Because every Goa state department is also listed on the Goa RTI citizen gateway, the safest way to find the correct SPIO name and designation is to open that gateway, pick the department (for House Tax that is usually Urban Development Department for councils/CCP, or Panchayati Raj Department for villages), and read the PIO directory it publishes. Filing through that gateway's online portal routes the application automatically to the correct Nodal Officer and SPIO.

Can I file my property-tax RTI online in Goa, or only by post?

You can do both, and the online route is usually faster. Goa runs a genuine online RTI portal at https://rtionline.goa.gov.in — titled “RTI Online Version 1.0, An Initiative of Department of Information & Publicity, Govt. of Goa”, designed and hosted by National Informatics Centre (NIC), Goa. (The old stub for this page wrongly said Goa was “postal-only”; that was out of date. The portal exists and is live.)

What the portal actually does, from its official FAQ:

  1. You can file a new RTI request, a First Appeal, and a Second Appeal entirely online, with an eChallan payment gateway.
  2. Payment modes: internet banking, ATM-cum-debit card, credit/debit card (Master/Visa), and UPI.
  3. On submission you get a unique registration number for tracking.
  4. The application reaches the Nodal Officer and the SPIO of the chosen department electronically.
  5. The application text box accepts up to 3,000 characters; anything longer goes in as a PDF attachment in the “Supporting Document” field.
  6. A BPL applicant pays no fee (under the Goa RTI Rules, 2012) but must attach the BPL certificate.
  7. No fee is charged for the First Appeal, as the FAQ states plainly.

If you prefer paper — or your panchayat SPIO is not well mapped on the portal — the postal route still works perfectly well. Print your application, attach the Rs 10 fee as an Indian Postal Order (IPO) or court-fee stamp, and send it by Speed Post with acknowledgement due to the SPIO of the public authority. Keep the India Post tracking number and the acknowledgement; that is your proof of the date of receipt, which starts the 30-day clock.

The Rs 10 application fee follows the RTI Act, 2005 (First Schedule) read with the Goa Right to Information Rules, 2012; the portal FAQ explicitly confirms the BPL exemption “as per RTI Rules, 2012”. The FAQ also confirms that no fee is payable for the First Appeal. If the SPIO later asks for a copying or additional fee, the portal will show a “Make Payment” button under Application Status and send you an SMS/email alert; you have to pay that within the time the SPIO states, otherwise your request can be treated as withdrawn.

What specific records can I ask for about my property tax?

In Goa, the records most worth asking for — and that the CCP, councils and panchayats actually hold — are:

  1. The House Tax assessment register entry for your property, including the Annual Ratable Value (ARV) and how it was arrived at.
  2. The measurement / plinth area the council used (often different from the actual built-up area).
  3. The occupancy and usage classification (residential / commercial / mixed) applied to your property.
  4. The rebate or waiver applied, if any (Goa councils give an early-payment rebate; the date your council's rebate window closes decides your real bill).
  5. The arrears and demand history, year by year, with the receipt numbers of every payment you have made.
  6. A certified copy of the latest demand notice and the property card / Form I & XIV entry the council relied on.

Asking for a certified copy (rather than just inspection) is important: a certified copy is admissible later if you end up before the Goa State Information Commission or a civil court. If you only want to look, ask for “inspection of the record” under section 2(j)(i) and follow up with a copy request for the pages you flag.

How do I file a First Appeal in Goa if the PIO stays silent?

If the 30th day passes and you have no reply — or you get a reply that dodges the questions — your next move is a First Appeal under section 19(1). In Goa you have two clean ways to do it:

  1. Online: on rtionline.goa.gov.in, choose Submit First Appeal, enter the registration number and email ID of your original application, and write your grounds. No fee is charged, per the portal FAQ.
  2. Paper: address it to the First Appellate Authority of the same public authority (the officer one rung above the SPIO — typically the CCP Commissioner, the Municipal Chief Officer, or the Sarpanch-level nominee for a panchayat). Attach a copy of your original application and proof of posting.

You must file the First Appeal within 30 days of the date you should have received the SPIO's reply (or, if you got a reply you dislike, within 30 days of that reply). The FAA then has 30 days — extendable to 45 — to decide. A worked example — Margao homeowner, disputed assessment

A homeowner in Margao found her annual House Tax demand had jumped without any intimation of a fresh assessment. The Municipal Council counter would only tell her the total, not how it was computed. She drafted a six-line RTI to the SPIO, Margao Municipal Council, asking for the ARV, the plinth area used, the usage classification, the rebate applied, and a certified copy of the latest demand notice.

She filed it online through rtionline.goa.gov.in under Urban Development Department, paid Rs 10 by UPI, and saved the registration number. The SPIO did not reply within 30 days. On Day 33 she filed a First Appeal through the same portal (no fee), arguing deemed refusal under section 7(2). When the FAA also did not respond, she filed a Second Appeal to the GSIC within 90 days, attaching the original application, the registration receipt, and the first-appeal proof. The Commission admitted the appeal; faced with the SIC notice, the Council released the full assessment worksheet, which showed it had used an outdated, larger plinth area from a pre-renovation survey. The assessment was corrected and the excess refunded against the next year's demand.
